Resumen
This work proposes a standardized methodology to quantify the direct and indirect tangible economic damage caused by floods in residential areas. The case studied is the basin of the River Tejalpa located in the upper reaches of the River Lerma (Mexico State). For each of the areas susceptible to flooding, the equation based on the curve of the water level versus damage was applied, and the direct loss was calculated for a specific volume of flooding. A percentage of the direct tangible loss was estimated in order to calculate the indirect tangible loss.

Resumen
This paper describes how the election campaign in the State of Mexico broke the electoral trend, as a consequence of poor candidate selection and the influence of political marketing. The electoral trend is the dependent variable, and the political marketing and selection process of the candidates are the independent variables of the study. This paper is divided into three main sections: the first shows the electoral trend and the final results of the election; the second describes the internal selection process; and the third section analyzes the performance of the candidates and their use of political marketing.

Resumen
This article considers the possibilities and limitations of a conurbation focus for the study of the process of urbanisation in Mexico. In particular, it refers to the phenomenon of metropolization and the internal urban structure. It proposes as a central line of analysis empirical reconstruction, with the result that the objective is rather more of a methodological nature. With this approach, there have been advances in the understanding of the first process; however, this did not incorporate the second. Moreover, it appears to have reached its limits when faced with recent patterns for the occupation of land, it becomes inadequate and the consequences may be seen in the increase of problems. As a conclusion, this approach does not cover the nature, situation or capacity of the internal structure, neither as an object for study, and less still as a social end. It considers first the case of Mexico City, then several medium sized cities and finally takes particular account of the city of Toluca.

Resumen
Education is a privileged resource when forming citizens around the word and Mexico cannot be the exception. In almost two decades the model of economic development has changed -from close to open- along with the political regime -from authoritarian to democratic-, which has led to an openness and attempt to modernize different aspects of national development, although these have not always been successful. One of these has been the education sector, which has had a series of structural, legal and organizational reforms in all its institutional levels, all over the country. These changes highlight the impact and achievements which the Secretaría de Educación Pública is trying to implement. All these reforms are trying to end what used to be an authoritarian and nationalist model of education. In contast, it has launched a different model which is multicultural and democratic, which requires the government's participation and involvement. Some of these measures are analyzed in this work.

Resumen
The purpose of this document is to analyse how the arrangements intended for "public safety" and "combat against poverty" were structured to provide a series of specific solutions in localised problem areas and, in recent years, these arrangements tend to establish points of convergence and contact.

This paper qualitifies production and education capital (both public and private) in the 15 member states of the European Union (EU) from 1980 to 2001. To carry out this research, a stochastic frontier model has been used, making it possible to study the role of public investment in infrastructure and education. We introduce these capitals in the inefficiency function to be estimated and take into consideration allocation criteria in European countries as determinants of productive efficiency. Findings confirm the positive influence of public capital as well as the existence of a technological catch-up.

Resumen
The landscape, a result of the interaction between different spheres of the geographic package, as well as the influence of transformations introduced by man, is the most important element to consider when we study territory. Based on this consideration, this paper has been directed towards the analysis of the structure of the landscape of the Viñales National Park, located in the province of Pinar del Río. The landscape of the Park presents a great diversity as a result of the influence of the geological and geomorphological characteristics. The results of the analysis show the existence of a strong relationship between structure and operation of the different units, which is manifested in the fact that the landscapes with mountains and highlands have a remarkable influence on the valleys, depressions and holes, predominantly because of just one paragenetic organizational pattern, which determines the functional relationship of the geosystems.
