One of the most important economic problems that developing countries will face during the 1980s is that of external indebtedness. This paper analyzes in detail the future prospects for Chile's external debt for the rest of the decade. We argue that the level of domestic savings in the future is a key variable in determining at what rates the country will be able to grow. The projections indicate that, unless the domestic saving rate increases, the level of external indebtedness will be such that it will jeopardize the country's growth goals. It is also postulated that the debt level in 1981 will be one of the highest in recent years, indicating that possibly a major macroeconomic adjustment will be required in 1982 to reduce the current account deficit to more tolerable levels.

The Anglo-Argentine conflict in the South Atlantic has arisen within the framework of a process of change that had been taking place in international relations within the Western Hemisphere, both in terms of the connections between the countries of Latin America and the modalities of interaction between them and the United States. The functioning of the Inter-American System and its expectations of effectiveness had been the object of rethinking. This article examines the problem of this process based on the complex characteristics of the historical evolution of inter-American and regional relations, a perspective that will allow us to identify aspects that were present prior to the current conflict. On this basis, an attempt is made to distinguish between properly circumstantial factors and those that may have a permanent effect on the framework of hemispheric relations.

The most serious issue regarding the improvement of relations between Latin America and the United States today is that of an increasingly distant perception between these two segments or basic units, but which has only recently begun to be made explicit. In the course of the last decades, Latin America has been reaching new conditions of maturity in its international relations, both inside and outside the region. In this paper we argue that the point of balance of the hemispheric relationship is found in the design of a policy that, being specific to the case in question, is capable of recognizing the new Latin American reality and, therefore, is based on equal treatment that responds, on the one hand, to the preservation and respect of the interests of each one, but, on the other hand, it stimulates the mutual interests that may exist.

The growing process of internationalization (integration) of markets and production at the level of the world economy has a profound impact on national economies. This is expressed not only in the introduction of new production and consumption patterns that are inherent to it, but is also reflected at the level of the income distribution generated among nations, on the one hand, and in the degree of autonomy in the formulation of their own policies for each country, on the other. This paper analyzes such impact on national economies, on the possibilities of autonomous policy formulation, and proposals are made for a research agenda.

Text of the address made by the Minister of Foreign Affairs of the Federative Republic of Brazil, Ambassador Ramiro Saraiva Guerreiro, at the International Meeting on Cooperation and Development held in Cancun, Mexico, in October 1981. It highlights the importance of emphasizing the Northern Dialogue -South and its link with the international economy, identifying what developed and developing countries can do for their own benefit, in order to facilitate and accelerate a process of convergence of interests, essentially compatible, within a broader perspective. In addition, it maintains the need for the discussion to cover the current international economic situation and for the recovery effort of the Northern economies to recognize the need for progress on the problems that have prevented the international community from enjoying the full potential of the immense productive potential of the countries of the South.

Currently the link between the increase in our "external insecurity" and the presence of the so-called "national security" regimes in many Latin American countries is evident. We can clearly see that these regimes have ended up eroding the foundations of our stability and autonomy, in such a way that it is obvious to broad sectors that the reconquering of these values requires the reestablishment of democracy in Latin America. There is an urgent need to move towards the establishment of a Latin American regional security system based on the strengthening of democracy internally and in the search for a reasonable margin of autonomy at the level of international relations. In this paper some suggestions are made regarding the background, content and results that the analysis of this problem could have.

The war in the South Atlantic was not just any confrontation. The conflict synthesized in a complex way many of the problems that have characterized the international relations of Latin America and its internal dimensions. This article focuses on the following aspects of the crisis: the issue of democratization as a component of the national interest of the countries of the Southern Cone and also of the United States in the region; the problem of the "diversification of dependency" as an additional interest of the Latin American states; the future of inter-American relations; the perspectives of the Argentine-Soviet ties and, finally, the possible directions of intra-Latin American relations.

There is much to learn if, with regard to the attitude assumed by the United States in the South Atlantic conflict, the profound nature of the relations between that country and those of Latin America is analyzed. The time has certainly come to take a more mature and reasonable position. Beyond the value judgments that the current facts and circumstances may merit, it is very appropriate to explicitly take into account what has not changed or, presumably, will change in the coming years, along with what is actually being modified. With that end in mind, this paper briefly reviews the history of these relationships, with particular emphasis on the last decades.

The purpose of this work is to locate the problem of the Falkland Islands in the general context of Argentine foreign policy in recent decades and, particularly, in the critical moment that the country is experiencing, considering the broader context of its repercussions on the international relations of Latin America. We maintain that Argentina must effectively incorporate the events of Malvinas into its reality. This reality is difficult to accept, since the national process linked to Malvinas (the political-military factors that lead to the decision to occupy the islands; the military strategy applied in the operations; the subsequent socio-political and economic effects), form part of a cycle of notorious involution of Argentina in recent years, about which there are resounding economic, social and political indicators.

The Malvinas crisis brought to light the inadequacy and disarticulation of the Inter-American System, which was accentuated in the course of a long process, to regulate relations between the United States and the Latin American countries. We argue that the high vulnerability pattern that characterizes Latin America in general and Brazil in particular today requires urgent measures to be able to be satisfactorily corrected in the longer term and that the internal dimensions of Brazilian vulnerability, although they may seem less urgent than external ones, are even more serious and require prompt measures.
