Spain has recently enacted a series of measures (ad ex., Ley 37/2003, del Ruido), including administrative penalties and criminal punishment (even imprisonment), that reveal a serious effort in order to prevent acoustic contamination. Also according to this purpose, the Constitutional Court has lately admitted new basis for the protection against environmental noise. Such claims may be protected through the constitutional right to life and the right to physical and moral integrity (art. 15 of the 1978 Constitution), the right to personal and family privacy (arts. 18.1 Constitution) and, also, through the right to the inviolability of domicile (art. 18.2 Constitution). The European Court of Human Rights developed this case law about ten years ago but its implementation in Spain has found some difficulties over the years. This article points out some of them as well as relates the late case law of the Constitutional Court about this topic.

Resumen
This article deals with a subject of capital importance: is it possible to get to declare the patrimonial responsibility of the State-legislator as a result of laws that have been declared unconstitutional? and, more in particular, what would happen supposing that from the previous application of such Law a series of income in charge of the citizens has been derived? It is analyzed the nature of Sentences of Constitutional Court, making a difference between those having retrospective character and those having a prospective one, and regarding these last it is examined the doctrine applied by the Spanish Supreme Court according which in cases like these an indemnity declaration in favor of affected ones is due, every time the requirements concur totally to declare patrimonial responsibility of public entities.

Resumen
This essay reports acquisition and loss of the registry of "new" political parties and political associations in the Mexican electoral system; and it displays an evaluation on such. To that effect, it is argued that beyond praiseworthy existence of those political-ideological options they do not count on sufficient root in the Mexican society and therefore little or nothing has incarnated for the political representation. Also, given the actions shown by some political institutes in relation to the use of its public financing rather than close the entrance of new political options the most viable solution is to increase the parties obligations surveillance.

Resumen
This article points out the analysis of one of the most controversial elements in the study of international law: sovereignty. Contradictory, therefore it was basic for birth of the modern international law, currently represents one of the great obstacles to increase of international relations. The quarrel has as main approach the notion of sovereignty in its origin, when the Church still represented an important force, as well as a political model -the hierocracia-, taking into account the work of Egídio Romano (De ecclesiastica potestate) which synthesizes aspiration of medieval ecclesiastical power. Considering it is necessary understand sovereignty in its modern sense, the introductory part of this article deals with it.
