Resumen
The speed of technological changes and globalization means that the amount of information is greater every day, with it the needs of people, for which their demands are greater in terms of the attention required for some service. For this reason, public entities must ensure that staff have the skills for quality care. For its part, the State has overseen generating the laws and regulations to guarantee that the processes and attention to users are efficient. However, the public institutions of Guayaquil still require adjustments to avoid this situation and that is where the importance of this research lies, since, through the distinct positions of the authors, it was possible to internalize the most outstanding points about users, public servants, laws, regulations, and procedures existing in Ecuador. A documentary-type methodology was used, based on bibliographic design. With this, it is evident that in Guayaquil it is essential that the authorities not only focus on generating laws but must ensure compliance with their administrative processes following the existing legal guidelines for it.

Resumen
This research focused on analyzing the user's perception of the use of biodegradable plastics in the city of Azogues and its impact on environmental pollution. The objectives of the study are to establish the theories related to environmental conservation, identify the factors related to the user's perception of the use of plastic products, diagnose the level of acceptance of biodegradable plastics in the city, which are developed through a quantitative research methodology, with the application of a Likert scale survey and a statistical verification of the variables, where the factors related to the user's perception were identified, finding variables such as the quality of the good, the options to choose a variety of items in the purchase process, the availability of choice in the brand and economic factors; Later, the perception on the use of biodegradable plastics was diagnosed, finding that citizens are willing to maintain a culture of environmental care, as long as the practices of plastic use are regulated and the population is informed about pollution regulation techniques.

Resumen
Technologies have evolved in a vertiginous way throughout the world; the use of ICTs has become widespread in such a way that today practically every human being on the planet has access to some type of technology with internet interconnection, from smartphones to integrated systems of neural networks that have revolutionized the conception of what was understood as technology. In recent decades the name of Smart cities has emerged, which respond to new proposals to create or transform cities into smart cities. The objective of this research is to know what are the main characteristics that define this type of cities and above all to know what are the factors that affect and prevent their development in Latin America, the research is carried out under the methodological approach of bibliographic documentary type. . And among the most relevant findings is the fact that, paradoxically, smartcities not only respond to the fact that they are cities with a high incidence of technology, but rather are linked to the fact that their citizens are immersed in consolidated processes such as recycling and under a new governance approach, and to a certain extent citizens can access new trends in technology.

Resumen
Abstract: In March 2020, the World Health Organization (WHO) characterized COVID-19 as a pandemic, and established prevention protocols that suggest, among others, isolation and social distancing. Psychologists around the world, in order to comply with such provisions, have sought to implement telepsychology in their services. The main objective of the research was to compare the effectiveness of telepsychology versus face-to-face and to identify the advantages and disadvantages presented during the pandemic. The methodology used for the systematic review has a qualitative approach, with a descriptive scope. The period of time in which the information was collected was during the first four-month period of 2021 in the following databases: Science direct, Dialnet, Ebsco host, Taylor & Francis Online, Jstor, Scopus, ProQuest, among others. As a result, a total of 840 studies were obtained, of which 37 were chosen after overcoming the previous selection and discrimination criteria cited in the PRISMA guide. From the review of several articles related to telepsychology and its development during the pandemic, efficacy was evidenced in different approaches, with a significant majority in those based on Cognitive-Behavioral models, regarding its advantages and disadvantages, several have been extracted, which have been contrasted with face-to-face therapy. Finally, its development has been explored, showing an incipient growth due to the need to adapt to the restrictions imposed by the WHO to prevent the spread of the SARS-CoV-2 virus in the population.

Resumen
Abstract: In the management of workplace interpersonal conflict (WIC) is necessary to examine magnitude of changes the contextual and personal resources. The objective is to synthesize the evaluative methodologies in the WIC used by professionals and civil servants in the health sector. A systematic review was applied whose inclusion criteria considered full-text studies published in databases, directories and repositories: Wiley Online Library, Taylor & Francis, Scopus, EBSCOhost, REDIB, DOAJ and OPS-BIREME; the period of investigation was from January 2005 to July 2021, with no language limit and using nine ad hoc Spanish descriptors. Thirty-four articles fulfilled the inclusion criteria, of which 32.4 % of the studies were developed in North America, the sample size in the studies ranged from 12 to 473 subjects including doctors, nurses, other healthcare professionals, doctors and nurse managers, and support staff in healthcare facilities. Before and after the multilevel interventions for conflict resolution (duration: 1 day - 1 year) they applied five methodological evaluation alternatives, the first being the evaluation of the predominance among the six conflict management styles within a quasi-experimental design.

Abstract: According to Kruglanski, the Need for Cognitive Closure delves deeply into the motivations for how and why individuals acquire knowledge. Numerous works carried out in South Korea, the United States, Italy and the Netherlands have studied this construct. Although there are studies in the Spanish-speaking context on the Need for Cognitive Closure, the contributions come from different environments. For this reason, this systematic review aims to bring together in an organized way the works on the construct done in the Spanish-speaking environment. For this purpose, a systematic search was carried out in the databases of: BASE, Dialnet, La Referencia, Redalyc and manually through Google Scholar. The results suggest an incipient growth in theoretical progress, having registered 25 quantitative articles of which only 15 correspond to publications in scientific journals and the remaining 10 articles correspond to conference presentations and theses. These results come from three countries: Argentina, Spain and Peru; presenting a greater elaboration of the construct in the last decade. This is why the present systematic review serves as a tool to understand how the variable manifests itself in these contexts.
