The objective of this research was to determine whether levels of efficiency have been achieved in project management by community councils in the Maracaibo Municipality under current regulations for the period 2006 - 2009, specifically, the parishes Cristo de Aranza, Cecilio Acosta and Juana de Avila. The research was based on authors such as Dávila (2008), Garcia Guadilla (2008), Briones (2006), Domingo Ajenjo (2000), Urdaneta (2002, 2009, 2010), Cartay (2010) and Palacios (1998), among others. Qualitative research was used, specifically the case study as a strategy for organizing data, using methodological tools of observation, mixed semi-structured interviews and literature review; however, the study had traits of quantitative research, since it was possible to measure management indicators for the projects in response to the questions raised.. In most cases, management is qualified as effective due to achieving the objective proposed in the implemented projects; however, because these goals were achieved using more resources and execution time, management was inefficient, mainly due to: a) delays in allocating resources, which occasioned higher costs due to inflation, and b) errors in the estimates, due to lack of knowledge about planning and control tools on the part of the spokespersons.

The purpose of this paper is to disseminate the results of research aimed at identifying the types of strategies used by teachers to promote learning in biology. Supporting theories were the contributions of Diaz and Hernandez (2007) and Ausubel et al (1991), among others. Research was conducted in the School of Education, Biology Department at the University of Zulia; it was a descriptive, non-experimental, transversal study with a field design. The population consisted of 1050 students, while the sample had 91 students stratified by semesters; the teachers’ segment had a census population of 16 teachers. Data was collected using a survey; the instrument was a questionnaire with 12 items, validated by experts in the area, with a reliability of 0.93 determined by Cronbach’s Alpha method. For data analysis, descriptive statistics through arithmetic means were used. Conclusions were that there is a low presence of strategies for promoting meaningful learning. It is recommended that the professor consider the educational process as a human and social fact managed by the teacher, who should plan and develop innovative, creative activities, leaving aside the traditional classroom posture in order to achieve the meaningful learning expected in the area of biology.

This study was aimed at describing the technical competencies of university teachers in terms of research. The study is classified as descriptive, with a nonexperimental, transversal field design. Research was supported theoretically by the contributions of Tobón (2007), Maldonado (2002) and Benavides (2002), among others. The total population consisted of 224 teachers at the L.U.Z. East Lake Coast Nucleus; a sample of 86 teachers was used. Data was collected using a Lickert scale type instrument, which was submitted to content validation using expert opinion; internal consistency was checked through the ítem-total correlation. Reliability was determined using the Alpha Cronbach method, resulting in a rtt of 0.9518 for the instrument that measures the variable technical competencies. Data were analyzed with descriptive statistics. It was concluded that in the knowledge dimension, teachers manifest the need to reinforce updating, have weaknesses in terms of experience in the area and in the dissemination and coordination of projects. As for skills, these are high for research proposals but weak in statistical aspects and constructing measuring instruments.

This research aims to highlight the need in economic life to incorporate in all types of companies, whether large or small and medium enterprises, public or private, systems of ethical social and environmental management that promote a climate of confidence as well as associativity to serve as a framework for developing social capital in the community where they function. The methodology used was descriptive and documentary. The theories of Argandoña (2003), Guillen (2008), and Debeljuh (2009) were consulted with regard to ethical management, as were those of Kliksberg (2003), Putnam (1994) and Fukuyama (1999) concerning social capital. Conclusions showed the need to design and establish ethical management systems to contribute to the development of business ethics that foment social capital, as a key element for economic, social, human and environmental development.

In the social sciences, the positivist paradigm crisis is the result of its experimental insufficiency in accounting for transformation of the experience of thought in its interpretation of the natural and historical reality of existence. In modernity, it was not possible to consolidate a universalist paradigm that was only aware of objectified spaces of reality through reductionist rational models, as Morin, Najmanovich, Sotolongo-Codima Boaventura de Sousa and Reynoso indicate in their theoretical-methodological postulates, when they affirm that the experience of thinking rationally is much more complex and transdisciplinary, since it considers reality as an on-going process of structures that re-create themselves poietically without subjection to predetermined causalities. This explains, from the perspective of a critical episteme, why the material contingencies of rational experience and the forms of interchange between systems of diverse natures, attribute to the phenomenon of thought a multiple and transversal rationality based on which the world of objects is de-substantivized and cognitive subjectivity of the subject appears. Complex thought is oriented toward this unexpected realm of the processes of transrational episteme as a moment for overcoming positivism.
