Resumen
The article discusses the rise of China and its effects on theinternational order, particularly the role played by the ChineseCommunist Party, which was able to reorganize and to discipline the political forces of the nation of more than one billion inhabitants. The article also discusseshow the millenary Confucian tradition, paradoxically, came to dominate the CCP. From ahistorical approach, the article raises the question about the need to understand how theChinese State could behave in the context of the ongoing geopolitical transformations withoutthe democratic elements typical of the societies that have commanded the international order

Resumen
As consequências estruturais do racismo, decisivas nas intervenções dos Estados Unidospara promover a democracia na América Latina, permanecem inexploradas. O artigoafirma que a desumanização racial e suas consequências epistêmicas e políticas colocamos Estados Unidos, em relação à América Latina, como um super-soberano que pode, aqualquer momento, apontar um governo latinoamericano como antidemocrático / nãorepresentativo de seu povo / não legitimamente soberano e tentar retirá-lo do poder, emuma lógica estrutural-hierárquica, ao invés de anárquica. Essa linha de pensamento resultada expansão dos conceitos decoloniais, que o artigo também coloca em diálogo com fontesque sustentam o presente argumento para além da lógica decolonial.

Resumen
This article explores how the Joint Brazil-United States Economic Development Commission (JBUSEDC) (1951-1953) mirrored the conceptions of Harry Truman’s Point Four program(1945-1953). Based on Brazilian and American archives, this study demonstrates that, reflecting Point Four’s premises, the JBUSEDC coordinated the multiple activities of this program in Brazil, postulated that private investments should have a primary role on promoting development, and reflected US concerns on Cold War international security issues. Indeed, the US made efforts to align JBUSEDC’s development projects with their need to grant access to Brazilian strategic materials.

Resumen
The article analyzes the involvement of non-governmental human rights organizationsin response to contemporary episodes of revolt. Events that explain the war that takesplace in the regular exercise of politics, and that resize the dynamics of the humanitariandispositif. Through genealogical analysis, the article seeks to map how actions of NGOsdedicated to human rights are also part of controls aimed at the security containment ofrevolts that are characterized by counterpositions to neoliberal rationality. The research isguided by the hypothesis that such engagement articulates control dispositif based on theencouragement of resilience.

Resumen
Brazil and Paraguay started a “strategic partnership” with positive effects in several sectors; This article aims to examine the evolution of this partnership, presenting an overview ofBrazilian-Paraguayan relations between 2011 and 2018, with the objective of analyzing its inflections and continuities. We work with the hypothesis that there was a change in the partnership bias, with an increase in economic-commercial and securitization themes. This was due to factors such as the change in the profile of political leadership, going through the political crisis in both countries. The method used was process tracing, based on selected sources

Resumen
The last decades witnessed the rise of new intermediate powers, such as regional powers,in the international system. Preference for multilateral arenas and a search for primacywithin them are characteristics associated with these states. Therefore, it is worthwhile toinvestigate if leadership in these institutions followed the redistribution of world power.This article aims to answer this question through datasets from the IO-BIO Project and theWorld Power Index, along with descriptive statistics. Results show that, while the earlypost-Cold War was marked by the low performance of intermediate powers, the post-2008financial crisis witnessed an increase in their participation.

China plays a central role in the international investment regime as a investor and host country for foreign direct investment. It is also the first country with the largest number of bilateral investment treaties. In this paper, we analyze China’s treaties with Latin American and Caribbean countries and the main features of their trade, financial and investment relations. We seek to question to what extent China can become an alternative partner for the economies of the region and whether it contributes to promoting innovations in the current BIT model

Este artigo identifica alguns dos fatores de longo, médio e curto prazo do Brexit, apresentandoos resultados de um trabalho de campo realizado em Londres em abril de 2019. Esta pesquisateve como objetivo monitorar localmente a reação da população durante o impasse doprocesso Brexit, visto que o prazo original de saída do Reino Unido era no mês anterior.A observação in loco das manifestações de rua e a análise das manchetes dos jornaisbritânicos fornecem o contexto em que o trabalho de campo foi conduzido. As entrevistasrealizadas com especialistas e políticos levam a conclusões sobre as percepções britânicasem relação ao Brexit, as quais são confrontadas com a revisão da literatura

Resumen
Latin America is often referred to as a particularly successful case in refugee protection where, through the 1984 Cartagena Declaration, States have established a tradition of openness, solidarity, and humanitarism. Nevertheless, in practice, the instrument has been unevenly implemented in the region. This has posed consequences to the protection of displaced Venezuelans, who are now the second largest displaced population in the world and often live with precarious statuses. Applying process tracing as a methodology, this paper analyses the case of Brazil, one of the few countries granting asylum to this population, and identifies the drivers which influenced its response.

Resumen
O controle de infraestrutura é considerado um recurso crítico para a projeção de poder dasnações. Nesse sentido, uma das infraestruturas mais importantes no ambiente virtual daInternet, ou ciberespaço, são os cabos submarinos. No entanto, a literatura aponta dificuldadesem mensurar objetivamente as capacidades que cada ator possui nesse ecossistema. Assim,utilizamos a Social Network Analysis para avaliar o grau de importância dos atores da Europa,dos BRICs e dos Estados Unidos quanto ao potencial de acesso aos fluxos de informaçãodos backbones submarinos da Internet. Os resultados sugerem que os Estados Unidos têmo poder de hegemonia, mas estão perdendo posições relativas para China e Europa.
