Resumen
Despite the growing success of gamification in higher education, it is surprising there are still no studies focusing on its implementation in the field of public policy. This paper aims to fill this gap. This article reviews the origins, benefits, and limits of gamification. It also introduces a series of activities implemented previously: the use of Lego bricks, a Kahoot contest, a urban rally, a surviving game among urban gardens, an escape game, a SimCity competition, and a simulation based on Diplomacy. This paper must be considered as roadmap that should be adapted by teachers to their own context. We advocate for a moderate and reasonable use of gamification. This trend must be considered as a simple tool to facilitate learning, and not as an end in itself.

Resumen
The use of new technologies in higher education is now a basic instrumental skill for students. However, there are few available sources to help university professors to choose the right applications for their classes. This pedagogical proposal is based on a selection of applications of interest for teachers and students in policy analysis which aims to maintain the balance between pedagogy and technology. These applications are designed to develop skills related with the public policy cycle, along with transversal issues like policy actors, institutions, ideas and territoriality. Each application is evaluated according to three variables: it must be free-of-charge, accessible and stable. The paper also includes some comments about their graphic interface and operability.

Resumen
There is increasing concern about the effectiveness of public policies, both at the academic and practical level. Public policy analysis gets more technical every day, and multiple tools are required to establish the causal effect of a policy. In this article, we present an overview of some of the most suitable experimentation-based techniques for this purpose. We examine laboratory and field randomised experiments, on-line experiments and natural experiments. We also address some of the most common caveats of using experiments in public policies, such as validity of results or ethics. Despite possible hassles, the inclusion of experiments in public policy analysis has become the norm in international organisations, and that process is also starting in Spain. Mastering the techniques we present here, as well as understanding their relevance and limitations, is essential for anyone interested in the field of public policy. This article serves as an introduction and guide in that learning. Including experimentation in public policy analysis, we can obtain robust results upon on which build more efficient and effective policies

Resumen
The purpose of this article is to share with new users of governance indicators for comparative policy analysis some strengths and pitfalls of the construction of these data, along with relevant features of their evolution over time, such as the addition of the so-called “second-generation indicators”, which are focused on specific aspects of governance, their effects on social welfare, along with transparency issues in the process by which these indicators are created and their replication. Among the challenges of the production and usage of global governance indicators, emphasis is made on those related to the operationalization of the abstract concept of governance. Furthermore, the article encourages the creative exploitation of the array of governance indicators available today when drafting essays and doing consultancy work and research in the field of comparative policy analysis.

Resumen
Subjects related to public policies make up a fundamental part of Political Science degree programs, although there is no consensus regarding the content and teaching methodology. The objective of this article is twofold, on the one hand it tries to answer what we should teach about the analysis and evaluation of public policies and on the other, how we should do it. Those of us who are teachers of this subject must try to focus our task combining the theoretical and practical learning of the students, with the potential benefit of the research for the institutions in which they carry out their research. After detecting some gaps in the teaching guides of 18 Spanish Public Universities, we propose a greater promotion of transversal competences through the use of secondary sources, qualitative techniques and quantitative techniques. From this perspective, which implies an attempt to define a canon or model (which should constitute the hard core of public policy analysis), four large dimensions are analyzed: actors, resources, processes, and results. The conclusions, after almost two decades of teaching experience, indicate that the transfer of knowledge between the classroom and the institutions is directly proportional to the degree of involvement of all its agents.

Resumen
This work presents a mathematical analysis regarding the learning of economic theories acquired by students of the Bachelor of Economics at the Autonomous University of Zacatecas. Two surveys were applied to students of different levels. The binomial logistic regression model corroborates the exploratory result and ANOVA, presenting contradictions in the domain of economic theories that are increasingly marked in advanced level students. Therefore, it is concluded that the application of this mathematical analysis could contribute to the diagnosis to reflection in teaching-learning at a higher level of careers in economics and prevent problems in economic development based on decision-making by professionals in this area.

Resumen
The main purpose of this research paper was to empirically analyze the impact of the agricultural sector on economic growth in the Middle East and North Africa region during the period (2000-2019) based on panel co-integration approach and Fully modified OLS and Dynamic ordinary least squares estimators. The results showed a long run relationship between the variables used. As for the results of estimating the study model in the long run using the FMOLS and DOLS estimators, it was found that the agriculture value added had a significant positive impact on economic growth, while the food production index, employment in the agriculture sector and arable land had a negative impact on economic growth.

Resumen
This research aimed to Determining the extents to which oil domination over public finance in Iraq has reached and determining the proposed future scenarios ,Iraqi economy loses an amount more than a billion dollars due to lower crude oil prices, the amount of one dollar in the price of a barrel of oil produced by the compounding of the budget deficit, to be investment spending is the victim of any drop in oil prices, which means stop wheel ages and growth in Economy, It was also suggested that Mali establish a sovereign fund that is tied to the country's fiscal policy and serves as collateral for future generations, with the savings portion of oil revenues and other miscellaneous income channeled through the fiscal deficit to compensate for and act as an emergency fund. That is why the fluctuation of oil prices and its impact on the general budget was chosen, and data were collected from the Central Bank, the Iraqi Ministry of Finance and OPEC, and the study is based on a review of the various literature presented in the paper. For the purpose of the current study, the oil sector was chosen. The variables of exchange rate, gross domestic product, price per barrel, oil revenues, oil revenues, and inflation were measured with the help of data on a scale by using the multiple regression model. Indeed, the volatility of oil prices has been measured. The study concluded that there is an impact of oil price fluctuation on the general budget . The Iraqi economy loses more than one billion dollars due to the drop in crude oil prices by one dollar in the price of a barrel of oil it exports, which exacerbates its budget deficit. This paper contributes to the search for an alternative standard model that is able to effectively explain the impact of oil price fluctuations on the public budget in Iraq.This paper will be valuable for decision makers in Iraq to know the impact of oil price fluctuations on the public budget and reduce the budget's dependence on oil revenues.

Resumen
This study aims to analyze the behavior of the digital economy of rural farmers in using direct cash assistance from the government during the Covid-19 pandemic. Direct cash assistance is a social protection program from the government to maintain the ability to have purchasing power in meeting the needs of life. The subjects of this study were people who had livelihoods as farmers in various villages in Semen District, Gampengrejo District and Ngasem District, Donomulyo District, Sumbermanjing Wetan District, Wates District, and Binangun District, East Java Province, Indonesia. This type of research is explanatory and the data analysis method is carried out descriptively. The sampling method was carried out using a simple random sampling method on groups of farmer households in the village within the period of April-June 2021. Meanwhile, data collection is carried out by conducting in-depth interviews, observations, and distributing questionnaires. The number of samples that can be collected from data collection are 760 respondents. The results of the study provide results that the behavior of the digital economy of rural farmers is influenced by cost, privacy, and social factors. Direct cash assistance provided by the government to farmers encourages changes in farmers' behavior in conducting non-cash transactions. To encourage the digitization of non-cash transactions, it is necessary: the existence of digital literacy activities for farmers through the provision of IT supporting facilities and infrastructure, assistance in the use of IT in financial transactions, and, the existence of regulations that can facilitate farmers' access to digital financial transaction activities.

Resumen
Recent studies began to notice the significance of taking tourists into destination stakeholders, because the essence of destination is the primary place for tourist consumption. With empirical experience from a case study in Jing-Jin-Ji region, China, this paper classifies tourists’ stakeholder type as Dominant Stakeholders in destination marketing cooperation within Mitchell’s salience theory’ typology according to their salience attributes of legitimacy and urgency. Then, to explore factors influencing the success of cooperation from tourist stakeholder’s perspective, this paper analyzes tourist flow changes responding to the progress of destination marketing cooperation, and further understands these factors with the support of interviews with tourist’s group and other critical stakeholders. Finally, three major factors are found including the priority of tourism industry to destination governments, the priority of tourism cooperation to destination marketing organizations, and involvement of tourism enterprises in cooperation.
