In 2021, Mapuche artist Francisco Huichaqueo produced a 42-minute medium-length film titled Mujeres espíritu. In this work, the poetry and songs of five Latin American indigenous women are brought into dialogue with aesthetically treated images and sounds, thus generating a postcolonial transdiscursive work. This article shows how Huichaqueo appropriates the Western audiovisual medium and “Mapuchizes” it by calling it Azümpelontun (showing the light). This inverted appropriation of the Western creative medium serves the artist to establish a horizontal relationship with the viewers, in which the indigenous person takes the floor and invites the audience to know the original macrocosm. This macrocosm is presented as a universe of feminine spirit, which through poetic expression resists, grows, and affirms itself in its existence. Likewise, by delving into the analysis of the work, it is verified that the use of transdiscursivity is a strategy that expands the surplus meanings of the lyrical texts, which are also connected with their political meanings in which the reflection on the indigenous, the feminine, and the feminine in the indigenous are the primary theme. This leads from the recognition of the feminine experience of care, strength, and tenderness to the verification of the need for the exchange of knowledge between different cultures, to find a common path for addressing the problems that afflict the current world.

This research is developed within the framework of heuristic studies of Foucault's work. This paper explores the use of Foucauldian archaeology as a possible method to analyze pictorial works in Art History. The aim of this paper is to provide methodological elements to carry out research that can use Foucault's archaeological method in combination with Wölfflin's formalism. The philosophical foundation that allows the elaboration of interdisciplinary works is described and four principles that allow combining both methods are proposed: to analyze artistic styles based on discursive practice to elucidate the relationship between image and understanding of the world, to use the concepts of perceptual organization or optical scheme as hinge notions between image and discursive practice, to carry out comparative analysis between styles and discourses to establish regularities and discontinuities, to replace the mimetic reference by the study of the internal rules of each artistic style.  It is argued that these principles of method are based on the analysis of the conditions of possibility of pictorial works. In the end it is concluded that Foucault’s concepts and strategies of analysis can be combined with Wölfflin’s analysis of form to clarify the way a discursive practice produces pictorial themes and schemes of representation.

The case of medical cannabis legalization in Colombia illustrates how policymakers can overcome vulnerability and barriers to evidence-based drug policies through the strategic use of moral arguments. Using process tracing, we collected data from interviews with key actors, observations of negotiations, official documents, gray literature, and media sources. Our findings identify three main strategies employed by Colombian policymakers: replacing the production of scientific evidence with moral and non-specialized knowledge; avoiding political opposition by shifting the debate from international and legislative arenas to domestic and executive spaces; and fostering knowledge transfer by converting existing policy instruments into new regulatory frameworks. These strategies facilitated the advancement of a moderate yet profoundly transformative reform of public policies, avoiding debates centered exclusively on scientific evidence and focusing on moral arguments. The study highlights the importance of using different types of evidence throughout the policy-making cycle, the influence of decision-making spaces on outcomes, and the adaptation of policy instruments as a mechanism for disseminating knowledge. Overall, this case demonstrates how the strategic use of morality can drive significant change in policies traditionally shaped by international pressures, offering lessons for policy design in contexts of structural vulnerability to international regimes.

In this article, I analyzed the contributions of museological spaces in the rescue, preservation, and valorization of LGBTI+ memories. To this end, I studied initiatives such as the Duo Drag exhibition, presented at the Museu da Diversidade Sexual, in Brazil, and the Cidade de Protesto exhibition, held at Livraria Aberta, in Portugal. Methodologically, I conducted a qualitative analysis based on field visits, bibliographic research, and comparative study. I emphasize the importance of these spaces and practices as pedagogical and resistance tools, as they challenge cisheteropatriarchal and burgeois narratives. Such practices make different vulnerabilities visible while also valuing forms of resistance, promoting self-esteem and fostering the recognition of LGBTI+ populations. Authors such as Judith Butler and Michel Foucault help us reflect on the significance of inclusive spaces and practices in times of multiple crisis, as they contribute to social transformation and the reimagining of more equitable futures. Furthermore, I highlight the need for public policies and ethical frameworks that ensure the rescue, preservation, and appreciation of the memories and human rights of populations historically excluded from the democratic process. Thus, I demonstrate that memory is not something natural but rather an object of constant dispute, making its (re)articulation possible.

The reality of public administration, both in Latin America and around the world, is marked by crises in governments due to cases of corruption. In response to such situations, governments have implemented various strategies to strengthen the ethical frameworks of public officials, thereby preventing issues such as corruption and lack of integrity. Among these strategies are the so-called codes of ethics, which define a standard of conduct expected from those who are part of the government. These codes are among the most prominent instruments of what is known as ethical management, which is gaining increasing relevance in the public sector. This document analyzes the situation of the codes of ethics within Chile’s central state administration, which emerged from a policy adopted by the Chilean government in 2016. It presents a description of the current situation, highlighting specific elements of these codes. The document concludes with reflections for both Latin America and the broader international context regarding the implementation of these codes and strategies for addressing the challenge of strengthening the integrity of public servants.

The management of public resources is a matter of importance to society, as the goal is for governments to use public resources efficiently and with the greatest possible benefits. For this reason, governmental actions are constantly subject to review by various actors. This text will describe the nature of “performance audits” (auditorías al desempeño) their connection to public policies, and how they contribute to a preventive approach through prospective analysis, while still fulfilling their role as a tool for the oversight of public resources. Lastly, a brief case will be presented on the application of the prospective approach in a performance audit conducted by the “Auditoría Superior de la Federación”, public spending review body in Mexico.

This article analyzes the social reintegration program for adolescents in conflict with the law in Mexico City (PACIA) from an intersectional approach that combines critical sociological and criminological perspectives. The research demonstrates how the homogeneous design of the program, by ignoring the intersections of gender, disability, ethnicity, and sexual diversity, infringes on fundamental human rights. Through semi-structured interviews with technical-operational staff and document analysis, key structural omissions were identified: only 2% of the workshops address the needs of the LGBTQ+ population, no center has protocols for psychosocial disabilities (which affect 18% of inmates), and 92% of the staff use androcentric language that marginalizes women and nonbinary individuals.The study, supported by critical criminology theories and Crenshaw’s intersectional framework, reveals how the current implementation of PACIA reproduces positivist and adult-centric paradigms, evidenced by deficiencies in language, institutional evaluation, and staff training. As an alternative, a model based on three transformative pillars is proposed: mandatory intersectional diagnostics, differentiated programs according to vulnerability profiles, and continuous training in human rights. This proposal aims to redirect juvenile penitentiary policies towards an inclusive approach that effectively guarantees the right to social reintegration, aligned with international restorative justice standards. In this context, the research question guiding this article is: how can the intersectional approach contribute to the effective inclusion of diversities in the PACIA social reintegration program in Mexico City?

This writing analyzes the exceptional practices in the Professional Career Service (SPC) entry Subsystem in the Federal Public Administration of Mexico. They are studied from an orthodox and liberal perspective that converge in the New Public Management, highlighting how the SPC Law, in particular its Article 34, allows temporary appointments without following regular procedures, which may contradict the principles of meritocracy and transparency of the civil service. The analysis underlines the need to reform these exceptions to ensure professionalization, impartiality and efficiency in public administration.
