Currently, there is no doubt that knowledge represents one of the most important assets for the sustainable success of an organization, which is why Knowledge Management is of great importance. This research is developed in the Technological Observatory department of the University of Matanzas, to solve the scientific problem posed as: the limited socialization of the scientific results of the researchers linked to the doctoral programs of the University of Matanzas. Consequently, the objective is to develop the management service for the visibility of professors linked to the doctoral programs of the University of Matanzas. A procedure is used to manage knowledge through the scientific observatory consisting of two phases: preparation of the observatory and development of the observatory's products/services. As a fundamental result, it is possible to raise the visibility of the members of the faculty of the doctoral programs with the registration of 100 % of the professors in the scientific networks, so that 75 new profiles are created and completed; as part of managing your visibility.

Leading construction companies in developed countries have implemented the use of building information modelling (BIM) technology for process management, which has enabled an important advance in productivity with recognized final quality. The paper aims to introduce this technology in the construction company of architectural (ECOA 19) of Holguin. The causes of low productivity of the company are identified and evaluated proposals for innovation to solve the problem resulting in the application of BIM technology the best evaluated through a documentary review of its application in the world and in Cuba, advantages and disadvantages of BIM and the possibilities of its application in the company ECOA19 are explored. The economic and risk feasibility of its application is assessed. Finally, a plan is drawn up for implementation within two years.

Simulation is an analysis and decision-making tool widely used today and constitutes one of the pillars of the Digital Twins. The digital twin is an essential element for Industry 4.0, which facilitates, among other elements, the acquisition and exchange of data. This research focuses on obtaining a simulation model of one of the processes that is developed in the International Change and International Change Company, to demonstrate its usefulness and lay the foundations for the future implementation of a digital twin. To carry out the work, a four-phase methodology was followed that includes: Determination of the problem, Obtaining the simulation model, Exploitation of the model and analysis of the detected problems and Recommendations for the implementation of a digital twin.The model was obtained in the Arena software, with the data resulting from the timing of the process activities and the information provided by the company. From the analysis of the model, weighty elements were obtained for decision-making in the process, such as the time it takes for processing and the use of the company's resources. In correspondence with the current situation of the entity, several recommendations were established for the implementation of a digital twin.

The knowledge society recognizes speed and global interconnectivity as premises for competitive business performance. It is moving towards a 4.0 business model, which is committed to intelligence and knowledge management (intangibles) through available technologies (Bigdata; Internet of things-IoT; Artificial Intelligence-AI, machine learning; data mining-DM; computing in the cloud and fog, among others). The Cuban industry requires profound transformations to respond to this model, to the economic and social updating of the country, as well as to innovation-oriented government management. The objective of this article is to reflect on the theoretical and methodological bases for an information system of intangibles of business development. It is based on the bibliographic review and its practical contribution is to provide the company with starting references for the design of automated information systems and intangible management.

The article aims to propose a methodology for the design and evaluation of the competency profiles of managers in Cuba, considering the conceptual framework, good practices and current legislation. The methodology is supported in three stages and 14 steps. Some of the results of its application in the agriculture sector are presented in various types of organizations, both in the public administration and in the business system. The application and statistical analysis of the results of the tool for assessing the importance of generic competencies for the fulfillment of the mission and vision of the Grupo Empresarial Ganadero is also shown. The generalizability of this methodology is demonstrated by its implementation in a period of eight months in agriculture, through trainings developed with the cadres of the various types of existing entities, from the ministerial level to the productive base.

Latin America is the natural extension of the “Maritime Silk Road” and its exchanges and cooperation with China have become increasingly frequent in recent years. Under the current globale conomic backdrop, e-commerce as an emerging industry is gaining momentum and playing a bigger role in international  cooperation.  The  Belt  and  Road  top-level  design  features  policy  coordination, unimpededtrade, facilities connectivity and people-to-people bond respectively, which play a guiding role in China-LAC cooperation. Coupled with the status quo, the paper will mainly focus on these four sections so as to better analyze the China-LAC cooperation in Silk-Road E-commerce. This paper intends to analyze China-LAC e-commerce cooperation in fields of policy, trade, facilities, and people-to-people contact and study in which areas still remain room for bilateral cooperation and how can both sides better achieve win-win results under the framework of China’s “Belt and Road Initiative”.

The article addresses current trends in the provision of citizen security based on public management and its realization at the local level in the current Cuban context as a way to materialize the model of economic and social development. The analysis of the consulted bibliography allowed us to verify that the subject is currently associated with human development, and as a trend this function has been decentralized to the local level in search of greater efficiency in its exercise. In this sense, a set of recurring variables was identified in studies on citizen security at the local level, based on which diagnostic instruments were designed that were applied to a sample of directors and public officials of the Guantanamo territory.

The article presents an evaluation proposal by the actors involved in the development of the territory to the services offered by the local government. In order for the municipal Decentralized Autonomous Governments (GAD) to have an evaluation process to strengthen the set of procedures that lead to decision-making constantly, in a technical and participatory manner, it is proposed to adopt an instrumental perspective that measures indicators as an opportunity to analyze the implementation of public policy. The construction of several parameters and indicators that contribute to local development is obtained, differentiating two types of users: citizens and businessmen. Thus, the external evaluation instrument guarantees the return of validated information to guide the principles of government administration. The first composed of all the inhabitants and their contributions; and, the second for its presence and economic contribution in the generation of employment, competitiveness and innovation, to which is added the payment of taxes and fiscal rates that are regulated by law. The methodology allows the reproducibility and sustainability of initiatives, which will favor the level of trust in government management, where citizens communicate their expectations regarding the services they receive, making them a participant in public affairs and influential in decision-making. affects your community.

Strategic foresight is a discipline that allows us to explore the evolutions of organizations, sectors, through visualizing the future. In the current context, in which the COVID-19 pandemic has significantly impacted the economy of countries rethink all the processes would be a strategy to follow, because the high degree of uncertainty in which the world finds itself does not allow another way forward, so prospective plays a leading role in this reality. The objective of the work was to design a sustainable strategy projected from a prospective approach to the value chain of antibiotic drugs, supported by scientific and economic arguments. When applying the prospective, the key variables were identified, an analysis of the role of each of the actors involved in the chain was carried out and the different scenarios were built, based on an active participation method.

This research analyzes the most important factors and variables that affect the assessment and quantification of the environmental costs produced by fracking, and its impact in an environmental, economic and social context in the municipality of Chiquinquirá (Boyacá). In the rural area of Chiquinquirá, this practice of exploiting unconventional hydrocarbons has generated different problems at a social, economic and environmental level, causing a significant detriment to the well-being of the population in this sector in the country, both for the environment as for the quality of life of the inhabitants. The methodology was developed under a descriptive analysis with a quantitative approach. The results obtained show the most relevant indicators that affect the assessment of environmental costs by the company that is carrying out fracking in the rural area of the municipality of Chiquinquirá (Boyacá).
