The author of this research describes the need to rethink the concept of technology and its implementation in developing nations. He also suggests that appropriate technology could bridge the gap between actual technology and third world countries since this movement offers a realistic view of the capacities of nations to implement different techniques. Such an approach would evolve into “progressive technology”, which would be implemented in complementary phases.

This paper addresses the issue associated with the tenant houses located in downtown Santiago. Based on field research, this study identifies new features related to these units: a) this is a latent phenomenon fueled by the presence of a real estate sub-market; b) tenement houses are inhabited by low-income groups that have no access to better housing options and prefer to live in the downtown area rather than in other parts of the city; and c) there are not so many tenement houses and they offer affordable rents, thus becoming a popular rental system that, according to the author of this research, could give rise to a housing policy intended to make up for the housing deficit that affects the country.

This paper explores new approaches to address housing financing policies. Some of the most important proposals include: a) focusing on the access to housing rather than on property; b) promoting the housing issue as a business opportunity to attract capital from the private sector; c) incorporating market mechanisms into the access to housing and tasking the State with overseeing such a process.

This paper suggests understanding housing as a cultural product and as an example of ethnic reality. As for the Mapuche case, the authors of this research recommend the use of sociocultural values to develop housing programs tailored to the immediate social environment.

This paper studies a collaborative program among the Computer Design Center at the University of Houston, the Faculty of Architecture at the University of Bío-Bío and SERVIU (VIII Region). Under this program, these two entities will use microcomputers to model, analyze and design social housing. Architecture, design and project assessment software will be used to create unique and satisfactory dwellings that could be automatically transformed in the event of modifications to building standards.

The present paper suggests that housing cooperatives are key organizations when it comes to understanding the needs of users –henceforth referred to as “requestors” – and the Ministry of Housing –henceforth referred to as “offerer.” According to the author, cooperatives are experienced enough to assume the role of a ministry since they are more citizen-friendly than the above-mentioned governmental entity.
