Care is a human necessity that should be met by the family but, predominantly, by society, represented by the State. Within its legislative scope, the State must recognize care as a right for all individuals and implement the necessary policies and actions to make it a reality. It requires respect both for those who receive it and for those who provide it. Care work holds importance and value within the family sphere, but it is even more significant at the societal level due to its effects on a country’s economy, which can be either positive or negative depending on the extent to which the State assumes its responsibility to respect and uphold this activity. Aware of this, the international community has recognized care as a human right in various instruments and has also acknowledged the rights of those who provide it. The Mexican State has done so as well, although, in our opinion, not explicitly, in a coordinated manner, or with the necessary emphasis.

Classical economic law responded to linear economic activities, classified as wasteful, and which, due to environmental impacts, is changing to circular production models that, based on the paradigm of finite natural resources, especially the renewables, promote extending the life of products in order to achieve the circularity known as Cradle to Cradle and zero waste. Circular economic law records this fundamental change.

This study analyzes the perception of lawyers in the Ica region, Peru, regarding the feasibility of a law regulating sex work, with a focus on gender differences. Through surveys conducted with 110 criminal lawyers (55 men and 55 women), the level of consensus on implementing a legal framework to guarantee the labor rights of sex workers was evaluated. The results show a predominantly favorable perception, regardless of gender, toward regulating sex work. The Student’s t-test, with a 95 % confidence level, revealed that both male and female lawyers recognize the need for a legal framework to protect these workers, ensuring safer working conditions and reducing their vulnerability to exploitation. The study contextualizes these findings within the Peruvian legal framework, highlighting the absence of specific regulations on sex work and the lack of access to labor rights and social protection. At the international level, successful regulatory models, such as New Zealand’s, are reviewed, demonstrating improvements in the safety and well-being of sex workers following their implementation. From a gender perspective, previous research suggests that female lawyers tend to show greater empathy toward protecting sex workers due to their awareness of gender issues and social inequality.

This report presents research aimed at analyzing how distributed leadership manifests in two community telebachilleratos located in disadvantaged educational contexts in Aguascalientes, Mexico. It also evaluates how these institutions contribute to promoting social justice. Through a qualitative exploratory study, the characteristics and practices of administrative leadership are analyzed, highlighting the importance of involving various educational stakeholders, such as teachers, parents, and students in decision-making processes. The findings reveal that distributed leadership practices foster an interdependent support network where collaboration and participation of all individuals are valued. However, the research also indicates that the commitment and preparation of school administrators can be affected by their socioeconomic context and adverse working conditions.

The difficulty of unequal access to land for agricultural workers and indigenous women in Mexico is not a problem that can be understood by its own. It is a manifestation of a wider system of exclusion that relates aspects of gender, ethnicity and social class. Analysing in advance this inequality implies questioning the historical roots of agrarian policies and generating new perspectives that recognise the importance of women in the rural development and the sustainability of territories. In light of this scenario, it is necessary to build a legal and political framework that guarantees substantive equality in the access to land, recognising women as key actors in the transformation of the Mexican countryside. In an approach to achieving this objective, this work seeks to contribute to a critical and necessary debate on the historical inequalities that have defined land tenure in Mexico, with an emphasis on the specific challenges faced by agricultural workers and indigenous women.

Upper secondary education has faced various curricular reforms during the last three presidential terms. This article presents a synthesis and critical analysis of policies implemented in 2006-2012, 2012-2018, and 2018-2024. Stein and Tommasi's (2006) criteria for evaluating public policy effectiveness in Latin America are used as reference framework. These authors emphasize that policies must be sustainable, adaptable, coherent, well-implemented, oriented toward collective interest, and resource-efficient. The analysis identifies key advances, setbacks, and challenges. Problems related to lack of continuity, political agenda influence on educational decisions, and absence of consensus for establishing long-term educational vision are evident. This work invites reflection on the need to strengthen educational policy stability, avoiding replacement with each federal administration change.

  The Mexican Educational System (SEM) is a complex network of actors with diverse interests, which complicates the implementation of far-reaching educational reforms. This article, based on 30 interviews with decision-makers, analyzes the processes of teacher recruitment and admission in the educational reforms of 2013 and 2019. Through a qualitative analysis of the interviewees' narratives, points of agreement and disagreement were identified, as well as the causes and proposed solutions for SEM's problems. The advocacy coalition framework was used to understand how these actors' beliefs and values shape their actions and power relationships. The results show that while the official discourse speaks of profound transformations, the implementation of educational reforms is marked by incremental adjustments. It is concluded that no political force acts in isolation; education policy is the result of the interaction of multiple actors with divergent interests. Finally, to achieve sustainable educational reforms, it is necessary to understand the impact of each actor in the system, seek governance mechanisms that promote collaboration, and design policies that respond to the real needs of the educational system.

This article explores the educational and career trajectories of male early childhood educators in Chile. Through biographical interviews, various perspectives on their contribution to early childhood education were identified. The findings reveal that male educators face initial prejudices that later transform into validation, especially in university and workplace environments. And that, due to their uniqueness, they tend to stand out and gain access more quickly to positions of greater responsibility, a phenomenon known as the "glass escalator." However, this advantage is not due to a devaluation of direct classroom work, but rather to factors such as the pursuit of better compensation. The study concludes that male educators challenge traditional gender roles and highlight the importance of making their presence visible to promote a more equitable society, which poses a challenge: overcoming positions that reproduce stereotypes, in order to advance toward early childhood education free from gender limitations.

This article analyzes the training processes of young people in dual education at a campus of the National College of Technical Professional Education (Conalep) in the state of Jalisco, in the context of two technical careers: Industrial Chemistry and Automotive Maintenance. It is a qualitative case study based on a socio-ethnographic and hermeneutic approach. It focuses on management, the meaning of participants' (s)election, training and learning in school and work spaces, as well as the future projects that young people envision. It is based on semi-structured interviews with dual model managers, young people, teachers, entrepreneurs, parents, and focus groups. The findings show the campus initiatives to promote the model, seek equitable distribution of opportunities, monitor learning, and establish communication with instructors and entrepreneurs. It evidences the agency capacity of young people and the formative experiences in the dual model.

This study analyzes the current state of internationalization processes in graduate programs at higher education institutions in Peru. Through the use of qualitative analysis tools, the main strategies that graduate programs prioritize in their internationalization processes are identified, as well as the barriers and challenges that hinder their effective implementation. Likewise, the impact of the COVID-19 pandemic on internationalization strategies is examined. The analysis concludes by highlighting the necessary elements to facilitate the transition toward a more inclusive and comprehensive internationalization approach.
