Resumen
This article presents an analysis of the state program Fiscal Stimulus for Artistic Creation (EFCA), implemented in Nuevo León since 2010. This program involves actors from the public, social and private sectors, in a formula that allows tax deductibility on the ISN of participating companies. Twelve years after its implementation, we seek to know what has been its impact on artistic creation and the professional development of local artists. Data collection was through in-depth interviews with key actors and analysis of administrative documents. The analysis and findings are presented following a methodology typical of the sciences of public policy analysis. The main contribution of the article lies in the identification of failures and successes in the implementation and design of the EFCA. In addition, the analysis allowed us to derive eight policy recommendations, with the purpose of improving the impact of the EFCA.

Resumen
Mobility in theater presents economic, political and social challenges that constitute relevant factors for this activity to take place. In Mexico and Latin America there is a lack of extensive research that allows understanding this central cycle of the artistic field from different approaches. Although some international organizations have investigated mobility, they only describe existing institutional processes, which in some cases are not very viable.
In order to visualize the different categories that allow the theatrical agents to reflect on the challenges and problems to be faced, a series of exploratory interviews have been carried out to collect different voices, characterized by the fact that they are active representatives of the theater in the country, such as officials, creators and producers. Given their experience, they offer a broad vision of the main problems related to mobility, as well as the solutions they have had to face in practice and the dialogue generated with the institutions in charge of cultural financing.

Resumen
Thanks to the hands of the weavers, textile art is attributed a historical cultural and identity value, because it is through fabrics, colors and symbols that they communicate their vision of the world, the value of their territory and the significance of their clothing. This scientific and technological research article focuses its relevance on identifying the main functions that define the process of creating the artisan textile of the community of Tlaquilpa, Veracruz; and its relationship between the natural, social and symbolic elements; in order to transmit this knowledge to the next generations.
The results obtained from an instrument ethnographic whose method of data collection was observation and in-depth interview, principal axes of a qualitative research, constitute an approach to the identification of the major elements that give origin and meaning of this beautiful cultural event considered intangible cultural heritage of Mexico.

Resumen
Introduction: the onset of substance use in adolescence could generate negative consequences in the future; for this reason it is recommended to have internationally standardized surveillance systems in adolescents, especially the most vulnerable without easy access to health or protection services such as those in a semi-rural context.
Objective: to adapt and validate the ASSIST (Detection of Alcohol, Tobacco and Substance Consumption) screening test and to determine the prevalence of consumption in a sample of Mexican adolescents from a semi-rural community.
Method: cross-sectional study in two public schools of the municipality of Malinalco, Mexico, the adapted version of ASSIST was applied with 8 reagents that identifies 10 substances and the need for brief psychotherapy, to adolescents from 11 to 19 years.
Results: 229 students participated, 61% women, 19.3% secondary, 76.8% high school and 3.9% out of school. The test had adequate reliability (Cronbach’s Alpha = .84) and a correctly adjusted factorial structure [X2(7) = 3.18, p = .86, CFI = 1, RMSEA = 0]. The prevalence of consumption were Tobacco 27%, Alcohol 50%, Cannabis 13%, Cocaine 8%, Stimulants 6%, Inhalants 2%, Tranquilizers 3%, Hallucinogens 4%, Opiates 2% and Others 2%; of these 30% were in high school and 17% required brief psychotherapy.
Discussion and conclusions: the version adapted with culturally relevant content is reliable and valid, with a structure that coincides with the original, can be used in research, diagnosis and intervention to generate information that helps plan strategies to improve the health of the adolescent population.

Resumen
Introduction: in Mexico, amphetamine use is a public health problem.
Objective: to describe the profile of consumers of amphetamines.
Method: it was retrospective and cross-sectional study. The medical records of those admitted to the state Cúspide substance abuse treatment center, during the period 2016-2018, were reviewed.
Results: 112 patients (89 men, 23 women) were analyzed. The profile included a patient with high school (40.2%), coming from an unstructured (67.9%) and dysfunctional family (93.8%) with poor parental affective relationship, alcoholism in the family nucleus (55.3%), early onset of sexual activity, alcohol and tobacco consumption; impulsive personality, suicide attempts (35.7%), and injuries to third parties and theft (73.2%).
Discussion and conclusions: amphetamine use and rising prevalence behavior are a reality; the problem goes beyond the field of health and becomes a social problem that potentially involves the entire population to a greater or lesser extent. Knowing the epidemiological profile of the amphetamine consumer is a reference for implementing health policies and establishing preventive and therapeutic measures in order to solve the problem.

Resumen
Introduction: methamphetamine dependence has been linked to a series of neuropsychological alterations.
Objective: the present work had the purpose of exploring the viso-constructive ability and visual memory in young men with methamphetamine dependence disorder.
Method: convenience sample of fifteen people. All the participants were interned in a detoxification clinic; after an interview, the Complex Rey Figure (CRF), was applied from in its execution to the copy and to the memory.
Results: the viso-construction to the copy was found to be preserved (although three participants showed poor execution). On the other hand, visual memory deficiencies were observed in 14 of the 15 participants. Comparisons with normative parameters place the mean obtained by methamphetamine-dependent youths in reproduction to memory of the clinically significant CRF. The effect size (d) was calculated finding a medium effect on copying and a small effect on memory. In addition, in a qualitative analysis, it was observed that the majority of the participants made reproductions considered immature or less rational with respect to what was expected based on age.
Discussion and conclusions: young methamphetamine dependent have a risk of deficits in episodic memory and executive alterations, specifically in organization and planning, functions suggested to be study afterwards.

Resumen
Introduction: the COVID-19 pandemic has increased exposure to stressors, which can lead to an increase in drug use as a coping mechanism. Due to the confinement, social networks represent an important means for dissemination of clear, reliable information on ways to prevent drug abuse, and the consequences of said abuse in the general population and among those most vulnerable to acquiring the virus and developing the most serious symptomatology of COVID-19.
Objective: to disseminate scientific evidence-based information on alcohol, tobacco and drug use in the context of the COVID-19 contingency in Mexico.
Method: we developed messages accompanied by images through the analysis of information on drug use and COVID-19 from a government institution. The messages were disseminated on two social networks to promote healthy behaviors, to increase the knowledge about risks associated to COVID-19 and drug use, and to encourage reflection.
Results: the messages reached a total of 851,622 people and had up to 35,819 interactions on Facebook and Twitter.
Discussion and conclusions: knowing the interactions in social networks allows to strategically incorporate specific information for different populations at risk. Having information from an institutional social network is a tool to prevent the dissemination of false or inaccurate information.

Resumen
Introduction: alcohol consumption in adolescents is considered a worldwide problem that has increased in recent years. This consumption may be associated to different factors, among them the consumption by their parents at home, mainly caused because of the COVID-19 pandemic.
Objective: to know the prevalence of alcohol consumption in adolescents and the relationship that parental alcohol consumption has on the consumption of adolescents.
Method: descriptive-correlational design. The sample was obtained online and consisted of 119 high school adolescents with an X̄ = 15.64 (SD = .89) years.
Results: 62.2% of adolescents have consumed alcohol at some point in their life, 47.1% in the last year, 30.3% in the last month, 11.8% have consumed it within the last week and 20.2% have presented excessive consumption (binge drinking). The model for consumption at some time in their life was significant (χ2 = 30.24, p < .001), where the variables significantly associated (p < .05) with the risk of alcohol consumption were age, sex and binge drinking by parents, which explains a variance of 22.4%. Consumption patterns during the pandemic were not significant.
Discussion and conclusions: adolescents present high prevalence of alcohol consumption. Age, sex, and excessive alcohol consumption by parents are associated with higher risk of alcohol consumption in adolescents, however, no evidence was found regarding the relationship between parental alcohol consumption and alcohol consumption of adolescents during the pandemic.

Depressive symptoms, dissocial behavior, consumption of alcohol and marijuana in university students

Resumen
Introduction: one of the main problems facing society is drug use. The use of alcohol and marijuana in young people can be influenced by various risk factors such as depressive symptoms and dissocial behavior.
Objective: to determine the relationship between depressive symptoms and dissocial behavior with the consumption of alcohol and marijuana in university students.
Method: descriptive correlational and cross-sectional study. Population made up of 514 students between 18 and 25 years of age, a stratified random sampling was carried out for a sample of 137 participants.
Results: depressive symptoms were related to the number of marijuana cigarettes consumed (rs = .422, p = .006). Dissocial behavior was related to the age of initiation of marijuana use (rs = -.496, p = .001) and the number of marijuana cigarettes consumed (rs = .630, p = .001).
Conclusions: depressive symptoms and dissocial behavior are related to the consumption of marijuana in university students.
