The purpose of this article is to show, through a comparative analysis of the two main policies carried through for the regulation of informal settlements, that there has to be a change of paradigm in the way of understanding cities, to manage their integration in social and spatial terms. A change that reflects these areas as part of the process of shaping of the cities through informality and auto organization. It is necessary to develop a participative urban planning that includes the demands of this sector of the population more vulnerable at the same time that it ensures its rights and commits them to their obligations as citizens, so that any policy can be successful.

Development from the local perspective has become in recent years under study and reflection from different disciplines, as a result of growing interest of European cohesion policy. Entities in Spain which respond more direct and practical to promote local development are the Local Development Agencies. These entities have been operating since the 90?s, financed largely by funds from the EU. This article is an analysis of these agencies in the metropolitan area of Valencia in order to know what has been their evolution and to what extent have actually contributed to local development in an area with specific characteristics such as a metropolitan area. The analysis is based on a survey of local development agents in the area as well as personal interviews with qualified informants. The main conclusions are that the key role these agencies exercised in certain municipalities particularly dynamic, including the promotion of employment, may be at risk as a result of the current crisis, which further exacerbated the problems locally.

Aquest estudi té com a objectiu fer una anàlisi de l?evolució de les societats de l?oest dels EE.UU. i espanyoles cap al que D. Worster anomena una « societat hidràulica ». Entén com a « societat hidràulica » una societat completament depenent de les infraestructures hidràuliques i dels recursos exògens. Es realitza una anàlisi d?aquesta construcció, d?aquesta « conquesta » del territori a travès de la política hidràulica d?ambdós països, per vore seguidament quines són les principals conseqüències territorials després de més d?un segle de grans infraestructures hidràuliques. Finalment ens concentrem sobre la situació actual de fort crisi del paradigma hidràulic com a conseqüència de l?esgotament de recursos hídrics als EE.UU. per una banda, i al fracàs del PHN i programa AGUA a Espanya.

The aim of this paper is to analyse internal migration patterns of foreigners in the two main Spanish metropolitan areas, Barcelona and Madrid. With this comparison we can observe similarities and differences in mobility patterns: demographic features of those moving seem to be similar in both urban areas, while the characteristics of their respective flows (intensity, origin and directions) present significant differences.

Between the thirties and the fifties of the 20th cent., some Valencian irrigators communities agreed to do not passively accept the government policies of water regulation. The trustees of the Acequia Real ?the most important and complex irrigation entity at the Júcar basin? led this dynamic between hydraulic interventionism and ?peripheral? reactions. They experimented new forms of internal administration as well as collaboration with the other traditional users of the basin; they worked as stakeholders of the ministers of Public Works. In this sense, the Acequia Real del Júcar is suited to an analysis of the institution and even of the process that drove it to be head of lobbing group at different scales that defended their interests in the rivers.

This paper analyses the joint planning process the Jucar and Turia rivers regulation, in order to identify the causes of the most significant technical errors. The planning process started during the Primo de Rivera dictatorship, but the definitive proposals were settled after the Civil War, in 1955, in the Júcar and Turia Regulation Project. These plans, never accepted by local stakeholders and economic agents, completely ignored the potential of groundwater resources and failed in the assessment of water resources, causing the over-dimensioning of some critical infrastructures.

Between 1928 and 1936 the projects of river regulation in the Turia basin caused important conflicts. A private company, REVA, obtained a legal concession to build several reservoirs and hydropower stations. The traditional users rejected this initiative and promoted the creation of a basin authority, the Confederación Hidrográfica del Turia, in order to stop the private action, and to control the management of the river regulation. This article describes the different stages of this conflict, analyzing the position of all the involved agents, in order to improve our knowledge on a key period for the implementation of the Spanish basin authorities.
