Resumen
This paper identifies and analyzes the place and significance of the Group of Three (G-3) in Colombia's foreign policy. In this sense, the challenges and opportunities arising from the country's growing commitment to Venezuela and Mexico are raised. Based on an evaluation of the international system, Colombian external behavior and the role of Latin America in the global projection, the preponderance acquired by the G-3 is located and explained. Finally, a conclusion is presented about the scope and limits of the Colombian policy towards this group, and about the urgent need to design and execute a more ambitious, prudent and coherent strategy in this regard.

Resumen
The changes produced on the world stage force all countries to readjust the traditional bases of their external work. Developing countries, and Chile in particular, have "the" opportunity to emerge from marginality, for which they must make decisions in some key areas such as foreign policy. In the new scenario, it is possible to identify certain megatrends and micro-trends that further complicate the vision. But, at the same time, three ideas are distinguished around which there is consensus: democracy and the social market economy, as means, and development as the objective of society. Chile has learned some lessons and has reacted, however this is not enough and it must begin a process of redefining its participation in the world. Finally, it is concluded that a new Ministry of Foreign Affairs is required and some of the characteristics that it should have are mentioned.

Resumen
The ties between Latin America and Great Britain have not been close. However, since the end of the last decade there has been a growing interest from Great Britain in the region. To understand this new trend, this paper first analyzes the antecedents of Anglo-Latin American relations since 1930. Then, the various signs that show this reorientation are examined: the respective official visits, the presence of the Latin American issue in British parliamentary debates and the strengthening of economic ties, among others. Finally, the limitations or other areas of concern of British diplomacy that condition this approach are mentioned. In conclusion, it is suggested that Great Britain's interest in Latin America will continue to the extent that this region consolidates the political and economic reforms that it is carrying out.

At the end of a lost decade in Latin America and the Caribbean, all eyes have turned to Cuba, the last to share that experience. The delay, depth and breadth of the Cuban crisis explain why its analysis still constitutes a separate case in our heterogeneity. The authors of the papers gathered in this issue of the Journal International Studies understood this, giving readers the opportunity to test their hypotheses and proposals on the nature of the regional crisis and that of Cuba, in particular. These individually and jointly develop an international political economy approach and historical perspective, covering the period from 1959 to 1991. This makes it possible to identify the specific effects of the embargo initiated in the 1960s, of the debt crisis with the Western economies, and the socialist and Soviet collapse, as well as to appreciate the combined effect of the three today.

In 1991 the remarkable association that the Soviet Union had with Cuba for thirty years came to an end. This was not primarily due to changes in Cuba or the United States, but to internal events that occurred in the Soviet Union. This had been the lifeline for Castro and Cuba, which Moscow regarded as one of its major political triumphs after World War II. Both parties had frequently pledged political loyalty to each other. To understand how and why this seemingly indestructible association ended, it is necessary to analyze the link between bilateral relations and Soviet internal politics.

Between 1986 and 1990 the Cuban economy deteriorated as a result of the Rectification Process and some external factors. As a result of the reduction of economic aid and the disappearance / reduction of trade with the Soviet Union and the countries of Eastern Europe, the worst economic crisis of the revolutionary period originated in 1991-1992. This article analyzes the internal and external changes that have affected the Cuban economy since 1986. The work is divided into four parts: a brief study of the fundamental economic characteristics of the anti-market Rectification Process; an analysis of the serious deterioration of Soviet-Cuban economic relations; an analysis of the disappearance of economic relations with the countries of Eastern Europe and; an evaluation of the socioeconomic repercussions of the three previous changes on the Cuban economy.

Resumen
1991 proved the need for a radical restructuring of the Cuban socialist model. The seriousness of the situation has prompted a search for a new model. This paper points out some basic issues and key questions related to the challenges and opportunities that are presented to Cuba, and that will inevitably be faced by the institutions that formulate the country's foreign policy. Among the fundamental issues are: the basic problems of Cuba's insertion into the world economy; the economic relations of Cuba with Latin America and the Caribbean and the perspectives of the insertion and the foreign Policy of Cuba towards the region. We maintain that the basic challenge that the restructuring of the international economy poses to Cuba is to maintain control over the determining factors of its economic and social development, under conditions in which the growth of relations with the world market is inevitable.

With the beginning of the 1990s, Cuba faces serious economic difficulties, great uncertainty and strong geopolitical pressures due to economic and political changes at the domestic level. This country will have to respond to the new situation in which it finds itself through a profound reorientation of the internal economy as well as through a new type of insertion in the international economic and geopolitical systems. This paper examines the forces that currently operate and require changes in the Cuban economy, as well as their integration into the international system, emphasizing international and domestic factors. It also explores which are the possible policies and the most feasible economic changes when Cuba seeks its reintegration into the international system and the modification of its economy, with a view to achieving true and sustainable economic growth, with sustained distributive equity.
