Online bursting obliges to rethink the right to privacy, given the organization of huge databases of personal character. Furthermore, it must be added that the possibility of intercrossing information content may facilitate the control and manipulation of sensible information. These new information and communication technologies (ICT), in continuous development, have expanded also to different health fields, affecting all stakeholders, both users and professionals, public powers and social security organisms. Given the specific stigmatization towards HIV/AIDS, requesting several restrictions for access in those banks is needed and also international norms to deal with the "information society", so that "risk society" does not get worse.

Health care quality has become a fundamental requirement for any health care service. Despite the extraordinary scientific-technological development achieved in the last decades, the complexity of health care services provokes the increase of medical errors with very negative consequences in morbidity, mortality and health care costs. Several health care quality models have been raised. Nevertheless, in general these are implemented as administrative, management processes far from the actual work of staff which must use them. Health care quality must not be perceived only as medical management problem, but as an ethical problem and, as such, it must be based on education on values which guarantee active participation of all stakeholders, being excellence, solidarity and professionalism fundamental values.

Pandemic recent threats have uncover that, even being more difficult and unknown, the problems that risk health at international level can be controlled quickly and effectively, that is, having little technical and scientific development, human resources or money are not an obstacle to give an appropriate response. Lastly, the key of success in this matter is not found in techniques or science and the basic reason for global unequal health scene perhaps is found in the exclusion of populations considered simply unnecessary from the market and its regulations perspective, or also pointed out as guilty of their maladies because of their own culture. The present study tries to show that public health is a matter of business more than science, politics or ethics.

After a first moment of confrontation, in the last years several authors are coming to the conviction that a fruitfuldialogue is necessary between bioethics and religion. On one hand, Catholic thinkers have reflected on the relations betweenscience and religion and faith and reason. On the other hand, secular thinkers have expressed interest in discovering theoptimal moral theology contribution to bioethical debate, in order to generate a constructive dialogue over ethical aspectsof health care and the care of human life in the biomedical field.After examining different positions, this article emphasizes constructive dialogue and the probable contribution to bioethicsof Christian theology and philosophy.

Desde su origen, la bioética se ha desarrollado como puente entre las humanidades -con base en la filosofía yla ética- y las ciencias biomédicas, principalmente en un campo neutral secular, en el cual se dialoga en unaperspectiva autónoma y universal, sin apoyarse directamente en una corriente filosófica o autoridad religiosa. Lainfluencia norteamericana sobre el desarrollo de la bioética ha hecho que se enfatice el papel de la autonomía enel campo de decisiones de salud y que se use la bioética para determinar políticas públicas. En Estados Unidos lareligión pertenece a lo privado y las creencias y convicciones no pueden imponerse en políticas públicas que seconsideran generales, ya que los motivos religiosos generalmente dividen a la comunidad(1).

This article reports a study carried out in the cities of La Paz, Cochabamba and Santa Cruz in Bolivia. The interestwas to know the situation of bioethics in Bolivia and how research subjects are being protected.After revising some bioethical concepts, Bolivian legislation and study methods, results revealed great lack of knowledge on howto protect research subjects, due to the almost absence or inadequate functioning of scientific ethical review committees.

The medical profession has the ethical practice of the virtue of excellence. There have been since Hippocrates two ethics: the "philotechny" and the philanthropy. The first refers to the ethics of the technique and the latter, to the humanistic ethics. Nowadays, excellence results from training ande intellectual fromation acquired along formal education whose purpose is to assist a social demand, bringin satisfaction to anyone im need of it. Modern technologies are justified only if they are conditioned to an effective improvement of life quality and health of human beings and don’t represent a form of domination and usurpation of medical culture through machines, or even patient’s submission to the ideology of scientic logic of the market, which contributes to the unjustified profits for the health industry and its disregard concerning prudent assessment of the relationship between costs, risks and potential benefits to be received by the patient.
