Resumen
El agua fue un factor importante en los conflictos agrarios que se suscitaron en la Nueva España en la segunda mitad del siglo XVII y en el siglo XVIII, cuando aumentó la población y hubo una gran presión sobre los recursos naturales existentes. Siempre fue más escasa que la tierra y para los cultivos que necesitan riego, como la caña de azúcar y el trigo, era indispensable. Así, fue el detonador de innumerables problemas, que en algunas regiones superaron los suscitados por cuestiones de tierras.

Resumen
A fines de la época colonial había tres cárceles en la ciudad de México. Una para detenidos, conocida por la Diputación, otra para los presos adultos, encausados o sentenciados, llamada de Corte, y la cárcel de la Acordada. Los jóvenes menores de edad eran enviados a cumplir sus condenas al Hospicio de Pobres. A pesar de que estos establecimientos contaban con instalaciones separadas para hombres y mujeres, era usual que éstas fueran enviadas a la Casa de Recogidas de Santa María Magdalena.

Resumen
This paper attempts to identify and explain the perceptions of national elites on certain aspects of Chile's foreign policy. It is based on a questionnaire applied in 1990 to groups of national elites and its subsequent analysis and evaluation of their perceptions regarding certain aspects of recent Chilean foreign policy. Simple correlations of the topics addressed were processed and established, mainly those related to Chilean-North American ties, the role of the Foreign Ministry, and the relevance of economic-trade relations in the overall scope and design of Chile's foreign policy. The conclusions lead to highlighting the changes experienced by the international scene and their evident impact on the topics mentioned. Likewise, the irreplaceable role of the Foreign Ministry in the preparation and execution of foreign policy is recognized, suggesting the need for its modernization in accordance with the new realities.

Resumen
The applicability of International Humanitarian Law to the United Nations Peacekeeping Forces arises because these are precisely armed forces. In this article, the applicable legal instruments are presented and it is argued that the States that provide contingents are responsible for their dissemination, respect for Humanitarian Law and the infractions against it. It also mentions the position of the International Committee of the Red Cross on the applicability of this law and that of the United Nations. Then the problems arising with respect to the Forces currently sent to Cambodia and the former Yugoslavia are analyzed, especially with respect to the applicability of Humanitarian Law and the activities of the Committee in these regions. Finally, the possibilities of cooperation between the Forces and the Committee are evaluated.

Resumen
The transformations in the international system have provoked different reactions at the hemispheric level. The countries have focused on deepening economic openness through free trade agreements and integration schemes. The Caribbean Basin has not been immune to these processes and, particularly Venezuela, has promoted important changes, reformulating its foreign policy. Thus, the intention is to achieve an active international economic insertion, complementing oil exports with the supply of non-traditional products in a subregional framework. Taking into account the priority given to subregional issues, this paper refers to relations with the United States, Colombia, the Andean Pact, the Group of Three, the Caribbean and Central America. Finally, when evaluating the results of this trend, it is concluded that although there have been great achievements; the cost has been the political and economic disengagement at the global level.
