Resumen
El objetivo del estudio fue explicar cómo la especificidad comunicativa del entorno digital está cambiando el modelo lineal tradicional de Lasswell. Son explorados los cambios que se producen en las unidades estructurales del modelo. Este complejo escenario se examinó a partir del material de 18 blogs de YouTube de éxito dedicados al fútbol, que tienen una audiencia de más de 1,5 millones de suscriptores, un exitoso componente comercial y una escala global de distribución de contenidos. Se comprobó que el moderno ecosistema del periodismo deportivo (el "¿Quién?" y el "¿A quién?" de Lasswell) está experimentando importantes transformaciones en términos de contenido y estructura. Y el hecho de que el periodismo digital moderno ya sea percibido por los usuarios como parte de la vida cotidiana cambia el papel de los creadores de contenidos y de los que consumen estos contenidos. El elemento "¿Con qué efecto?" sigue siendo relevante y el más cercano al clásico, que debido a la interactividad y a la capacidad de objetivar al máximo la efectividad del contenido en los medios sociales, puede convertirse en el principal factor conceptual de la narrativa digitalen el periodismo deportivo moderno

Resumen
Every State of law that really wants to achieve it's objective in maintaining a stable and democratic society must be able in dealing with those deviant character constituting a threat to the smooth functioning of the society. It is therefore the responsibility of every State of law in ensuring that all conduct of it's citizens must be able in respecting available legal prescription. The State of Ukraine has put in place credible penal laws by combating all acts considered to be bullying and a threat to social life. It is in this regard that a need for this paper was considered necessary, as it articulates the ills or aftermath of failure to effectively combat acts of bullying in Ukraine. In answering the above objective, there was the need to analyses the role of the Ukrainian Penal Laws in matters relating to bullying. From the position of the Criminal Law in Ukraine, one can ascertain that act of bullying continues to be a great pandemic to the society as we continue to experience an increase of this character irrespective of the efforts put in place by the laws. In is therefore in this regards that we think that it is not just providing the punishment of acts of bullying in the laws that is relevant, but in essence ensuring effective and severe punishment to all those considered as perpetrators of the crime concerned.

Impacto de la pandemia por SARS-CoV-2 en los trabajadores de un Hospital de Guayaquil en el año 2020

Resumen
Ecuador es uno de los países más golpeado por COVID-19 en Latinoamérica y, en consecuencia, los trabajadores de la salud del país son un grupo de alto riesgo a infectarse, relacionándose con la exposición ocupacional ligada directamente con la atención del paciente, El objetivo del estudio es conocer si el nivel de riesgo laboral está relacionado con la presentación de casos de COVID-19 en el personal de salud y administrativo de un Hospital en Guayaquil, a fin de poder evidenciar la efectividad de las medidas de bioseguridad implementadas en los ambientes de trabajo, para lo cual se realizó un estudio cuantitativo, descriptivo y transversal, y se estudió un total de la población trabajadora hospitalaria (n=1220) y su comportamiento de contagio durante todo el año 2020. Obteniendo el 58% de infectados tanto para el personal administrativo como sanitario. Se concluye que la presentación de contagios no está asociada al nivel de riesgo laboral. Dejando en evidencia que el contagio de la enfermedad está ligado al comportamiento de la población en autocuidado y relajamiento de las medidas de bioseguridad, el cual debe mantenerse a pesar de la reducción de la presentación de casos nuevos en la población trabajadora de la Institución.

Resumen
The rapid digitalization that we are experiencing, especially since covid-19, causes territorial and social inequalities among those who do not have a guaranteed right of access to the internet and to information and communication technologies. This work attempts to study the right of access to the internet and to the technologies that make it possible, in the spanish context, and to defend equal opportunities, to make fundamental rights possible in the 21st century, by presenting a right of access to the internet, based on broad principles that make the State the duty bearer and custodian, companies the responsible parties and citizens the owners, with special consideration being given to vulnerable groups.

Resumen
With the aim of contributing to the strengthening of the protection of intellectual and industrial property rights, this paper proposes a functional analysis of certain categories related to the non-contractual civil liability system contained in the laws in charge of regulating such rights. It seeks to propose a different understanding from the traditional one in matters such as proof of damages, the idea of fault and the compatibility between compensation and restitution, in order to provide the legal system with better weapons against the violations suffered by the holders of rights related to creativity.

Resumen
Ecuador, under the right of access to public information, created the Automatic Ecuadorian Judicial Procedure System (SATJE). This system was born in 1999 as an automation process after the entry into force of the Law of Transparency and Free Access to Public Information, with the aim of complying with the right to public information in court cases. The objective of this investigation was to determine if SATJE can affect fundamental human rights in relation to the external consultation module. In conclusion, the case consultation module may violate human rights such as privacy, honor and data protection, as well as emerging rights such as the right to be forgotten.

Resumen
The development of financial technologies can be divided into three stages, the third, called fintech 3.0, refers to the incursion of emerging companies that are entering to compete with large traditional financial companies. Of course, this global technological phenomenon imposes new challenges with respect to the regulation and the supervision of financial markets. However, in the case of Latin American countries, achieving greater development of fintech 3.0 involves a series of special challenges due to the obstacles imposed by the high concentration of the region’s financial markets and the way in which regulation is designed in each country. In this order, the article suggests some regulatory recommendations to facilitate greater development and penetra- tion of fintech 3.0 in the region.

Resumen
This study analyses one of the key elements of criminal law: penalty. More specifically, it studies the adequacy of the traditional constructions on the purposes of penalties in the field of cybercrime, a phenomenon with very different criminological characteristics from traditional crime. To this end, after an initial approach to crime in cyberspace, we address its fit in the fundamental postulates of each of the theories of penalties separately in order to draw preliminary conclusions and peculiarities of cyber- crime, being aware that these theories provide a critical parameter and not an unequivo- cal solution to criminal enforcement.

Resumen
The article deals with the control of non-negotiated clauses in electronic contracting, distinguishing between control of incorporation and control of content. In relation to the control of incorporation, the charges aimed at safeguarding the knowability, understandability and reasonable predictability of the clauses are critically examined, and their normative bases in Chilean law are specified. Regarding control of content, it is stated, in a prominent way, that, in light of article 16 letter g) of Law 19.496, it is an abstract control, intended to safeguard a certain degree of normative balance of the clauses, and that should not be confused with a control of surprising terms.
