This article analyzes how popular participation occurred in the 1st Congress of the City of Maringá, held at the end of 2003 and beginning of 2004. The purpose of the event was to collect inputs for the revision of the Municipal Master Plan in force at the time (LC 01/ 91). Together with the Participatory Budget, approved by Decree 368/2001, the Congress was the forerunner in promoting popular participation in the city's urban policies and obtained expressive participation from segments that were previously not included in the political spheres. Thus, the proposals presented by the population in the first round of the event are analyzed, with a focus on the housing issue, based on the documentary survey of the event. The debate on housing that took place at the 1st Congress of the City of Maringá was an important space for participatory debate in the municipality, which for the first time shed light on popular demands regarding housing needs, although they have not been reflected as such. in the body of the law of the current Master Plan (Law n. 632/2006), thus violating the principles of democratic management, newly placed in the City Statute, approved in 2001.

Based on the dialogue between political science and urban planning, this article exposes the results of original research on the origin of urban consortium operations, polemic Brazilian urban planning instrument to implement large urban projects. Archive research, documents analysis, and semi-structured interviews were conducted, composing a historical analysis of the instrument’s formulation, identifying the agents and political agendas involved in its promotion in São Paulo and its introduction in the City’s Statute. As a result, it concludes that the instrument was nationalized as the result from the initiatives of social movements and politicians linked to progressive parties, and inspired by initiatives that aimed at obtaining resources for objectives such as the provision of social housing. With its final writing altered by more conservative agents and interests, though, urban operations resulted in the current format, demonstrating an instrument in dispute on its normative formulation as well as on its local implementation.

The article develops a history of the residence of the architect Oscar Niemeyer at Canoas (1953), in the City of Rio de Janeiro, from its conception and construction, to the present day. The Digital Library of Biblioteca Nacional allowed the identification of a wide bibliography that had not yet been explored, and which adds to the understanding of the house’s development through time, beyond that which can be learned from its publications in magazines (specialized or not). Its architectural and landscape features, as well as its interiors, are analyzed in a discussion of the role played by house in the international architectural scene at the moment. This contextualization of the main alterations suffered by the house allows a critical patrimonial reading of its current state of conservation, while it raises arguments in an eventual stage of restoration.

The reception and appropriation of international ideas by Brazilian architects from 1960s on have barely been analyzed, differently from the national production from the first half of that century. The participation of Curitiba-based architects — Lubomir Ficinski, Roberto Gandolfi, Luiz Forte Netto, José Maria Gandolfi and Jaime Lerner — in the 1965 design competition for the Euro Kursaal Tourist Complex in San Sebastián, Spain, is an exemplary case and deserves reflection for its relevance and originality. Those professionals, having been awarded second prize, were invited to travel to Spain in order to prepare a new proposal in 1972, when the initial team split and two projects were submitted. The two final submissions ended up quite distinct from the first one. Considering the changes in the design strategy and based upon historical-interpretative method, this paper investigates the practical response of Curitiba-based architects to the international architectural theoretical propositions which they established contact with. By exploring the concept of 'architectural contact zones', the paper suggests, as a result, that the episodes experienced by those architects led to alternatives to the modernist ideal, moving towards the threshold of the postmodernist thought.

Brazilian cultural preservation gains representation in the political field with the creation of National Historic and Artistic Heritage Service (SPHAN), in the 1930s. The organ was CREATED as a result of previous events, such as the landmarking of Ouro Preto, in 1933, which was recognized as a national monument. After this achievement, the concept of cultural heritage undergoes broadening, due to several meetings with experts in order to update the concept. Over time, specific preservation programs, such as the HistoricAL Cities Reconstruction Program (PCH), the National Cultural Reference Center (CNRC) and the Monumenta Program, emerge with certain purposes, but with the same intention, to promote the preservation of cultural assets. Material and/or imaterial. The Monumenta Program was created in the late 1990s and had its practical activities started in the 2000s, with a partnership between Inter-American Development Bank (IDB), Ministries of Culture (MinC), UNESCO and IPHAN. The program covered 26 Brazilian cities from different regions, exalting culture in an egalitarian way, seeking to safeguard heritage with equanimity. This article was carried out through a literature review and aims to show how the Monumenta Program implementation process worked and what are the differences in relation to the PCH and the CNRC.

With the objective of proposing a methodological device applicable online, the bibliographic basis supported the construction of an investigative path, which, combining concepts of ethnotopography and visual mapping, can be applied as a pilot to the participants of a thematic virtual workshop, contained in the programming of a local academic event, with the potential to reveal attributes and elements of perception, belonging, culture, memory and identity, in order to question whether people perceive the presence and/or how they identify the discursive tactics present in their daily lives. A linear path was delimited for a digital flâneur to observe the graffiti along Avenida XV de Novembro in the central region of the city of Campos dos Goytacazes/RJ, on the banks of the Paraíba do Sul River, where the Campos Graffiti Festival took place in 2016.

In the final chapter of the book Der moderne Zweckbau, written in 1923, to be contextualized and partially translated in this paper, the German theorist Adolf Behne presents the rationalist trends that started to reverberate in Germany at that time. The year 1923 makes this book a historical document of the change of thought in course through those years, mainly evidenced in the third chapter through the counterpoint between German functionalism and Western rationalism presented in France and Netherlands. The research procedures to elaborate this paper includes to consult Der moderne Zweckbau in German and Spanish, and the study of architectural, theoretical and historical works to understand the content and context that involves the object of our study.

Contemporary architecture is marked by formal expressiveness. In absentia to these merely visual aspects, the use of ramps in Jean Nouvel's designs allows us to investigate the modern legacy of his masters. Above all, we studied the Oblique Architecture of Claude Parent and Paul Virilio. Originally, a challenge to Corbusian orthogonality in the French context, its concepts reverberate in current projects indistinctly as formal references and/or theoretical basis. Today, for example, its assumptions about the inclined plane inspire new issues related to land use. The analysis of the project not built by Nouvel in Rio de Janeiro - Guggenheim Museum Rio, 2002 - led us to resume this debate promoted by French architects, since the 1960s and so current.

At the years 1993 and 1997, they discussed about methodology in politics and architectonic ways, Doing, reflecting, making. And this article based on the master’s dissertation of Guarino (2020) presents and discusses the both methods of understanding of methodology in Architecture and Urbanism.
