Resumen
Currently, Ecuador is going through an administrative crisis that specifically affects the National Police. Over the past period, there have been frequent changes in senior management, resulting in permanent relocations to administrative locations, forcing officials who previously performed a variety of other tasks to adapt to the new procedures required for relocation , which has resulted in an unsatisfactory response in the fulfillment of administrative functions. After presenting this overview, this study seeks to focus on the current multifunctional performance of police personnel belonging to the administrative area of the Quito regime. In this document, a mixed approach was applied with the investigative modality of a bibliographical nature that through a questionnaire to obtain specific answers about what happens internally in the police institution to the 357 servers that would form the total population, but with a sample size of 185 people. Finally, it was possible to show that the police officers of the area under study have a certain level of disagreement regarding the assignment of functions to which they were requested and it is suggested that they continue working on strategies that allow improvements in both security and compliance inside and outside the police institution of the Quito regime.

Resumen
Seismic events by their genesis respond to the intrinsic variability of the internal geological activity of the planet, despite the existence of early detection instruments such as seismographs, even the existing preparation is not the best to respond adequately to such events, so this research allows understanding the level of vulnerability of houses considered as heritage assets, because these houses have a cultural value, and it is important to take actions to preserve this cultural and architectural memory. Seismic evaluation matrices were used to measure the level of risk in the buildings, which was based on three axes, the first prioritized the attention of the immovable cultural heritage in terms of heritage value, the second evaluated the seismic hazard, and the third evaluated and quantified the seismic vulnerability of the immovable cultural assets. From the results obtained, a socio-cultural and economic valuation level of "0.72" was obtained, also, the seismic threat was evaluated with an estimate of "0.63", and the vulnerability level with a value of "0.5". The total seismic risk was "0.95", concluding that the heritage dwellings present a high degree of seismic vulnerability, due to their constructive genesis, in addition to the different factors such as water percolation due to pipes in poor condition and rains, which have been weakening the structures little by little.

Resumen
The latest events that have occurred worldwide, in the health system, leave the door open for a new suspicion of diseases that could arise, including zoonoses, which can generate a global social, economic and health crisis due to the lack of preparation in the health system, in addition professionals are subject to Burnout syndrome, which is a problem that affects not only the health of health professionals, but also the quality of care, deteriorates the patient-health worker relationship and has a high social and economic cost. The objective of this research is to analyze the incidence of a new pandemic caused by a zoonosis in the health system at the National level. We worked with a methodology of qualitative approach and descriptive nature, where it is detailed how the Local Public Health System would face the suspicion and spread of a new zoonosis, which can reach pandemic levels, the research does not intend to provide strategies to mitigate or reduce infection levels, if not reveal a reality. As a result and conclusions, the need to use an external communication model, based on trust, was obtained to keep the population informed and the main stakeholders with whom it would articulate to face a new outbreak of zoonoses would be the Minister of Health, Director of the ECU 911, Governors, Commander of the National Police, Authorities of the decentralized autonomous governments, Authorities of the educational system, cantonal governments and zonal health directors.

Resumen
Currently, due to the global economic crisis that exists, many people try to save as much money as possible, especially in basic housing services, since they depend directly on the use that each person requires, for this reason it is important to look for alternatives to minimize expenses in terms of household resources. The purpose of this article was to develop a system that allows to control, monitor and automate a house at low cost, from any device with a web browser, connected to the local Wi-Fi network of the house with or without internet and even through the Wi-Fi network itself provided by the ESP32 development board acting as an Access Point. It was possible to develop a system with the possibility of using it with various devices that contain a web browser, maintaining the same functionalities with a responsive web design, easy to use, access control and user management, in addition to providing the ease firmware updating of the system wirelessly.

Resumen
The need to guarantee improvements in the teaching process has generated numerous ways of modernizing education, changing the pedagogical experiences of teachers. This study summarizes the experiences and main lessons that were obtained when preparing and developing a workshop at the Technical University of Babahoyo. It also includes some experiences from some similar workshops that were previously organized. In response to the existing problems in the methodological work in said university, the article is carried out that has as its objective: to favor the preparation of English language teachers, with a view to the improvement of the methodological work. To carry it out and with the help of different research methods such as observation and analysis of documents, methodological workshops were designed with a view to improvements in the English teaching-learning process, in the virtual academic programs that university offer. It has the mission of being a Higher Education center where its priority is to generate, apply and disseminate the training of competent and humanistic professionals through its functions as a teacher, to raise the quality of life of society and its ecological environment. Its Vision is aimed at being a Higher Education institution with leadership and national accreditation, integrated to the development of society, promoting the academy, research and connection; committed to innovation, entrepreneurship, the practice of moral, ethical and civic values.

Resumen
The selection and retention of human talent are critical processes for the success of any company or organization, and talent management must adapt to the constant change in technological and social trends in the environment where it develops. This research presents the most recent publications where new technologies contribute to these processes, such as: automating repetitive and tedious tasks in the talent selection process, such as resume review and interview scheduling, identification of candidates that fit for the position and the organizational culture of the company; how they can be programmed to be "blind" to characteristics such as age, gender, race, etc., and considering ethics and diversity at all times; the risk of unconscious biases in the selection of candidates is reduced; They can help companies or organizations discover potential candidates who might otherwise have gone unnoticed by searching social media and job websites, as well as be used to assess the experience and skills of candidates based on their activity. online; online technologies allow evaluating and selecting candidates from different parts of the world, without having to physically travel, reducing costs and increasing efficiency in the selection process; virtual and augmented reality, can help companies assess technical and practical skills, especially in positions that require skills.

Resumen
This study focuses on a systematic review of the phenomenon of ICT in formative assessment and how it improves teacher management in basic education. To this end, the objective was identified as being to assess the effectiveness of information and communication technology (ICT)-based strategies in teacher management. This research followed the PRISMA methodology and also considered literature from Scielo, Redaly.org, Dialnet, ERIC and other databases such as Google scholar. The work of identification, screening, eligibility and inclusion took approximately 2 months. The search was carried out using inclusion criteria: research articles, case studies, qualitative and quantitative systematic reviews that established a relationship with the phenomenon under study. Of the 200 studies reviewed through the specialised search, 20 articles related to the application of ICT in formative assessment and how it improves teacher management in basic education were considered. The exclusion criteria were all research that was not of educational category and that was found in unreliable indexed databases. It was concluded that the implementation of a formative assessment programme incorporating ICTs can offer teachers a quick and easy way to identify students' needs and provide them with meaningful feedback.

Resumen
The meteorological recording data is an activity that does not require complex processes; however, complete information or records from specific sites cannot always be obtained due to the limited coverage of meteorological stations from responsible institutions. For this reason, the objective of this research was to perform an analysis of climate variability using estimates of meteorological factors from the MERRA-2 product. To achieve this objective, a methodological process was defined, including data collection, information processing, data filling, validation, data analysis, and presentation of results. Data from meteorological stations (INAMHI) near the study site were classified according to data availability and year of record, and then a correlational analysis and reliability analysis were performed, which allowed us to establish a degree of relationship according to the homogeneity of the data from a base station. This analysis was applied by relating the data obtained from the Prediction of Worldwide Energy Resource platform using the MERRA-2 satellite product (NASA) with INAMHI stations. The results of this research demonstrate that the MERRA-2 product can be used to estimate variations in meteorological patterns due to its degree of correlation with interpolated information from nearby stations. Once the results were analyzed, it was determined that there are anomalous behaviors in precipitation as well as minimum, average, and maximum temperatures in the Juan Chazo microbasin during the analyzed period (41 years).

Resumen
The present scientific article is about the towns and indigenous nationalities of Ecuador, who have as practices and ancestral mores, the utilization (sowing, cultivation, and consumption) of plants like coca, cannabis, ayahuasca, among others, which ones are used in their natural state. This custom of towns and indigenous nationalities, we present them in front of the punitive power of the state and the faculty that has of sanctioning conducts that are find typified in the Comprehensive Organic Code Penal. For this, we have taken as reference the case Nr. 02241-2013-0002, in which it applies a method and approach, i.e., qualitative-quantitative. Accompanied of normative, doctrinaire, and jurisprudential criteria, as the same as criteria issued by international treaties signed by Ecuador. In this way, it is possible to determine the action of the punitive power against the customs of the peoples and indigenous nationalities and in turn, an analysis of weighting of rights and respect for what is established in the 2008 Constitution of Ecuador is carried out. Seeking in this way a comprehensive guarantee towards the rights of peoples and indigenous nationalities. In this way, it is identified that the customs of peoples and indigenous nationalities cannot and should not be transgressed by the punitive power of the state, but rather persecution and discrimination against the behaviors and acts that peoples and nationalities may have due to its own and the ancient customs that were adopted long before the in Ecuador.

Resumen
The environmental noise generated in the surroundings of educational institutions, depending on its intensity, can affect to a greater or lesser extent the teaching-learning process, both for students and teachers. This research attempts to analyze this effect measured through the perception of Generation Z in the city of Guayaquil, and aimed to develop a mitigation plan from two perspectives: from Citizen Participation and Educational Centers. The information was collected through multiple response surveys, a convenience sampling of 452 individuals; bivariate tables and pyramidal graphs were used for analysis, revealing the perception of young people as users of the educational service and their discomfort with the noise generated both inside and outside the institutions. Finally, a mitigation plan and implementation schedule is proposed for the Citizen Participation as a generator of noise and as relatives of those affected; and Educational Centers as affected entities and place where teachers and students are located. Young people are willing to be agents of change, so we must take advantage of this predisposition, creating activities that actively involve them, and even more, we can achieve a message for young people given by young people, so that it is clear, direct, and has the desired effects of change.
