It is common to hear that decentralization and regionalization have failed in Peru. However, beyond general statements such as blaming decentralization for inefficiency and corruption, there is no in-depth analysis that uncovers the true regional problems. What happens is that there are no entities, not from academy, political parties or think tanks, that have approached the subject seriously and in depth, taking into account the complexity of regionalization, the way in which public policies that compromise it or how regionalization would help to build a vision of the future. This article is an introduction to it.

This article aims to analyze the relationship between decentralization and the infrastructure gap in Peru. In particular, the conditions in which decentralization has been carried out and how these impact investment in infrastructure will be analyzed. Likewise, statistical reports show where the deficiency in infrastructure is growing up and the gaps that exist between the departments in reference to this indicador. Concluding that investment in infrastructure must be promoted with good management by the central government and regional governments, as well as proposing mechanisms that allow the prioritization of the projects established until their completion and the commitment in the allocation of the necessary resources.

In Peru, according to data from the Demographic and Family Health Survey (ENDES), between 1995 and 2007, the prevalence of chronic malnutrition (DCI) remained almost invariant at around 28%. From 2008 to 2014, the DCI indicator fell more than 14 points from the national average, with a greater reduction in children from the poorest quintiles. This fact made the fight against the DCI in Peru one of the most successful cases of social policy in the world. Behind all this, there was a set of innovations in financial and budgetary policy and management that led to the timely delivery of effective services to attack this problem. This article aims to describe these innovations, as well as the key milestones that enabled such a reduction in DCI. The relevance of addressing this problem for human development is highlighted; likewise, the magnitude of the DCI in Peru is described; management failures of the Peruvian State that hindered a successful intervention are identified; and finally, the innovations that made this success possible are described.

The relationship between the sanctioning power of the Office of the Comptroller General of the Republic (CGR) and the administrative disciplinary procedure within the framework of the Civil Service Law is analyzed. The research followed a quantitative, cross-sectional methodology, with a descriptive design and correlational level. The findings show that for 9.4% and 17.2% of the interviewees, the principle of non bis in idem is applied very poorly and poorly respectively, 60.4% is regular and 13% is efficient. It is evident that there is a strong relationship between the sanctioning power of the CGR and the administrative disciplinary procedure with a value of Chi - Pearson Square 0.000 < α = 0.05, i.e., both fulfill their purpose. However, the problem lies when a public servant is prosecuted under both regimes, generating controversy with the principles of due process and non bis in idem.

This article is based on my doctoral thesis supported in June 2022. The main objective is to demonstrate that the reduction of poverty in Peru in this century was related to financial inclusion mechanisms, recognizing that GDP growth is the main factor that reduces poverty. Two econometric models are presented, the first at the aggregate level and the second at the specific level to analyze the main problems that are the main determinants of poverty reduction. The results of the first model showed financial inclusion as a determinant of the decrease in the use of poverty, measured as an indicator that concentrates penetration, availability and banking. Likewise, the first model considers the growth of income per capita by department, among other variables. In the second model, data from the Credit and Savings Unions -UNICAS- of Ayacucho were used to quantify the decrease in poverty in the districts where this public policy of financial inclusion was applied. The results of the second model show a decrease of five percentage points of poverty in the districts where the UNICAS are implemented.

This article shows us the problems that exist between the government and the civil service, exposing the limited efforts that have been made so far. Similarly, this research describes the factors that exist in the poor hiring of public servants; also pointing out the background of the existing reforms and counter-reforms. Thus, the reseach concludes with proposals for a better efficiency in the hiring of public servants.

The purpose of this study is to estimate the level of the underlying current account and normative current account for Peru and to analyze the implications on the equilibrium real exchange rate level derived by comparing both current account approaches. Among the most important results, we find current account levels below the equilibrium level during the 1998-2001 Russian crisis, the 2008-2009 financial crisis and the 2013-2015 period. Unlike the two periods of international crisis mentioned above, the years 2013-2015 did not see a significant reduction in GDP growth or a prolonged misalignment of the real exchange rate from its fundamentals.

This article provides a brief analysis of the delay reported by private promotion processes under the Public-Private Partnerships (PPP) modality due to causes originating from the constant regulatory change, the lack of specialized technical capacity in sub-national governments and the impact of the political and social situation. The delay in the promotion processes through PPPs ultimately contributes to the fact that the infrastructure gap does not close and, on the contrary, continues to widen. Consequently, economic growth and the welfare of society continue to be unsatisfied. This article shows that beyond estimating the public infrastructure gap, it is necessary to accelerate its closure using the tools that are already available and correct those that have worked and are not doing so today.
