In Argentina, the waste management policies tend to be constructed on a homogeneous image of the waste pickers. This article explores, from an own empirically based study, and considering various secondary sources, characteristics of different types of waste pickers, questioning this view that homogenizes them.  We argue that to achieve conditions of social and labor inclusion in this sector, policies must address the heterogeneity of the sector, its expectations, its work modalities and relationships. 

What factors determine citizen’s evaluation of municipal transparency? The study, based on data from the 2020 National Transparency Survey prepared by the Chilean Transparency Council, evaluates two hypotheses on the determinants of citizen satisfaction with transparency and access to public information at the local level: greater trust in the public sector and a leftist ideology positively shape citizen perception of local transparency. From a logistic regression analysis we find evidence that indicates that trust in public agencies does affect citizen evaluation by increasing the probability of being satisfied with the information received; the influence of ideological orientation is dismissed.

this article analyzes the importance that Salvadoran local governments identify in alliances and associativity processes as a mechanism for the fulfillment of the 2030 Agenda for Sustainable Development in relation to four variables: a) the municipal planning, b) associations and decentralized entities, c) agreements with the private sector and c) the collaboration with state institutions. The study makes a statistical association analysis of Salvadoran municipalities (n = 257) and allows extrapolating specific results in order to characterize existing conditions in the territories that reveal potentialities and challenges in the management of territorial development processes. Based on its development, the study proposes improvements in technical and administrative management within Salvadoran municipalities to strengthen existing alliances between public and private actors as complementary efforts in the generation of synergies and the promotion of shared results. 

The article analyzes the relationship between the population and the positive cases of coronavirus in the population aged 60 years and over to develop a priority vaccination strategy in the municipalities and mayors of the Metropolitan Area of the Valley of Mexico, 2021. Fiscal federalism is used to discuss the decentralization of competencies in government orders. The metropolitan scale is studied where the hegemony of the federal government over services is presented, in this case in relation to the distribution of the Covid-19 vaccine. The methodology considers the positive cases in the population over 60, the quantile technique is used as a basis for the analysis of spatial correlation, concluding that the vaccination process had to have been different. 

The following work exhaustively analyzes the way to manage the different elements and variables that make up and influence the innovation strategy of the municipalities of Puente Alto, Peñalolén y Renca. Therefore, a detailed analysis of the operational and functional structure of innovation in each of them is proposed. Since then, we can establish common and different elements that help to compare each of the three proposed models for local innovation. Finally, and as a product of the mentioned analysis, proposals for improvement and good practices are developed to install an innovation management model in the municipal context, establishing the basic conditions that must exist for its proper implementation

The article analyzes the relationship between the type of political leadership of local authorities and the implementation of citizen participation mechanisms. To do this, a qualitative study is carried out in three cities in Chile, observing their implementation before and after the social outbreak of 2019. The results indicate that leaderships with participatory visions of local democracy are decisive for their impact on decision-making. mechanisms, while leaderships with more representative visions support formal compliance, without this influencing greater citizen involvement. In turn, at times of high social mobilization, the participatory leaderships had greater and better tools to face the outbreak and generate social dialogue.

This article examines the empirical links between party alternation and financial efficiency in the last five municipal elections in Hidalgo (2005-2020). Methodologically, a logistic regression model was estimated with panel data –fixed effects- that calculate the probability of party alternation. The independent variables used are the municipal efficiency of the outgoing government, electoral participation, the competitiveness of past elections and the improvement in coverage of public services. The findings suggest the presence of a possible negative causal association between alternation and performance (the social investment-current expenditure relationship in the year prior to the election). The results also indicate that the electoral participation continues to be important referent for the arrival of a new party to the exercise of municipal administration.

The COVID-19 pandemic prompted several digitization processes of the Participatory Budgeting that were previously carried out in person at the municipal level. In Argentina, the cases of Escobar, San Lorenzo and Vicente López stand out. The general hypothesis of this article maintains that the digitalization of the Argentine PPs constituted rather an adaptation than a paradigm shift in participation, that is: the model of community and territorial participation remained predominant and it was tried to be sustained by digital means. To collect the information, the research resorted to documentary analysis (of the material created by the municipalities themselves for dissemination, their regulations, platforms, and projects) and to conducting in-depth interviews in the three municipalities with the responsible teams.

Con el auge de las nuevas tecnologías, el crecimiento del tratamiento de datos en masa y la digitalización de las hemerotecas ha comenzado a preocupar, de sobremanera, la información individual de las personas que aún permanece disponible en los medios digitales. No es extraño ver a las personas constantemente preocupadas por la información personal suya que aparece en internet, y es que cada día nuestra imagen en línea nos preocupa más. De esta manera, personas que consideraron afectada su reputación y honor por información personal alojada en internet y ligada a su nombre y apellido, por cuestiones que sucedieron en el pasado o por las que fueron investigadas, sometieron, ante autoridades europeas, sus correspondientes reclamos. Las autoridades decidieron, a través de importantes resoluciones y sentencias que se exponen en el presente trabajo, y que principalmente versan sobre la prevalencia del derecho a la protección de datos del interesado, del derecho a la libertad de expresión o el derecho a la libertad de información que tienen los usuarios. Se busca a través de estas líneas lograr que el público lector conozca la línea jurisprudencial que tienen los tribunales europeos sobre la prevalencia de estos derechos.

El presente artículo de reflexión tiene por objetivo mostrar el reconocimiento del contexto como escenario de aprendizaje a partir de experiencias educativas llevadas adelante en diferentes contextos y con disímiles destinatarios. Concretamente, expondré la experiencia colombiana de etnoeducación para luego examinar analogías y diferencias para que puedan encontrarse con otra experiencia educativa: la escuela agrotécnica El Huaco (Andalgalá, Catamarca), también dependiente del Ministerio de Educación. Reconociendo que los proyectos de etnoeducación buscan visibilizar saberes que han sido negados y desarticular una cierta jerarquía de saberes, y más allá de la especificidad de cada propuesta y reconociendo que no están libres de tensiones, ambas se configuran como espacios de encuentro y escenarios de aprendizaje que buscan reaprender el sentido de conocer y valorar el trabajo de y con la tierra; en el caso de la escuela agrotécnica, en un contexto cada más urbanizado. En suma, atraviesa esta necesidad de conocimiento la persistencia de la colonialidad y la retórica de la modernidad en nuestros días.
