Emphasis is laid on the importance of evaluating losses befare hipovolemia sets in, determining their rhythm, amount and quality; in the. need of a dynamicvaluation, taking into account the fact that volemia is related to the strength of the heart and to peripheral resistence and the effect of therapy by fluids. Iatrogenicsis a factor that should be taken into account since pathology of edema is becoming increasingly more frequent. Reference is made to the role of surgicalstimulation and of surgical and anesthetic techniques in socalled "shocking" operations and to an adequate assessment of the timeliness of the operation.According to the author, clinics is the fundamental method for assessing volemia and attention should be centered in cell metabolism.

Severa! procedures for transhepatic drainage are described: transgastric jejunostomy; transgastric pancreatic cystostomy; left hepatostomy and transgastric choledochostomy and finally, transgastric transhepatic intubation in seton. The advantages of these procedures are pointed out since, with the exception of the transgastric pancreatic cystostomy, we have never seenthem described in surgical literature.

Over the past decade, some military leaders have made clear their understanding of the relationship between economic development and national security. Developmentalists not highlight this relationship, but continue to insist that the armed forces should assume an important, if not dominant, role in the development process. Such a position is also shared by many nationalist officials. In June 1966, the Argentine armed forces deposed the constitutionally elected President of the Nation. While previous military governments had been essentially provisional in nature, General Juan Carlos Onganía insisted that his administration was the agent of the Argentine Revolution, and that he would remain in office as long as necessary to modernize the nation. For the first time, the Argentine armed forces assumed full responsibility for national development.

In this paper a very general picture is drawn, a tabulation of topics for the subsequent development of current political problems and the important topic of world problems and the position of the American continent within it. This is marked by the confrontation of power between the USSR and the US. The countries that make up the continent present the most diverse conditions in terms of political institutions, living conditions and economic and social level. And despite the fact that we are within its area of influence, there is a tendency in the US to take Latin America as a block, as if it were a whole endowed with the same political, economic and cultural characteristics. However, Latin America is an important element in the free play of world politics.

The Pacific is one of the two main centers of world trade and in this sense it is located next to Western Europe. A Pacific Free Trade Area, comprising the United States, Canada, Japan, Australia and New Zealand, would appear to have the necessary conditions for effective regional integration. The expanded Pacific area could be the broadest world trade center if there were closer cooperation for business expansion and economic development within the area. It is, however, very difficult to suddenly establish such a free trade area in the world, despite the gigantic potential for development and commercial growth that such integration would bring.

Since the Second World War, the main goal of Australian foreign policy has been to get North America to ensure Australian security. However, after seventy years of dependence on a great power - Great Britain until 1941, and the United States since then - the time seems to have come for Australians to reflect on some features of this situation of dependence, especially considering the fact that currently Southeast Asia and the Southeast Pacific may have a fairly low priority in the overall US strategy. Today there does not seem to be any great and powerful friend on whose strength we can base our physical security. For the first time, Australia will have to be self-sufficient.
