This paper aims to explore and analyze the set of theoretical and formal decisions that Alan Pauls takes to address the problem of the 70 Argentines in his political trilogy: Historia del llanto, Historia del pelo and Historia del dinero. My hypothesis, which arises from the question of the importance of addressing this issue in a context marked by different memorialist narrative policies, is that Pauls' stories make up an anachronistic way of approaching the recent past. An anti-memorialist and anti-denuncialist way that shows the strength of the absent generation. What is involved, with this, is remembering with literature.

The aim of this paper is to analyze La luz argentina (1983), by César Aira, based on the verification that it constitutes the first urban-themed piece in the writer’s work. Our hypothesis is that the prolific series that makes up the urban cycle in Aira’s work, identified almost exclusively with the Flores cycle, is actually inaugurated with this novel. Although La luz argentina tells a story of interiors in which the city appears mostly indirectly, the characters’ refuge of intimacy does not constitute a hermetic and impermeable space but, on the contrary, is haunted by the outside. Thus, the city imposes its ghostly presence even in domestic life and not only through the nocturnal excursions of the characters.

The cognitive tendency of a literature that favors an assembly of knowledge for the purposes of accrediting the fictional novum of anticipation is verifiable in a recent novel by the Argentinian author, Marcelo Cohen. The following analysis will attend to the loans between a materialist semiology and the theory of ideological communication that supports the treatment of the controversial interaction raised within the community of dissident individuals that the novel Algo más portrays.

This article aims to present an analysis of the essays written by Reinaldo Arenas in a cultural magazine called Mariel Revista de Literatura y Arte (1983 - 1985), of which he was one of the directors, with the Cuban writers Juan Abreu and Reinaldo García Ramos. The emphasis is on the texts published in a section of the magazine entitled "Confluencias", in which a set of texts on the Cuban literary canon was published. The objective is to analyze the writing strategies, the intertextual relationships, and the areas of confluence, thus outlining his politics of writing in the magazine. In this sense, we propose the idea of "deviation" to understand an important strategy and outline of his writing in the magazine and, in general, of an important area (and less studied) of his work: the literary criticism.

La exitosa candidatura electoral de Donald Trump en 2016 fue una sorpresa tanto para el público como para los grupos expertos. Poco después de la inesperada elección, la sabiduría popular se decidió por una explicación: que la victoria de Trump estaba vinculada a los estadounidenses que se sentían rezagados por la globalización. La sabiduría popular proporcionó respuestas rápidas y directas, lo que la hicieron ganar tracción tanto en la prensa como en las redes sociales y la bibliografía especializada. Sin embargo, estas respuestas eran incompletas. El principal de los elementos que faltaban en la explicación improvisada era la radicalización del partido republicano. Para comprender cómo la transformación del Partido Republicano resultó en la elección del presidente Trump y su política exterior, este artículo analizará el caso a través de lentes constructivistas. Según esta perspectiva, la identidad juega un papel crucial tanto en la política nacional como en la internacional. Al proporcionar un análisis de la identidad estadounidense y especialmente de la identidad del Partido Republicano, el constructivismo proporciona un conocimiento útil en la interpretación tanto de la elección de Trump como de la política exterior de su administración. Se argumenta que lo que realmente explica la victoria de Trump en el colegio electoral en el proceso electoral de noviembre de 2016 (perdió el voto popular por alrededor de tres millones de votos) son factores relacionados con las ideas y con la identidad, no con su personalidad o con los argumentos relacionados con la globalización en los que se centra la sabiduría convencional.

Este trabajo establece algunas implicaciones para la estabilidad del sistema financiero internacional de los movimientos de capital en el contexto de la utilización de criptomonedas como moneda de curso legal y como activo de inversión observando líneas puntuales para el caso centroamericano. Trabaja en primera instancia con entes globales del sistema financiero internacional, bancos centrales de varios continentes y de Centroamérica. Evidencia el discurso y las prácticas desde una perspectiva cualitativa utilizando la técnica de análisis de discurso que combina con análisis estadísticos descriptivos sobre la cantidad de dueños de criptomonedas en los países. Concluye que existe de una relación entre la crisis financiera de 2008 y un movimiento de los sectores técnicos e informáticos en la línea de generar un proceso de reconceptualización y reposicionamiento como consumidores financieros ante el sistema financiero internacional y nacional. Visualiza tres posibles escenarios de resolución de la tensión entre los sectores instrumentales de criptomonedas privadas y la banca internacional. Determina que en Centroamérica no existen las condiciones operativas y técnicas para la generación de políticas de Banco Central en relación con la incorporación de estos en las monedas digitales. 

El presente artículo abordó el proceso de adecuación ideacional entre las arenas internacional y doméstica en materia de cambio climático en Brasil, a partir del estudio de la internalización y localización de mecanismos de mercado por parte del sector privado brasileño. Las preguntas que guiaron este artículo han sido las siguientes, ¿en qué condiciones se produjo la internalización de los mecanismos de flexibilización del Protocolo de Kioto en el contexto doméstico brasileño? ¿De qué manera esta internalización incidió sobre las identidades y los intereses del sector empresarial en Brasil y contribuyó a fortalecer una arena de gobernanza doméstica del cambio climático? Para alcanzar este objetivo, se recurrió al rastreo de procesos como principal herramienta metodológica desde un abordaje constructivista de las Relaciones Internacionales, para comprender las dinámicas de interacción entre lo global y lo nacional desde la perspectiva de actores no estatales.

Which is the relationship between defense policy and foreign policy? How does defense policy influence foreign policy? The investigation is based on both questions. After a review of Argentinian literature analyzing the link between these policies, the article presents a new way of approaching the relationship between national defense and foreign policy based on the geopolitical concept of “axial point”. In this sense, the research suggests that, unlike traditional interpretations that place national defense as a secondary and complementary sphere to foreign policy, it is possible to argue that the former has a strong impact and influence on the latter. To empirically illustrate this new way of seeing the relationship between both policies, the article analyzes –using qualitative methodology linked to a single case study and based on the analysis of official documents and literature from that period– the bilateral relationship between Argentina and Chile, taking as central point of the analysis the Beagle Channel Conflict and considering the channel as an axial point. The paper concludes by showing how the case study illustrates the way in which defense policy impacts and influences foreign policy.   

Nowadays the role of South-South cooperation has acquired particular connotations. These particularities are part of an eroded international scenario defined by North-South flows of asymmetric traditional cooperation. All this happens in a context characterized by proliferation of institutions connecting partners within the global South and also due to the creation of regional development funds worldwide. Because of the crisis of the multilateralism and the weakening of the traditional channels and practices of international cooperation, several international organizations and experts acknowledge the need for including all possible efforts to overcome the recession deepened by the pandemic. Thus, the South-South cooperation role is highlighted as part of these efforts. Therefore, the objective of this article is to analyze the financial dimension of South-South cooperation to determine to what extent it can be considered as a key tool in the projection of assertive actions within the pandemic context and from the global South perspective. It is argued that, although this cooperation should not monopolize all the responses coming from the South, it entails a possibility in a process of diversification of cooperation alternatives aiming to position itself in the international scenario.
