El segle XXI es caracteritza per l’augment de la violència contra les dones migrants llatinoamericanes. Independentment de les causes, aquestes dones s’enfronten a diferents formes de violència masclista al llarg del procés de migració i trànsit. Partint de la proposta de la vulnerabilitat del cos femení, de la cossificació dels cossos, marcada pel patriarcat que encara perviu en un espaitransnacional, s’analitzen les migracions femenines i alguns exemples de fluxos i casos que mereixen ser denunciats. La investigació es basa en l’anàlisi de publicacions periòdiques, pàgines web governamentals, informes d’organitzacionscivils i entrevistes.

En acabar la primera dècada del segle XXI la  naturalització va prendre notorietat com a conseqüència de l’increment de cubans i cubanes que van aconseguir la nacionalitat equatoriana. Aquest tema va obrir el debat en l’opinió públicasobre un afer poc explorat des de l’acadèmia, però que els diferents governs de torn ja legislaven des dels seus orígens. L’objectiu d’aquest article es cobriren part aquest buit tot analitzant els criteris de l’Estat equatorià al llarg de la seva història per atorgar la carta a naturalització als estrangers i a qui es va concedir majoritàriament la nacionalitat equatoriana. Des del punt de vista metodològic, l’estudi es basa en la revisió dels marcs constitucionals des del 1830 al 2008, en l’anàlisi de les lleis de naturalització, en la revisió de les actes del 1889 al 1950 i en les dades estadístiques contemporànies sobre la matèria del 2017 al 2022.

En aquest article es proposa una aproximació a les performances rituals afrocatòliques a la ciutat de Buenos Aires de final del segle xviii. Partint d’un gran nombre de fonts locals es reconstrueix una situació general que dialoga amb la resta de les Índies, de manera que es mostren similituds i algunesdiferències respecte al que succeí al sud de Brasil. Així mateix, l’article avança en l’estudi de les nacions africanes i proposa que una de les seves característiques més importants era la elusivitat. Aquesta elusivitat permetia conservar espais de negritud on les perfomances afrocatòliques eren protagonistes.

This article problematizes the invisibility of the enslaved black woman from a decolonial theoretical approach to confronting contemporary slave labor, methodologically adopting a qualitative approach and bibliographic review research focusing on belonging-social recognition and black feminism and equity. We discuss the position of black women in Brazilian patriarchal society, their invisibility, and the decolonial feminist methodology as an institutional strategy for a political, legal, and economic reaction against contemporary enslavement, adopting the contributions of Ibarra-Colado and Maria Lugones as references. We found that the black woman is doubly vulnerable due to her color and gender, making her condition in the social relations of work essentially based on an asymmetry of power between her, a working black woman, and her employers. This consequentially naturalizes the practices of invisibility through the choices of public and private policies to combat exploitation. It is concluded that there is a need to redesign organizational strategies to combat contemporary slave labor from a decolonial perspective that values Brazilian particularities and diversities, ensuring effective recognition and confrontation of the invisibility of black women, providing them with a more dignified, more equal, and less peripheral life.

Project management increasingly focuses on delivering benefits, considering institutional complexity and global challenges. Inland waterway transport (IWT) projects appear in the Brazilian Nationally Determined Contribution following the Paris Agreement. However, Brazilian IWT projects remain underdeveloped, and waterway freight transport capacity is underutilized. There is a literature gap on the links between budget performance, policy, politics, and project management. In particular, we know little about the effects of the interactions between governance mechanisms and public budget execution on the procurement of waterway transport infrastructure projects in Brazil. This paper aims to assess Brazilian waterway infrastructure budgetary execution and governance arrangements to determine the influence of these factors on policy failures. We performed a qualitative analysis of policy plans and investments made between 2014 and 2020 through interviews and documental research to examine 109 waterway infrastructure projects. All respondents pointed out the lack of planning as an obstacle to waterway projects, and 74% reported budget shortness. Nevertheless, we found USD 43.2 million available in budgets that were never utilized. The inability to invest is a bigger obstacle for Brazilian waterway projects than budget insufficiency. We recommend an adaptive management approach to allocate investments, in which stakeholders learn together to implement more effective project strategies.

Job advertisements may present elements of racial oppression, albeit in subtle ways, as in the expressions “good looks” and “good hygiene.” This acknowledgment makes us reflect that the job market, and society in general, is racially structured, not only in the permanence and professional advancement of black women but even in recruitment, including online job advertisements. This research aims to understand how the publication of job advertisements with phenotypic characteristics such as “good looks” contribute to the perpetuation of racism and sexism. Specifically, we aim to understand how resistance to racist labor market practices and structure occurs. We invoke references of decoloniality and intersectionality and use thematic analysis in a corpus of 285 job advertisements on four classified sites and four black employability initiatives present on LinkedIn. In the results and discussion, we indicate that an ideal of a white worker is perpetuated in the domestic work market and that good image and good hygiene are euphemistic expressions that mask racism in the labor market, which is a remnant of slavery. Current black employability initiatives highlight the need to think about affirmative action for black men and women, historically excluded from more prestigious and remunerative jobs and decision-making spaces. This movement, between oppression, resistance, and black existence, operates a decolonial project of intervention in reality, the main contribution of this research.

This study investigates the effects of the implementation of racial quotas on the representation of black people in the legal sector, based on structural racism as a slave-holding practice of racial discrimination. A qualitative methodology was adopted, with semi-structured interviews and documental analysis of public notices and results of public tenders, with a prediction of racial quotas for legal careers in the state of Rio de Janeiro in the last ten years. Eleven holders of leadership positions in legal careers were selected – prosecutor, judge, attorney, and defender – self-declared black. Based on the interviewees’ perception’, an analysis was made of applying the quota policy in public tenders for legal careers. The results point to evidence of failures in the implementation of this policy, both based on legal provisions and document analysis, and on the respondents’ perceptions. It is concluded that the simple prediction of vacancies was not enough to increase bureaucratic racial diversity and structural racism is one of the impediments to the success of the quota policy.
