One of the most controversial aspects of the Cuban Revolution is to know if the previous economic and political dependence of the island with respect to the United States has not been replaced by a similar subordination relation with respect to the Soviet Union. This monograph attempts to clarify this controversy through an analysis of Cuba's international economic and political relations. The first part examines the collection of economic data accumulated for the period 1959-1978 in order to determine the degree of economic dependence of Cuba with respect to the Soviet Union. In the second, which is surely more complex and subjective, an attempt is made to evaluate the influence that any economic dependency can have on Cuba's foreign policy.

The "great men" of Latin American thought were contemporaries of the Colony, with all its institutions and realities. That was their "circumstance." We could hardly ask Andrés Bello for a unique body of ideas about his cultural, political and legal approaches to be applied in Latin America, or in a specific country in the region. Andrés Bello should be neither more nor less than the prompt, learned and prudent consultant to guide, enlighten and inform the authority. However, there are enough elements of judgment to measure his concern for Latin America and to promote the creation of solid ties between nations. Two hundred years have passed since its birth and the countries of the region show mutual misgivings and breakdowns in the collective will. Latin America, which concerned him so much, that "natural community" of republics, has not yet threaded its integration in a categorical way.

One of the most surprising developments in the world economy in recent years has been the dramatic expansion of economic relations between centrally planned economies and market economies (developed and underdeveloped). This growing trend in international economic relations has come to be known as the transnationalization of the world economy. This paper provides new observations on the role of transnational companies (from the West and the East) in the economic relations between the East-West-South, offering an overview of the essential characteristics of this triangular relationship, particularly in relation to the commercial exchange, investment, scope and mechanisms in the sale of technology to less developed countries.
