Resumen
The article aims to build a dialectical synthesis of the current strategic model of government-scientist interrelation of BioCubaFarma, through a set of methodical steps that integrates the comparison and criticism of sources with other methods of logical thinking, such as interpretation and analysis. Analysis where the differentiation and unity of the qualitative and the quantitative is revealed. The main result of its application is the presentation of the superior quality of collaborative public health management, whose novelty with respect to foreign criteria is defined based on the form of state property that organizes the social appropriation of biotechnological knowledge, to seek the best, fastest and smartest collaborative disease control tools.

Resumen
The integration of business data, in environments with high syntactic and semantic heterogeneity, using virtual knowledge graphs and aligned to the needs of the organization contributes to improving the performance of operational processes. The article aims to show the application of virtual graphs of knowledge in the International Exchange and Messaging Company (EMCI) of Correos de Cuba, in particular to the planning process for the extraction of cargo from the airport, where the integration of heterogeneous data from pre-alerts or advanced information from multiple agencies, with the impact on a better performance of the operational process of pre-alerts due to the reduction of the indicator of time spent at the airport.

Resumen
The Shipping Agency is a link in the import – export logistic chain of goods in Cuba, which main work objective is to act as a ship agent and representative of the foreign shipping lines that reach Cuban docks. This article reflects a theoretical framework about conceptualization, relevance and challenges of shipping lines representation in Cuba. This article addresses a theoretical-referential framework about the conceptualization, relevance and challenges of line representation in Cuba, and presents the business architecture approach as a solution for managing change with information technologies.

Resumen
Most of the entrepreneurship are made up of small businesses and microenterprises that have a high representation in Los Ríos province, Ecuador, on which many families depend to take their livelihoods home, in addition to contributing to services and supplies in each canton. This article aims to obtain a perception of the characteristics of these companies, determining their strengths and weaknesses and thus make proposals that eliminate or mitigate obstacles and increase efficiency in each case. Among the results that stood out is that there is consensus on the importance of entrepreneurship for the employability and services that the population receives.

Resumen
The Office of Technological Services of the University of Havana is in charge of offering the IT-related services that the university community needs for its operation and development. This paper addresses the question: how to guarantee that these services are provided with the quality required and demanded by the university community? The proposal considers the complementarity between technical assistance, open technology and outsourcing of services as the fundamental way to achieve this objective. The concepts associated with this paradigm are discussed and its relevance to achieve the stability and effectiveness of IT services is demonstrated. The essentiality of this approach in the Cuban technological environment, seriously affected by the United States blockade is demonstrated; as well as the urgency of guaranteeing a quality service in the face of increased demands due to the COVID 19 pandemics. We develop a mixtural research.

The Center for Research and Development of Medicines (CIDEM) is a company of the Group of Biotechnological and Pharmaceutical Industries of Cuba (BioCubaFarma) that is dedicated to the research and development of generic, innovative medicines and natural products, at different stages of their development. development to industrial scale and commercialization. The objective of the article is to characterize CIDEM's industrial property management in relation to the stages of the project/product life cycle. Resumen
The context imposed by the COVID-19 pandemic, the implementation of monetary and exchange unification in the business system and the new labor regulations issued by the Ministry of Labor and Social Security in Cuba, have opened the way to venture into new forms of organization of work such as remote work and teleworking. The objective of the article is to establish the guidelines for the implementation of teleworking and remote work in the Provincial Directorate of the Banco Popular de Ahorro (BPA) in Villa Clara. It is based on a study of work environment, the application of a methodological instrument for the solution of the research problem and the determination of the Group Satisfaction Index (ISG) applying the Iadov technique.

Resumen
The article aims to show the process of creating a Public Policy for the establishment of Short Cycle Higher Education (ESCC) in Cuba. This process has its antecedents in studies carried out over twenty years ago by groups of Cuban experts and which has borne fruit since 2015, with the intention of including among the transformations of higher education the possibility of offering young people a new way to access higher education through short-cycle training programs, as they exist in various nations. The methodology used by the central body of the Ministry of Higher Education for the elaboration of the policy, its institutionalization and implementation are exposed.

Resumen
In the university as an institution, organizational models have been implemented as diverse as the universities have been diverse and varied. From its origins, an administration capable of achieving its mission and objectives was required, with particularities of the corresponding university context and according to the models documented in the literature. The article aims to identify the transformations of the structures in the universities attached to the Ministry of Higher Education, the causes that motivated it and the expected impacts. The research carried out is qualitative, uses inductive, historical and analytical methods, with data collected from reports and structured and predetermined experiences, which contain descriptions and observations. Participatory observation techniques, case studies, records of life experiences, and the expertise and contributions of the authors are used. It is concluded that the adaptations made to the organizational designs in the universities have a favorable impact on the fulfillment of their strategies and objectives.
