Achille Mbembe displaces and reformulates the Foucaultian hypothesis that diagnoses the present according to the governmental veridiction mode that has been directed towards life since the 19th century, by contrasting the idea of a sovereign necropower that produces death. If Foucault notices that a certain idea of “desire” serves as a support and impulse to the understanding of biopower, could we say that there is something similar in the case of necropower, but directed towards death? Through a review of both proposals, the desiring specificity of necropower and its ethical-political effects will be critically examined.

The intention of this article is to explore new forms of expression of Biopolitics, arising from the social and political transformations of citizen empowerment, seen as the unwanted effect of neoliberalism, are factors of the development of a malaise and fear of the State, which interrelated, shape new ways of conceiving democracy. This new form is articulated under fake forms that hide these new forms of domination typical of the Hobbesian way of understanding politics.

The MIL Cities model was launched by UNESCO in 2018 as an alternative to the demands of society in the information age, focusing on the promotion of Media and Information Literacy (MIL). This concept encompasses actions in physical and digital spaces, with the participation of traditional actors of formal education, including public and private universities, media, artists and other civil society actors. From this perspective, this article presents the MIL University Cities model as a proposal for transforming the university environment in order to train its members and disseminate knowledge in the light of media and information literacy, which is increasingly necessary in the current context. Thus, this study identifies barriers and opportunities for the adoption of the aforementioned framework, taking as its object of study some faculties of the campuses of the University of São Paulo (USP) in Brazil and the Autonomous University of Barcelona (UAB) in Spain, both pioneers in the design and implementation of a campus that is committed to the AMI. The methodology adopted includes the use of inductive methods and case studies, inspired by the 20 Cultural Barriers to Communication (CCB) methodology. The results identify eight BCCs at USP and twelve BCCs at UAB, and stress the importance of promoting the application of the model in other social scenarios.

The ecosystem made up of institutions, content and users is what is called web 2.0, whose main objective is to promote bidirectional communication, by giving the user a leading role, a greater ability to interact with the content and the possibility of customizing the the way they are consumed. Hypertextuality, interactivity and multimedia represent a challenge for those in charge of managing institutional communication and, in turn, the opportunity to reach more people with different ways of understanding and accessing information. This research aims to analyze the way in which Ecuadorian public universities communicate and how they comply with the established standards in terms of usability, positioning, accessibility and user experience of educational portals 2.0. The results show how the process of adaptation to this new communication paradigm is carried out, despite the fact that there is a lot of work to be done. Web 2.0 offers an opportunity to improve institutional communication and reach a wider audience, but it also presents challenges for those managing this communication. In order to fully take advantage of the opportunities offered by the digital ecosystem, it is necessary for institutions to adapt and properly utilize its features and tools.

The urgent virtualisation of academic activity in educational centres forced by the confinement decreed in Spain between the months of March and May 2020 posed a challenge previously unknown to the entire educational community. Information and communication technologies became essential tools to guarantee the continuity of the course. This situation highlighted the lack of technological equipment for the most vulnerable groups of the population and further increased the «digital divide», putting at risk the monitoring and school performance of pupils in these sectors. Among the most affected groups is that of gipsy students, as demonstrated in schools such as CEIP Nueva Segovia, (Segovia, Spain). This paper is the result of a qualitative and quantitative research carried out in this school, which has made it possible to identify and analyse the technological devices available to gipsy students, the perception of the different members of the educational community on the use of technologies and, finally, the training of these members in relation to new technologies. The results reveal the needs not only for equipment, but also for training in new technologies that both families and students have. These results show the importance of a new curricular approach for pupils with educational compensation needs to eliminate this situation of inequality.

Tourism has become one of the fastest growing economic sectors in the world thanks, among other factors, to the development of the Internet and social media, which help to facilitate the dissemination of the tourist attractions of destinations, although they also allow the proliferation of false news or fake news. To fight against disinformation, fact-checking platforms, or data verification, have become suitable tools to fight against this false information. The objective of this research is to analyze the characteristics of fake news about tourism that have been verified by a total of eleven verification platforms in Spain and Latin America in the period between January 1 and July 31, 2022, through an analysis of contents. The results show that Facebook is the social medium in which false news about tourism proliferates the most. The predominant theme of tourist hoaxes has been economic issues and most have attributed falsehoods to institutions in order to deceive users. It is concluded that fact-checking still has a long way to go to verify tourism news and that there are many academic fields in which this phenomenon can be investigated.
