This work presents a civic participation study as part of a democratization process regarding the Distrito Federal health system (SSDF), with the purpose of civic participation. Having civic participation characterization in mind, the effect obtained from diverse participative and equipped interventions has been analyzed regarding new participants inclusion, a perspective plural acknowledgement and the creation of interaction and social control spaces. The results obtained from this task show the equipped and participative interventions established by the DF health system have resulted in the generation of several favorable conditions for civic participation such as the increase in institution credibility through social development programs and the establishment of civic spaces towards service quality evaluation. Nevertheless, the study shows that in order to reach health system democratization, looking for civic culture strengthening as a result of the process, complementary strategies are needed.

El objetivo de estas notas es bosquejar los contornos de la obra de León Olivé sobre estos temas, una obra pionera en nuestro país en el no siempre fácil proceso de propiciar el diálogo entre las disciplinas empíricas y filosóficas del conocimiento y de la ciencia. Constituyen, por tanto, una invitación a acercarse a ella pensada para practicantes de áreas diferentes de las más estrechamente relacionadas con la reflexión sobre el conocimiento, la ciencia y la tecnología, pero que reconocen la centralidad de éstos para las sociedades contemporáneas.

Reflection on science ad technology leads to moral and political themes: to scientific and technological development there must be added, conditions, results, costs and benefits with an asymmetric distribution between individuals, regions and nations that impact social justice conditions and individual liberty. Not being new in history, this result, particularly pro-blematic, and demanding a specific attention regarding science and technology from a political philosophy’s point of view, shaping a science and technology political philosophy. During the last century, a fertile term was coined where this reflection seems possibly anchored: a new social contract for science and technology, the same that appears as one of the central concepts to be cleared within philosophic thinking regarding this theme and as a theorical and practical aspect fundamental in CTS studies trend.

Innovation politics should be distinguished from science ad technology politics, due to the diverse kinds and sources of innovation, not only based on scientific knowledge. This article suggests a pluralist model and an axiological innovation definition and is concentrated on social innovation. As a main example of innovation politics, Nation Innovation British Report (2008) is analyzed, promoting diverse types of innovation.

We propose to raise to specific rank to Tillandsia tortilis Klotzsch ex Baker ssp. curvifolia Ehlers et Rauh with the name Viridantha curvifolia (Ehlers et Rauh) López-Ferrari et Espejo. Also, the new name Malaxis zempoalensis López-Ferrari et Espejo is proposed for Malaxis palustris Espejo et López-Ferrari.

The morphology of 33 species of Ceratium (38 including infraspecific taxa) was studied based on about 600 phytoplankton 20-µm net samples taken from May 2005 through March 2008 at eight sampling stations in the northwestern part of the National Park Sistema Arrecifal Veracruzano, southern Gulf of Mexico. Short descriptions and synonyms are given for each species. Cell size variation with the mean and the standard deviation are given for most species. Twenty-three species are provided with affinities and taxonomic, nomenclatural or biogeographic comments. A dichotomous key for identification of all the species found is presented, and species are illustrated with light microscope photographs and line drawings. Ceratium dens, C. bigelowii, C. limulus, C. tripos f. tripodoides and C. declinatum var. angusticornum are new records for the Mexican waters of the Gulf of Mexico.

Based on the recollection of botanical specimens in different regions of the state of Hidalgo and the study of herbarium material deposited in several institutional collections, supplemented by a literature review, we obtained records of 17 families (nine of them belonging to Pteridophytes and the rest to Angiosperms), 64 genera and 163 species. We also provide data about the municipal distribution of taxa and an analysis of their representation by vegetation type and altitudinal range. We report from Hidalgo, for the first time the following taxa: Tillandsia filifolia Schltdl. & Cham., T. heterophylla E. Morren, Pleurothallis sp.1 and Pleurothallis sp. 2. Only Laelia gouldiana Rchb. f., Dignathe pygmaeum Lindl., and one undescribed species of the genus Goodyera, are endemic to the state.
