Various topics of organizational management and economics are shown in the sixth volume and second number of 2022 of the Cuban Journal of Public and Business Administration. They make up the number of original articles and case studies, with authors from Cuba, Ecuador, Colombia and Germany. Topics related to: industrial property management, public health management, organizational design, IT services, capacity building in Industry 4.0, teleworking, socioeconomic assessment of occupational risks, selection of personnel based on competencies, flow of capital in the economy and environmental costs of fracking.

Digital transformation requires rapid and profound changes to take advantage of technologies and data in order to make decision-making more effective with agility and self-sustainability. The complexity of data in the modern era and the silos that are generated at big scale drive the emergence of new data management models and architectures that focus on the intrinsic characteristics of digital ecosystems, characterized by the strong interrelationships of various actors through along the value chain, the platforms as the basis for interoperating with each other and the co-evolution of data products that emanate from increasingly heterogeneous sources. This article proposes the design of a reference architecture for data ecosystems based on the data architectures that are best supporting data management in this complex scenario: Data Mesh and Data Fabric, and with the use of knowledge graphs for the integration. As a method, an analysis of the most recent literature on data management and architectures is used to extract the principles and architectural components that are used in the design of such a reference architecture. An abstract representation of the reference architecture of data ecosystems is obtained, whose operational model is theoretically verified. It is the starting point for future research that will be directed towards its implementation in real use cases and organizational modeling related to the roles of the actors involved in the ecosystem reflected in the architecture itself.

The Cuban mercantile company Zona Especial de Desarrollo y Actividades Logísticas Wajay, is a company belonging to the company Almacenes Universales S.A and has a broad corporate purpose, fundamentally oriented to provide logistics operator services, but in its 24 years of foundation it has Concentrating its businesses on the warehouse leasing activity and the related services offered are very specific, although since 2020 organizational changes have been generated in the company. The entity needs to redesign management, leave behind a management focused only on the operational and focus on a strategic vision that contributes to solving the insufficient performance of the management system, which hinders customer satisfaction and business growth. In this article techniques of the Strategic Management Model are applied for the integration of the management system in the company, defining five strategic objectives for the next five years.

The article aims to propose a methodology for obtaining Dashboards and Balanced Scorecards for government management oriented towards innovation, considering the conceptual and legal framework, the objectives and indicators identified. The methodology is supported in three stages and 11 steps. The partial results achieved with the construction of the Dashboards and the indicators identified in the first stage are presented. The generalization capacity of this methodology is demonstrated by its implementation in obtaining the Dashboards corresponding to the organisms of the central administration of the state, organs, national entities and the macroprograms of the National Plan for Economic and Social Development to 2030, to through collaborative work deployed for the generation of knowledge and decision making.

The article aims to delve into the business technological intensity from various perspectives as a support for the procedure for the evaluation, classification and improvement of the degree of technological intensity in the Cuban business context. It starts from the formulation of the theoretical and methodological referential framework of technological intensity. Additionally, the calculation expressions of the business technological capacity, the business technological intensity and the classification of the degree of technological intensity are addressed. Finally, Companies with a Significant Degree of Technological Intensity are compared with High Technology Companies, in relation to various aspects of organizational behavior.

The energy situation constitutes an essential component in the progress of countries. Achieving a supply that meets normal survival and development needs is a permanent concern, aggravated by the current conditions of the international context and the effects of climate change. The article aims to analyze the current and future situation of energy security in China, achieving as a result of the search and processing of information related to the subject, evaluate the current situation of Chinese energy resources, supply, transportation, prices and the development of innovation. It also addresses international cooperation, current and future challenges, as well as measures that will ensure that this strategic objective is achieved.

The objective of this article is to demonstrate how the dissimilar dangers that globalization entails and, within it, the globalization of international legal norms with direct or indirect incidence on national and local public Administrations and, above all, on the identity and idiosyncrasy of these with full attachment to the satisfaction of the needs of their respective citizens, makes essential the study of the paths through which the attempts of globalization of the Public Administration and its legal regime travel. Its impact is intended to be advisory and alert to national and local public administrations against the machinery of globalization.

In the past decade, China´s small and medium -sized enterprises (SMEs) have seen rapid development.  They have a become a driving force in the economy and society, with an orientation towards specialized, sophisticated, differentiated and innovative companies. The article aims to show four independent and complementary perspectives on SMEs in China and in particular in Shanghai. First, reference is made to government incentive policies for the development of SMEs. Secondly, the various criteria for accreditation of innovative SMEs, SRDI and “small giant” SRDI companies are deepened. Next, the contribution of SMEs to socio-economic development is addressed. Finally, reference is made to industrial distribution and the business model of SMEs.

Topics related to: public administration and the legal regime, public policies for Higher Education, energy security, citizen security and the evaluation of public services at the local level, dashboards and the balanced scorecard are shown. of central government management, data ecosystem reference architecture, technology intensity in high-tech enterprises, small and medium-sized enterprises, and enterprise governance system integration. This editorial first analyzes the issues of public administration and then those of the business field, delving into the approaches, concepts, methods and experiences developed.

Aquesta recerca analitza la contribución dels libres de text a l’ensenyament de la lengua a quart curs d’educació secundaria des de la planificación dels docents. S’ha realitzat una triangulació dels elements principals dels processos d’ensenyament-aprenentatge: a) el professorat, com agent clau en els processos d’ensenyament-aprenentatge; b) l’alumnat, com destinatari i protagonista del procés; c) el llibre de text, com recurs nuclear que perviu actualment a l’aula. Els objectius principals de la recerca són l’anàlisi de la transposició didàctica duta a terme pels docents i els llibres de text, i la valoració de la competència gramatical dels alumnes. Aquest article se centra en els docents i els llibres de text. Els resultats mostren la necessitat d’un canvi en els plantejaments metodològics dels llibres de text i en la dinamització d’aquests recursos a l’aula per part dels docents. Ambdós segueixen instal·lats en metodologies que no promouen la reflexió lingüística i perpetuen un model basat en la memorització dels continguts, exempta de raonament. Per tant, es proposa un canvi metodològic amb la unitat textual com punt de partida per a la reflexió gramatical.
