Currently, education relies more than ever on the developing of competence-based learning. The progress and demands of today's society poses the need of training professionals that are capable of responding to the 21st century challenges, jobs, social and personal expectations. This article is the result of a documentary analysis of different authors, and experts in the field of teaching by competences. This framework results in the formation of highly qualified, comprehensive, and research oriented individuals. Contributions are finally reflected in a competitive, vanguard, and equitable society. In conclusion, the article supports the thesis that learners’ background knowledge is at the core of competency meaningful teaching, leading to relevant, lifelong learning skills.In this sense, the education by competencies model, goes beyond academic units and contents to enhance curricular flexibility, while introducing the student into the modern informational era.

The current situation made it possible to visualize the counterproductive impact on attending to people's mental health. On the one hand, workers, students, and health personnel requiredattention for the treatment of certain psychological discomforts. Even nosocomios were affected in their mental health prevention and promotion programs. Therefore, this research aims toanalyze the contributions on mental health during the pandemic. The methodology used was the systematic review, in addition to the PRISMA flowchart was applied for the selection ofindexed articles. The main contributions have shown that mental health underwent changes in the treatment and follow-up of patients. In addition, the groups affected have been workers, studentsin regular and higher education, and health workers. These groups were directly affected by isolation, resulting in an imbalance in their mental health. Among the main consequenceswas an increase in anxiety, depression and stress. Finally, the strategies used suggest the use of physical activities, changing habits and establishing schedules for the control of activities.

Thinking about competency-based assessment from didactic planning is nowadays a trend that should permeate the academic world, in order to efficiently develop the study plan or educationalprogram that intends to apply assessment as a tool for learning improvement. The purpose of this essay is to provide the reader with a theoretical and conceptual foundation on the evaluationof competencies based on didactic planning. A bibliographic search on evaluation, competencies and didactic planning was carried out in order to give rigor to the arguments presented. Itis then understood that the assessment of competencies from didactic planning is crucial when generating cognitive development strategies because it helps to understand the complexity ofthe teaching-learning process.

Mennonites migrated to South America in considerable numbers after World War II and have settled in several countries, but mainly in Paraguay and Bolivia where they developed large agricultural enterprises, occupying forests and other natural ecosystems. It is estimated that they deforested over four million hectares of the Chaco and Chiquitania biomes, mainly for livestockand soybean. Since the current century they began to invade the Amazon of Bolivia and more recently those of Peru and Colombia, having already deforested probably around twenty thousand hectares. Given its antecedents in Mexico and Central America, as well as in Paraguay and Bolivia, there is also concern that its tactics to occupy the land, as well as many of its practices, may be largely illegal and harmful to both the environment and local population, especially indigenous people. Recent evidence from Peru and Colombia confirms these suspicions.

EITA was founded in 2009 by Mg. Ernesto Reaño in order to provide support services to the autistic community, caregivers and family members, and working towards the implementation of adjustments and supports in the various social contexts seeking accessibility for this population. EITA is pioneer in Peru working on the neurodiversity paradigm, the implementation of adequate services for each autistic person, respecting their development age, sexual orientation, gender identity,  cultural identity, etc. without any discrimination. In this sense, it is part of the constant support for the recognition of the human rights of the autistic person and the neurodiversity movement.

We are currently heading towards a change in the energy source of oil and its derivatives towards the use of wind, solar, hydrogen and hydroelectric energy, among others. However, our country continues to grant permits for the exploration and exploitation of hydrocarbons in our sea. For this reason, the purpose of this review is to provide scientific evidence to generate the best opinion criteria in the population regarding the license granted by the Ministry of Energy and Mines to the companies Perupetro and Tullow Peru Limited for the exploration and drilling of hydrocarbons. in front of the Ancash region in lots Z-67 and Z-68. The search was carried out in the Medline (PubMed), Web of Science, university repositories and the Concytec library. For all cases, the keywords have been used: oil or hydrocarbon spill. The following conclusions were reached: The few investigations regarding the impact of hydrocarbons in our Peruvian sea make it difficult to be clear about their effects on the marine environment and on its hydrobiological resources. And the increase in the transit of vessels with hydrocarbons in our sea increases the chances of oil spills in our sea, endangering our food of marine origin.

The COVID-19 crisis has wounded society in different areas, such as social, economic, but particularly, the educational field as a result, of the great economic inequality of social groups in the face of the educational process and, particularly, access to technology. The clearest effect revealed during the crisis is the weaknesses of educational policies, not only at the national level, but also at the global level. Vulnerability and social inequality became even more latent in this global crisis, with disadvantaged groups being, once again, the most affected. The purpose of this article is to examine the bleak effect of the Covid-19 pandemic, especially as it relates to humanity's coexistence. Although the appearance of ICT has transformed and connected us on a worldwide level, producing a feeling of closeness, this has only been a mirage which disguises negligence on both a governmental level as well as an educational level. The need for changes to generate an egalitarian educational system--one which doesn't economically favor some over others-- is, without doubt, a priority.

Investment decisions in public policies have been associated with a sectoral and services approach. Infrastructure and investment plans are usually linked to project portfolios in transportation, sanitation, education, health, irrigation, among others. However, the territorial approach in the preparation and management of projects has acquired greater relevance in government policies. For example, in investments in economic logistics corridor, in a drainage basin, in risk management against natural hazards, or in urban development and mobility. The fact is that decision-making is based on the analysis of a territory and all the multisectoral and socioeconomic dynamics that it implies. The investment, budget and planning systems have advanced significantly in the application of tools and methodologies. It remains to promote and advance on this path so that it can be expressed in the execution of a medium and long-term portfolio with well-identified and measured development objectives.

This article provides information on the decentralization and competitiveness of subnational governments, as well as the inefficiency in the execution of public spending by them. On the one hand, decentralization has had a positive impact on economic growth, but on the other, the lack of competitiveness has been affecting it in the long term. For this, statistical data are shown that allow a better analysis of the spending behavior of different regions and provinces, also reflecting, among other aspects, the public services provided to the population. In this sense, it is observed that there is little capacity of subnational governments to applicate their budgets. So, this article allows delving into the discussion of different proposals to make investment spending more efficient as part of public management. of subnational governments.
