Resumen
Goal. This article seeks to deduce and propose techniques, strategies and methodologies applicable on site for the optimization of the painting on masonry category; which encompasses the relationship between time and cost, agents of premature deterioration, consideration of urban and atmospheric agents and other aspects that influence productivity and work performance. Methodology. The research is qualitative in nature with a prospective approach, based on a documentary study and data collection through interviews with experts and surveys of professionals in the field. The results come from the descriptive analysis and contrast of primary sources with the literature. Results. Real and updated yields related to the execution of the item are obtained, high impact factors are identified that negatively decrease the execution of the item and the productivity of the workers, among them, unforeseen events due to climatic factors, waiting times and lack of availability of material, reprocessing and performance of additional activities not contemplated. A letter of strategies is also obtained, and its feasibility of application on site. Conclusion. Finally, it is defined that detailed planning, multi-criteria, monitoring, control and ideal communication between client - builder, represent imperative techniques and strategies in optimizing the performance of the item.

Resumen
The research is based on an investigative purpose in which it was attempted to interpret the local governance process as a viable strategy for public policies on citizen security, supported by a qualitative and inductive approach, with a documentary review strategy that allowed a triangulation process between the theorists consulted, what was expressed by the key informants; as well as the criteria that were developed during the investigation. In turn, the research had a level of descriptive depth, which allowed delving into the root of the discourse and its meanings within the contexts in which they were expressed; as well as its substantive contribution within the new governance scheme and its strategies for the design of local public policies. The analysis strategies were based on the proposal by the so-called Grounded Theory, in the representative symbolization phase; In addition to making an approach to the discourse of the interviewees through the use of the hermeneutic method, which allowed the process of understanding, understanding and interpreting what was commented by the interviewees; As a finding, the emerging descriptors are shown, which are shown as good practices for local public administration: Governance for local public policies, public policies focused on citizen awareness and an indigenous model of public policy management by areas. Resumen
The purpose of the research was to interpret on the contributions of an open government for the transparent management of the bidding process in public procurement; the design of the research is given from a qualitative approach and inductive method, with a level of descriptive depth; in addition to documentary, field and non-experimental type; on the other hand, a categorization process was developed based on a hermeneutic process, initially starting from an analysis strategy that was based on the phases proposed by the Grounded Theory, this in order to give interpretative form to the discourse expressed by the interviewees -academic experts and researchers- through a semi-structured interview, applied in depth mode. Among the findings found are descriptors that give way to a proposal of good managerial praxis, which these descriptors are the product of categorization which are part of the interpretation given by the researchers. Among the main reflections are the need to promote an intelligent tendering process, to have a professional human team of quality and well paid, and with formal policies of visible information.

Resumen
SENESCYT is the Ecuadorian entity that governs public policies in Higher Education, which offers different face-to-face and virtual services that have generated positive and negative responses and opinions in users, so this research allows measuring the level of citizen perception. The SERVQUAL model was used, which consists of standardized questions; it measures service quality and user perception in five dimensions: tangible elements, service reliability, responsiveness, security, and empathy. A total of 82.99% of users rated the services as a high level of quality. It was found that the level of acceptance of SENESCYT's services is high, indicating that the strengths of this institution are infrastructure, design standards, and inclusion and publicity, characteristics that are within the tangible elements dimension of the SERVQUAL model.

Resumen
Resource management is a complex and often costly task. This requires the development of specific skills and competencies in the area of financial administration, as well as effective human resource management. The present study focuses on resource administration and the management of overdue accounts receivable at CENTROSUR / Paute Agency. An exploratory descriptive method was used and digital surveys were applied to 100 employees of the agency. The results indicated that there is a significant and positive relationship between the management of resources and the recovery of overdue accounts receivable. Likewise, it can be inferred that training is an important factor for resource management and delinquent portfolio recovery. It can also be concluded that the proposed action plan is a useful tool for improving resource management, but that it must be implemented effectively and efficiently.

Resumen
Objectives: To elaborate bar soaps for laundry with used vegetable oil, with acceptable aroma, efficient in cleaning, and microbiologically safe with the addition of essential oils of citrus peels as antimicrobial.
Methods and results: Four bar soap formulations were prepared in triplicate with the saponification reaction, the extraction of the essential oils from fresh citrus peels was done by hydrodistillation in a pressure cooker and with a coboiling tube. Physicochemical and microbiological analyses of the soaps made were made and compared with those of commercial soaps, in addition to analyzing the quality in terms of dirt removal, color, texture, and aroma.

Resumen
Currently, the whole world has been hit by COVID 19, the pandemic has affected all human beings, especially farmers who, due to a lack of necessary resources, could they cannot grow crops on their land and could not plant crops. A threat is also the weather; As they are not protected from heavy rains, the products that are planted are spoiled. This study aims to propose a greenhouse design in the community of Cuchucún belonging to Cañar City with products such as cherry tomatoes, pear tomatoes, and, strawberries grown without chemicals or pesticides. The field study is non-experimental, the methodology applied is descriptive with a quantitative approach, and the data is obtained through surveys applied directly to a certain group of consumers with an acceptable level of reliability of 0,75%. The project reflects an NPV of 38,996.70 dollars and an IRR of 29%, demonstrating that it is favorable, from a financial point of view, to carry out the greenhouse design proposal and launch the products on the market that are intended for users who they want to eat organic and healthy food.

Relationship between human capital, quality of service and customer satisfaction: Quality of service

Resumen
The quality of service has the fundamental purpose of meeting and exceeding customer expectations, which is why it has become an important and essential element for organizations and has been taken as a strategy to achieve competitiveness and customer satisfaction, allowing them to position themselves solidly in the market, without forgetting that the performance of human capital directly impacts the way and manner in which processes and procedures are developed within organizations, it is then, when human capital should be concerned about performing their activities and work as effectively and efficiently as possible.
The objective of this research is to establish the relationship between the performance of human capital, service quality and customer satisfaction, for which the Public Transportation Service is taken as a reference, where the different processes and procedures that are developed in this area and the way in which the personnel carry them out are analyzed, with the purpose of determining the influence they have on the quality of service and customer satisfaction. The study was descriptive and relational, with a non-experimental design. We worked with a non-probabilistic population census at the discretion of the researcher. An instrument was designed and applied to evaluate and measure customer satisfaction based on the user's level of satisfaction with the personnel and with the conditions of the service.

Resumen
Social rehabilitation is a constitutional right for prisoners, who in the Ecuadorian progressive system are conceived as a vulnerable group. Along these lines, the purpose of this article is to expose the realities of the Ecuadorian penitentiary system about social rehabilitation treatments, focusing on the access and procedure of the so-called "rehabilitation axes".The general objective has been reflected in the analysis of social rehabilitation treatments as a mechanism of the penitentiary system and how it manages to influence the human rights of prisoners. The study is based on documentary-bibliographic research, with a qualitative approach, contains analytical-synthetic methods, of the descriptive, explanatory type where the survey techniques were used, as well as direct observation.The results show the crisis in which the Ecuadorian penitentiary system finds itself, where public policies tend to be insufficient, causing prison guarantees to be violated, and that prisoners are not adequately rehabilitated.Despite having the Regulations of the National System of Social Rehabilitation, overcrowding, anguish, and insecurity are evident due to the latest massacres in prisons where prisoners are victims, concluding that this whole network directly affects human rights, therefore, the State must implement mechanisms that guarantee effective rehabilitation because the violation of rights is evident.
