Resumen
This article analyzes Canadian cultural policies on foreign investment in the English-language publishing industry. It focuses particularly on the study of the Foreign Investment Review Act (FIRA) and the Investment Canada Act (ICA). It argues the existence of a paradox where government protection, represented by subsidies and publishing financing programs, clashes with trade liberalization that has benefited transnational publishers. Derived from information gathered by the Association of Canadian Publishers (ACP), governmental data from Statistics Canada, and the opinion of public figures linked to the book industry, an inefficiency in policy application is observed, allowing foreign publishers to acquire Canadian companies and control the majority of the book market in Canada.

Resumen
This study focuses on the factors influencing voluntary immobility in Tecolotlán, Jalisco, during the 1970s and 1980s, within a context of high migration. The objective is to understand why young individuals aged 16 to 25 chose not to migrate to the United States, despite belonging to the age group most likely to do so. Through semi-structured interviews and thematic analysis, both economic and non-economic factors shaping this decision were identified. Stability provided by local employment, place attachment, family ties, and perceptions of risk—such as financial costs and fear of discrimination—were decisive. Indifference toward migration and risk aversion also played a role. The findings highlight the economic, social, and cultural dimensions of population retention, suggesting policies that promote local development and strengthen community ties.

Resumen
Dreamers are young migrants who were brought to the United States by their parents during childhood without legal documentation. Through the Deferred Action for Childhood Arrivals (DACA) program, some Dreamers have gained access to higher education, work permits, Social Security numbers, and driver’s licenses. Having grown up and been shaped by American values, these young individuals maintain deep roots in the United States, yet they are not permitted to fully belong to the country, experiencing simultaneous inclusion and exclusion. This study aims to identify the primary challenges and barriers to integration faced by Dreamers in the United States, based on original in-depth interviews. The experiences of Dreamers are analyzed through the theoretical-methodological framework of Critical Race Theory (CRT), Latino Critical Theory (LatCrit), and Undocumented Critical Theory (UndocuCrit), examining how the intersection of race/ethnicity, class, language, and immigration status impacts their lives and aspirations.

Resumen
The lithium economy has entered a new era characterized by the dynamic growth of battery production associated with electromobility. This era is also defined by a significant wave of strategic alliances among automotive, mining, and battery companies. Additionally, geopolitical conflicts have arisen due to China's dominance in the lithium economy's value chain.
Mexico is now preparing to integrate into this dynamic through a learning phase and the initiation of lithium industrialization. To succeed, the country will need to generate economic advantages within the framework of a nationalist lithium policy and its integration into North America's economic space.

Resumen
The objective of this work is to establish the relationship between hydrocarbon production and extraction activities in northeast Mexico, including the Burgos Basin and the states of Tamaulipas, Nuevo León, and Coahuila, and the crime rate in these municipalities. Utilizing municipal-level data from 2020, sourced from official sources, a quantitative and cross-sectional methodology is employed in a descriptive study with correlational and spatial analyses. Municipalities with active or inactive hydrocarbon extraction wells were included, representing 73 of the 132 municipalities in the northeastern states. Although the study recognizes inherent limitations due to the collected data volume, which does not allow for categorical affirmation of a causal relationship, it does permit the observation of a trend confirming the correlation between both variables. This opens the door to a more detailed exploration of the effect of oil exploration on crime behavior, considering it as an additional factor that could potentially increase it.

Resumen
The aim of this article is to analyze the educational situation of international migrant children from Haiti and Central America living in Tijuana, Mexico, in 2022, most of whom were waiting for refugee status in the United States. We use a mixed methodology that integrates the analysis of a survey of Haitian and Central American migrants who have been in Tijuana for 6 months or more, as well as interviews with migrants of these origins and key actors. As part of the results, we find a very low level of school insertion - even for those migrants who are not in shelters - and we identify a number of motivational, economic, cultural and social barriers to the school integration of these migrants, as well as the actions of the state and civil society organizations for the schooling and learning development of these populations.

Resumen
The article shows the trajectory of the Latino vote in California and Texas. It explains how and why the electoral realignment occurred in California, which turned that state into a strong bastion of the Democratic Party. Data are shown that account for the demographic change suffered in that entity, where the Latino or Hispanic community has occupied a leading role in the elections. It exposes how the environment of political polarization that is lived in the United States, the increase in the population of Latinos, in addition to the ideological transformations within the Republican Party, are making Texas have more closed and competitive elections.

A poco más de once meses de la justa electoral, resulta necesario cuestionarse si los Estados Unidos del actual presidente, Donald Trump, constituyen una era perdida.
