Resumen
One of the greatest shortcomings in Foreign Policy Analysis is the paucity of studies on policyoutput. Moreover, there is an understanding in Brazil that foreign policy, despite a publicpolicy, would preserve some characteristics of State policy. This notion has no heuristicbenefits, as it does not represent the political dynamics and hampers the production of anevidence-based foreign policy. This paper, via literature reviews, contributes to the field ontwo fronts: by presenting a concept of public policy that fully encompasses foreign policy,and by discussing the main models and the validity of evaluation as a research approach.

Resumen
Rafael Correa — former president of Ecuador (2007-2017) — was one of the Latin Americanleaders who claimed the legacy of Simón Bolívar. Thus, the question is: to what extentdid Rafael Correa make use of Simón Bolívar’s legacy to govern Ecuador? The generalobjective is to verify the existence of Simón Bolívar’s legacy in Rafael Correa’s governmentsin Ecuador’s political and economic spheres. This is a study with a qualitative approach,based on documentary and bibliographical research. The results of this study indicate thatCorrea has appropriated the legacy of Bolivar to stay in power.

Resumen
This article aims to offer an alternative to interpretations that identify a conflicting relationshipbetween Latin American decolonial studies and Southeast Asian post-colonial studies. Tothis end, it will mobilize a dialogue between the thoughts of Walter Mignolo and HomiBhabha as representatives of each group, aiming to point out the potentials of a readingfocused on the complementarity of their works. Thus, this work will approach the conceptsof “border thinking” and “hybridity” as guiding threads in order to explore the projectsof both intellectuals with a view to identifying the reasons for their contrasts, as well aspossible connections between them.

Resumen
Nesse artigo, propomos discutir as causas do mercado ilegal de ópio no Afeganistão por umaperspectiva complementar às atualmente existentes, centrando-se na política internacionaldo sistema de controle de drogas estabelecido pela ONU. Com uma análise histórica equalitativa, interpretamos as convenções internacionais da ONU que organizaram a produçãolegal de ópio no mundo à luz de relevantes acontecimentos históricos. Concluímos que ocontrole internacional das drogas, ao responder a interesses políticos e econômicos dosprincipais atores do mercado legal de opioides, contribuiu para o Afeganistão tornar-se omaior produtor ilegal desta droga no mundo.

Resumen
The current article presents a reflection about teaching History of International Relationsto undergraduate courses of International Relations in Brazil through the analysis ofTeaching Learning Plans collected between 2015 and 2018. In examining these Plans’contents, particularly their themes, bibliography and professors’ profiles, we hope to offera contribution to the improvement of teaching in higher education, to the developmentof new research agendas in the area, and to the relativization of ethnocentrism or genderbias, for instance, in didactic-pedagogical planning.

Resumen
The State has been studied from many theoretical approaches, although it is not possibleto capture all the complexities involved in its formation. In the case of Mozambique, thegovernment that proclaimed independence inherited a complex political, economic and socialsituation on June 25, 1975. The article aims to analyze the state-building in Mozambiquein historical perspective, considering the international dimension of the phenomena,particularly from the period of post-independence, civil war and the political transitions.The article draws on the Mozambican foreign policy and the role of international actorsin the country to grasp the international dimension.

Resumen
Este artigo analisa a atuação dos BRICS em relação ao conflito entre Rússia e Ucrâniainiciado em 2022. A pergunta que guia este estudo é: como e — por que — estes paísestêm se posicionado em relação ao conflito? Para responder à questão proposta, foramanalisados os posicionamentos destes países em relação ao conflito na Ucrânia em diferentesOrganizações Internacionais à luz de seus interesses geopolíticos e econômicos. Concluiseque estes países adotam uma postura de neutralidade pró-russa em diferentes espaçosinstitucionais — embora de forma não homogênea — em função de interesses diversos,de modo que Moscou não se encontra isolada internacionalmente.

Resumen
The article discusses the probable risks to democracies in the process of formulating andexpressing political preferences in contemporary times, in particular, the impact that themedia has on social and political relations. From a case study that follows the temporalcut of the electoral process of the United States of 2016, the research is structured in sevensections, the first two discuss conceptual issues of civic conscience, the third the role ofthe media and the others deal with the case study.

Resumen
The phenomenon addressed is the use of force in the case of Libya. Our aim is to analyzecausal conditions that influenced the participation of NATO powers in the intervention.By using the Qualitative Comparative Analysis (QCA) method, we are able to comparethe causal conditions of France, the United Kingdom, and the United States’ use of forceversus Germany’s deviant decision to abstain from the Libyan intervention. We observedthat it seems that diplomatic and status conditions are more important for the occurrenceof use of force, notwithstanding limitations in the findings.

Resumen
Between late 2010 and early 2011 a wave of protests hit the MiddleEast region. This work seeks to know what impact they had in Oman. The guiding hypothesis maintains that the protests that began in 2011 opened thedoor to a political change that, however, did not imply a deep political liberalization, muchless a democratic transition, but merely cosmetic reforms that did not attack the nature ofthe political regime there. In methodological terms, a qualitative approach is used, basedon the collection and analysis of data from primary and secondary sources.
