Resumen
El presente artículo tiene la finalidad de conocer las competencias y funciones constitucional y legalmente otorgadas al antiguo Tribunal Supremo Electoral del Ecuador, esto, con el objeto de adentrarnos en un próximo análisis histórico de la Función Electoral en nuestro país a partir de la vigencia de la Constitución de la República del Ecuador del 2008, para lo cual resulta necesario el desarrollo de este trabajo como un antecedente, para entender de mejor manera la evolución histórica de estructura actual de la Función Electoral.

Resumen
Introduction: Palliative care development requires the intervention of multiple dimensions of public health, including the availability of health services, essential medicines, and educational programs. In Colombia, several changes have been made in public policy to promote the care of people with palliative needs. Objective: To empirically evaluate existing public policies on palliative care and their implications for the availability of services, opioids, and educational programs during the years 2010 to 2019 in Colombia. Materials and methods: A mixed sequential exploratory study was designed in three phases: identification of empirical indicators of national policies, palliative care situational diagnosis, and qualitative assessment of the results of policy implementation in seven regional nodes in Colombia. Results: Seven standards were reviewed, yielding 12 empirical indicators for assessment, six of which had no sources of information. The national diagnosis shows a gradual increase in services and opioid use during the landmark years of policy development. Forty-four palliative care professionals perceive a positive effect of public policy on opioid use and low outcomes for service and education domains. Conclusions: There is a positive relationship between public policy and opioid use, a positive quantitative relationship with palliative care services, and a negative quantitative-qualitative relationship with educational programs. This indicates a low operational status of policies designed to alleviate the pain and suffering associated with advanced chronic diseases.

Resumen
Introduction: Problems related to patient safety in the pre-hospital context are little explored, but essential, given the vulnerability to incidents. Objective: to analyze the patient safety climate from the perspective of the multidisciplinary team that works in Mobile Pre-Hospital Care (PHC). Materials and Methods: cross-sectional study, conducted in a Mobile Pre-Hospital Care. Data collection was performed through Safety attitudes Questionnaire (SAQ), with convenience sampling and participation rate of 94.3% of eligible professionals. Descriptive statistics and the Mann-Whitney test were used for data analysis. Results: Among the 151 participating professionals, males predominated (54.6%), nursing assistants and technicians (42.0%), working for 10 or more years (61.0%), in adult and pediatric care (93.4%). The SAQ Total had a median of 70, indicating a negative perception of the participants about patient safety in the APH. The domains with a negative perception were: Safety Climate, Stress Recognition, Management Perception and Working Conditions; while the Teamwork Climate and Job Satisfaction domains showed a positive perception. In the comparative analysis among professionals, differences were observed between some categories for the domains of Job Satisfaction, Stress Recognition and Working Conditions. Conclusions: This study presents the peculiarities of emergency medical services and the need to sensitize professionals and managers about patient safety, with a view to better understanding the current scenario and possibilities of reducing adverse events to improve the care offered.

Resumen
Introduction: Violence is a public health problem that is growing every day; therefore, it is important to strengthen monitoring and risk management capabilities and to put an end to aggressions by respecting, protecting, and guaranteeing the rights of women and girls so that they can reach their full potential. Particular emphasis is placed on seeking mechanisms to end all forms of discrimination and violence against women and girls. Objective: To recognize the meanings of forgiveness constructed by women victims of the armed conflict in Montes de María, San Onofre Sucre, as a consequence of sexual violence perpetrated by paramilitaries. Materials and Methods: A qualitative approach of grounded theory and symbolic interactionism was used to develop a theory based on the meanings that emerge from interactions between people and their environment. Results: The resulting substantive theory demonstrated the characteristics of women’s experience of sexual violence, which symbolizes distress, exile, the destruction of their goals and projects, as well as the difficulty of forgiveness due to the magnitude of the harm caused, and the non-compliance with legislation that should protect women victims of such violence. Conclusion: Among the meanings of sexual violence, it was found that forgiveness is difficult for these women because it is impossible to forget the act of horror committed against them. They argue that, in order to enter the path of forgiveness and reconciliation, offenders must reveal the truth about the acts committed and show genuine repentance.

Introduction: In line with Meleis’ theory, during the transition to a family caregiver, there are underlying conditions that facilitate or limit the adoption of the role and may affect the person’s wholeness. Objective: To determine the relationship between depression, anxiety, loneliness, and the adoption of the role of family caregivers of people with chronic disease in Los Patios (Colombia) during 2021. Materials and Methods: Quantitative cross-sectional analytical research that included 120 patients and 120 caregivers. The UCLA (University of California, Los Angeles) Loneliness Scale, the Hospital Anxiety and Depression Scale, and the ROL scale were completed by the participants using Google Forms®. The analysis was performed using SPSS version 24; descriptive statistics such as frequencies, measures of central tendency and dispersion, and bivariate correlation coefficients like Pearson’s were calculated. Results: Significant correlations were found between caregivers’ age, anxiety (r = .230; p < 0.05), and depression (r = .297; p < 0.05); and between the hours required daily for caregiving and anxiety (r = .255; p < 0.05) and caregiver’s depression (r = .328; p < 0.05). Conclusions: In a linear regression model, it was evident that loneliness and caregiver role adoption are predictors of anxiety (p < 0.05).

Resumen
Introduction: Perceived stress has been suggested as a risk factor for the development of Metabolic Syndrome (MS). However, little is known about this association among women. Objective: to evaluate perceived stress in women with Metabolic Syndrome (MS). Materials and Methods: cross-sectional study, based on a non-randomized clinical trial, with patients from a public health center (RBR-43K52N). The outcome variable was MS, using the NCEP/ATPIII criteria. Sociodemographic, anthropometric, biochemical, hemodynamic data and PSS application were collected. Results: The sample consisted of 75 women affected by MetS (47.69± 8.15 years old; 155.65±0.07 cm; 82.43±17.79 kg; BMI of 33.96±6 ,42). High WHR values were found among stressed and non-stressed women. The average PSS score was 27.73±9.17. In the groups, there was a significant difference for PSS between stressed and non-stressed women (35.24±5.22 and 20.42±5.53, respectively; p=0.001). It was also observed that stressed women had higher levels of triglycerides and lower levels of HDL-c when compared to non-stressed women, although without statistical difference. Discussions: The findings suggest that women categorized as stressed had higher PSS scores, higher levels of triglycerides and lower levels of HDL-c when compared to non-stressed women. Conclusions: the PSS score was significantly higher among women with altered MS lipid parameters, with lower levels of HDL- and increased triglycerides.

Resumen
Introduction: the use of mobile applications can facilitate self-management in health and provide opportunities for the autonomy of the elderly in their self-care. Objective: to map the scientific production on mobile applications for self-management of care aimed at the elderly. Materials and Methods: scope review carried out from September 2020 to January 2021, based on the following databases: MEDLINE, SciELO, Scopus, Web of Science and Science Direct, using the search strategy: (“Self-management” OR “Self-care”) AND (Elderly OR “Old man”) AND (“Mobile Applications” OR Smartphone OR “Cell phone”), with the inclusion of articles dealing with the use of mobile applications by the elderly for self-management of care, without time and language limitations. Results: the final sample consisted of 14 articles, categorized into three aspects of management, namely: medications, comorbidities and healthy practices. In most studies, applications were aimed at self-management of medications, followed by care for chronic conditions and finally self-assessment of the risk of falls and non-pharmacological pain treatments. Discussion: this review contributes to clinical practice and nursing research, as its results point to what has been published about the development and use of mobile applications by the elderly for self-management of care. Conclusions: the use of mobile applications facilitates self-care for the elderly population, especially in the management of medication for chronic conditions.

Resumen
Introduction: The nursing work in COVID-19 hospital units is complex, challenging, and full of elements whose understanding is important for the field of Management and Health at Work. Objective: To understand the daily life and challenges of nursing workers in the front line of confronting the pandemic in COVID-19 hospital units. Materials and Methods: Qualitative study developed with 35 nursing workers in COVID-19 units from seven hospitals in southern Brazil, through semi-structured interviews. The NVivo software helped in the data treatment from the thematic content analysis. Results: Two analytical categories emerged from data analysis: Challenges of nursing daily life in COVID-19 units: complexity and demands of assistance; and Challenges of being a frontline nursing worker: unfolding in professional well-being and personal life. Discussion: It can be considered that the complexity and intensification of frontline work caused impacts that can lead nursing workers to illness. Actions to promote professional visibility in society are important, to demystify the romanticized image about the profession, and to problematize the importance of nursing in facing the pandemic and the impacts suffered by these workers. Conclusion: Nursing workers in COVID-19 units experience complex challenges, with repercussions on their work experience and their lives.

Introduction: Self-care is one of the concepts to be strengthened in future nurses from a learner-centered education perspective. Objective: To estimate the validation of an educational strategy through both experts and the target population judgment. Materials and Methods: The research followed a convergent parallel sequential mixed qualitative quantitative approach. In the qualitative phase, analysis of lexical similarities and hermeneutic phenomenological analysis was carried out with six students. The quantitative phase included opinions from ten experts; CVI and arithmetic mean were calculated to assess pertinence, coherence, relevance, and clarity. The Brennan-Prediger coefficient was used for measuring agreement. Results: Relationships between action inducement and introspection of self-care behaviors are identified. Overall CVI was 0.96, with a mean of 3.7±0.4. Regarding agreement, the item ‘specific objectives’ was the one that showed a p-value of 0.054 and a coefficient of 0.37. Concerning clarity, the lowest mean (3.4±0.8) and CVI (0.8) values were observed. The remaining items have a p-value >0.05. Discussion: In validating the educational intervention by the experts, a content validity index was obtained with values higher than desirable. This result is similar to that reported by other authors whose information was rated as sufficient and necessary. Conclusion: The educational intervention has the criteria for content validity according to both experts and the target population, as manifested by the reflection on the transformation of some self-care behaviors in nursing students.

Resumen
Introduction: Although it is known that death is part of the life cycle, in the face of a disease with many aspects still unknown, such as COVID-19, it is important to understand how nursing workers represent this phenomenon, since they are the only professionals that continue to care for the individual even after the end of life. Objective: to analyze the structure of social representations about death and dying due to COVID-19 elaborated by nursing professionals. Materials and methods: qualitative study anchored in the structural aspect of the Theory of Social Representations with emphasis on the Theory of the Central Nucleus, developed with 32 nursing professionals from the city of Natal, state of Rio Grande do Norte, Brazil. Data collection was performed online using the free word association technique. For data analysis, prototypical and similarity analyzes were used. Results: the probable central nucleus of the representations was constituted by the terms sadness and fear, and the composition of the peripheral system and the contrast zone reinforce this nucleus. Discussion: the core of nursing professionals' representations about death and dying from COVID-19 constitutes a controversial issueof representation and highlights the damage to the psychosocial health of frontline nursing workers. Conclusions: in view of the elaborated representations about death and dying resulting from COVID-19, it is necessary to develop coping strategies that contribute to the psychosocial health of nursing workers.
