Which is the probability of an individual for receiving benefi ts of a social policy program, given her economic vulnerability level? Has any relevance her “political voice” to enlarge this probability? The answers to these questions are some of the most important problems of public policy Agenda in Latin America, because of the rapid growth of poverty and inequality levels, during last two decades. Focusing the attention on the “targeting–universalism policies debate”, this paper will try to evaluate if, in a deep economic depression context (Argentina 2002), self–targeting cash transfer programs could serve to address main but different goals like poverty alleviation and political legitimacy. For that reason, this document analyze the outcomes of “Programa Jefas y Jefes de Hogar Desocupados”, the major program of poverty alleviation —in geographic and fi nancial terms— of the argentine social policy history.

Mexican student’s outcomes in PISA–2003 are brieflfl y described; some advantages of Mexico’s participating in that program are pointed out; and information to answer the following questions is provided: Are the socio–economic conditions of Mexican students the only factor responsible for the mentioned outcomes?; Are those outcomes proportional to Mexico’s macroeconomic indicators?; and Is absolutely true that the defi cient quality of this country’s education was caused by the growth of enrolments in secondary schools?

Frequently in politics, individuals or parties supposedly anachronistic, recover their vigor and become relevant again. This is the case of Bussi, one of the bloodiest repressors of the argentinian dictatorship. His intervention in the democratic political arena was understood by the majority of the analysts as an attempt of authoritarian restoration, such interpretation based on the assumption that the political Bussi was an exact copy of the dictatorship participant. This work questions that assumption, through an analysis of the interpellation strategies employed by Bussi during the dictatorship and in the democra tic period. The conclusion of the paper is that the argument that the military Bussi and the democratic Bussi are thesame is clearly wrong. Bussism can be considered democratic because the democratic regime was open to re–defi nitions.

This article studies the recent and spectacular immigratory phenomenon that Spain is living, with a massive arrival of foreigners that is turning to this state in one of which have a greater proportion of immigrants with respect to the total of his population within the European Union. Most of those arrivals are of people coming from Ibero–America. The study is centered in this group, and more concretely in its labor characteristics: spatial distribution of the Latin American workers by the Spanish territory, differentiation by sexes, characteristics of its contracts and how it affects unemployment to them.

The New Institutional Economics has constituted a new approach in the economic theory of institutions. This theoretical framework has implied the return of institutions to the mainstream agenda in economics. This article is an approach to the making of an institutional economic theory of the Spanish economic policy. The theoretical foundations of this paper are those from the New Institutional Economics, which improve the pre–coasean neoclassical economic theory. The relationships among institutions, policy–making and economic development are in the centre of this promising research program in social sciences.

This work analyses the international trends regarding policies on Research and Development (R+D), and reviews in detail the training of researchers in Mexico. The scientific policies promoted by the Mexican governmental agency CONACyT and in particular, the characteristics of the university system where most Mexican researchers are trained, are evaluated. The article concludes with a proposal of changes in some of the Mexican scientific policies which, after 18 years of application, have not produced the expected results.
