Resumen
In Peru, the COVID-19 pandemic has had an impact on various dimensions of human and national development. While it is true that children have not been affected in terms of mortality, there is evidence of a negative impact on their development in the short and long term. In this sense, in Peru, timely and quality care through access to the integrated package of services of the Ministry of Health was severely affected, reducing its coverage and generating risk scenarios for the physical, emotional and mental development of children in the future. In this context, the State promoted temporary interventions through Emergency Decree 095-2020, includin interventions aimed at early childhood development through the National Program of Direct Support to the Poorest “JUNTOS”. This article aims to examine the implementation of these interventions by “JUNTOS”, analyze the challenges and results achieved, and propose working hypotheses for research. It proposes to explain the success of the implementation through: i) innovation in the face of implementation challenges; ii) the relevance of intersectoral coordination; and, iii) improving the quality of public services through universal mechanisms of affiliation and accompaniment to families.

Resumen
The implementation of public policies in Peru is the weakest link in the decentralization process and public management, due to the ineffectiveness of the instances, platforms or spaces of articulation and coordination where the government authorities of the three levels of government (national, regional and local) have not achieved consensus and/or agreements to establish a shared vision of territorial development in search of closing economic and social inequalities. This article presents the analysis of recent years, especially the years 2021 and 2022, on the new coordination mechanisms such as the Intergovernmental Coordination Council (CCI), which, through its operational bodies such as the Executive GORE, Executive MUNI, and Other Intergovernmental Meetings (Executive Meetings, Technical Development Tables and the Decentralized Councils of Ministers), and a new version of the Intergovernmental Commissions is presented as a new attempt to articulate national and territorial policies and strategies through effective multilevel and multi-stakeholder governance, whose purpose is to strengthen decentralized management.

Resumen
For some years, Peru has started a determined push towards a national process of digital transformation that guarantees access to the opportunities of the digital environment for all people. This process has been accelerated by the demand for change and the disruption generated by the health crisis and, in turn, by the citizen’s decision to incorporate digital into their daily lives. The National Digital Transformation Policy emerges as a guiding document with the purpose of promoting digital citizenship, guaranteeing equitable and safe access to digital transformation and what determines the actions of the country’s Digital Agenda towards 2030. This article addresses those aspects of this Policy that will constitute the critical success factors to guarantee digital equity.

Exercise of authority and political power: How to govern to build trust and hope in times of crisis?

Resumen
In this article, the former President of the Republic of Peru, Francisco Sagasti, develops five points that he considers were the main features of the approach to the exercise of authority and political power within the Transition and Emergency Government that he led. These criteria were respect for the Constitution and the laws, honesty and transparency, teamwork and coordination, use of evidence and reliable information, search for the common good, and democratic leadership.

Resumen
In this article, the authors analyze the role of the various conflict management strategies proposed by Peruvian governments over the last twenty years from an approach based on public policies and their sustainability. First, they present the phases of the public problem and its relationship with the public policy production process. Secondly, the development presented during the presidential administrations in relation to conflict management and the production of related public policies is analyzed. Finally, the pertinent conclusions are presented.

Resumen
In this article, the author develops the concept of Integrity as a fundamental aspect in the fight against corruption. Based on this, he develops the proposal for the construction of a National Integrity System with the objective of achieving a more active intervention by the State in strengthening its capacity to prevent corruption. In this sense, it defines the structure, elements and perspectives necessary for the construction of such a system, all based on a Public Integrity Model proposed by the author himself.

Resumen
The Public Administration has powers that must be used in order to achieve the objective of protecting the general interest and always guaranteeing the fundamental rights of administered subjects. Within these powers we find the power to sanction, expression of the ius puniendi, that will be activated to the commission of administrative infractions. The sanctioning power requires to be exercised within the framework of a legal procedure that provides to administered subjects sufficient defense guarantees to deal with the imposition of a sanction.However, the current tax regulations deviate from the above-mentioned reasoning: the imposition of tax penalties on the taxpayers takes place within the framework of the supervision procedure. That is to say, the activity of supervision of the Tax Administration will conclude not only with the “Resolución de Determinación”, but also with a “Resolución de Multa”.This regulation is the result of an obvious confusion between the power to supervise and the power to sanction of the Administration, whose actions need to be properly separated. This situation also seriously affects the right of defense of taxpayers, who will not be able to defend themselves adequately against the imposition of a tax penalty.

Resumen
This article takes a critical look at the application of the National Environmental Impact Assessment System. Thus, recognizing the importance of this legal regime to empower the role of the State in the environmental management of investment projects, as well as the prevention of socio-environmental conflicts, a review of the current institutional framework is carried out, specifically the changes and advances regarding the exercise of functions by Senace. In this line, the scope of an interpretative conflict related to the scope of non-significant environmental impacts on bodies of water is presented. Likewise, a critical view of the corrective environmental management instruments is presented. Finally, some ideas are presented regarding the procedure for updating environmental studies as a mechanism for the continuous improvement of environmental management instruments.
