For some years now, the European powers have been trying to quietly liquidate the last remnants, now almost symbolic, of their colonial past in Latin America. However, when raising the case of the Netherlands Antilles we find ourselves with the paradox that the colonial power represented by the Government of the Netherlands, is willing and even clearly determined to decolonize the colony and that instead the colony does not want to be free. This paradox makes it necessary to reformulate the decolonization problem to reflect the essence of the existing situation and to lead us to a question that will surely continue to be raised in the coming years for several other territories in the Caribbean.

This research examines the characteristics of the development of Latin America in light of its progressive insertion in the world capitalist system. The examination of this socio-historical process should allow us to delineate the probable development alternatives for Latin America. Although the main aspect of the research should focus on the study of the development of the progressive implementation of Latin American social formations, we start from the premise that the framework within which the possible development alternatives will be carried out is excessively determined by the actions of the great power blocks dominated by the great powers worldwide.

The future negotiations that will take place from September 1973 in the framework of the GATT are called the Nixon Round. Limited, in principle, to trade relations between the main global players and especially between the US, the EEC and Japan, they are inscribed in a much broader context. Added to this is the new situation in the US and, above all, the dollar crisis. We are therefore in one of those political moments in which the existing order no longer resists and it is necessary to find a new balance. In order to better systematize and clarify the problems posed by these negotiations, it is necessary to specify: The East - West political relations; the economic position of Japan; the problems of the USA; the demands of the US and, finally, the position of the EEC.

It was not until 1958 that Australian leaders raised the question of the type and intensity of ties that they found convenient to maintain with Latin America. The threat posed to its traditional markets by the protectionist policy of the European Common Market and the British intention to participate in it, would be the factors that drove Australia to search for new markets. Although the exchange with certain Latin American countries grew, it is not yet significant. Despite the mutual efforts that can be made in the field of commercial exchange, it is not possible to expect spectacular progress in this matter. However, if Argentina wishes to increase its development and political power, it must unfailingly add to the individual effort beneficial ties with other actors who share common interests, such is the case of Australia.
