Resumen
The article aims to analyze the Peruvian educational system through the context of a pandemic, highlighting the influence of the neoliberal economic model on the policies proposed in the face of the health emergency. This is why the need to identify current educational gaps in order to recognize perennial inequalities as a result of poor government management capacity to guarantee quality education. From this perspective, an assessment of capitalist influence and its impact on the conduct of competitive demands in digital education is also carried out, as well as the limited response and prevention capacity in the face of the eventual crisis that afflicts not only Peru, but also to the entire Latin American region. In this sense, this research is developed from a qualitative approach under the methodology of theory based on an exploratory and descriptive framework of the previously described phenomenal situation. Consequently, the reflection of the socio-educational problem in Peru will allow us to envision the implementation of new policies, aligned to the needs of the students in their different regions.

Resumen
This paper aims to analyze the vision of human rights and education in Latin America from a critical perspective. In recent years, the universality of human rights has been questioning, noting that the peculiarities and sui generis circumstances of the region do not respond to the abstract definitions of law promoted by the West. Understood in this way, the conceptual duo education / human rights have been presented as instruments to reproduce colonial patterns of exclusion and social marginalization, responding to the interests of the global market, as well as the advance of capitalism. With these premises, it is not intended to deny the intrinsic dignity of every human being; on the contrary, it tries to make visible the colonial power structures that have distorted the human condition. The work ends by inviting a critical reading of education and human rights, coming into contact with an anti-hegemonic and anti-systemic rationality, in line with the needs of peoples, real subjects and communities excluded by the logic of modernity

Resumen
The pandemic has led to reflection on adjustments in working hours, reducing face-to-face times and moving rapidly to teleworking and remote work systems, the foregoing has forced university government systems to make monitoring and control systems more flexible, but at the same time, it has generated that workers increase the time spent in the development of tasks to meet the challenges and tasks entrusted. This essay reviews the elements associated with the reduction of working hours and the challenges that this new normal entails for university governments after the training and installation of robust systems that allow the same tasks to be carried out outside the organization's space.

Resumen
This paper aims the negative impact that coloniality has had on minority languages ??in the Latin American region. To achieve this end, the article points out the racial dimension of knowledge, accompanied by a totalizing logic, a product of Western hegemonic rationality, which tends to make otherness invisible and inferior. In the same way, the various legislative and legal alternatives that have been applied through international and regional organizations to alleviate this difficult situation are presented. Finally, the importance of integrating indigenous populations into global communicative processes is presented, in order to be integrated into the global dialogue, without losing sight of the presence of the cultural and linguistic identity that defines them.

Resumen
The purpose of this article is to build an approach to constitutional jurisdiction as a legitimizing principle of substantial democracy. The legitimation has undergone the metamorphosis of the division of powers conceived by Montesquieu, in his work Of the spirit of the laws, in relation to its axes concentrated in the new paradigm of the constitutional State of rights and justice. Thus, in this way it is examined that the supremacy and supra-legality of the fundamental norm of the State and in particular they show that constitutional jurisdiction is a dogmatic construction to live in democracy. This important role has allowed the Ecuadorian State to grant greater powers to the bodies that exercise constitutional jurisdiction to protect and defend human rights, including the defense of nature as a subject of law, since the first decade of this century. It is concluded that the current purpose of the constitutional jurisdiction is to make effective the defense and protection of freedoms. And consequently, enjoyment, obviously in theory, is guaranteed as the realization of individual and collective rights in a flexible framework

Resumen
We warn the dangers of certain recent legislation on gender violence, including femicide’s, which has drawn from structuralist sources that are irrelevant in the redaction of the positive norm. The results tend to Manichaeism and to establish male guilt only because of the existence of a society with a patriarchal base. In this sense, the theoretical role of the structuralist source in politics and law is debated through the three-clocks model. The dangers of poorly conceived structuralism are indicated in the current norm and exegesis of several Latin American countries. Finally, the idea of gender violence is reconstructed from the category "situation", based on the contribution of Geertz and Johnson, and the study of the case of Glen and Michelle, in British Social Work.

Resumen
The objective was to diagnose the physical, natural, social and cultural conditions of the El Churo community with the purpose of proposing the development of rural tourism, where the natural and cultural potential is included through tourism activities. Methodologically, it is within the positivist paradigm with a quantitative approach, with an exploratory scope or level, documentary type, together with the field design. In terms of tourism, a SWOT matrix was made in order to understand the context and plan. As a result, this community has geographic, natural and social characteristics with certain cultural particularities that make it potentially touristic; to this is added that the geographic location allows the practice of aquatic sports as well as sport fishing, as well as contact with the mangrove and species such as the concha prieta (black conch), used for local consumption and commerce.

Resumen
The objective of this research is to statistically determine the relationship between greenhouse gas (GHG) emissions expressed in CO2eq with energy consumption and economic growth in Colombia between 1988 and 2019. The quantitative approach was used in the research correlational of linear variables with information from the EDGAR platform, the data were processed in the SPSS program through correlations and simple linear regressions under the Pearson approach. The results allowed obtaining that CO2eq emissions and energy consumption during the period present a high degree of correlation and significance of the statistical model, which allowed obtaining the predictability equation, while the correlation between GHG emissions per capita and the per capita energy consumption is low, which is why the linear regression analysis was not run.

Resumen
The stories of oral tradition fulfill a function of social integration. It is novel to think of stories from the perspective of the institution of political power, from the categories of ideology and legitimation. Apparently, there would be an analogous structure between the great stories that give rise to the contractarian theories of the modern state and the way in which power operates in tales of oral tradition. It is tempting to think that an ideological function would operate, that by using violence, fear, surveillance and punishment, they have the purpose of establishing relations of domination. The study is applied to the case of traditional stories from the Venezuelan and Colombian Llanos and the province of Manabí-Ecuador.
