This article analyzes the Chilean social uprising of October 2019 onwards, based on qualitative research carried out in three regions of the country: Santiago, Valparaíso, and Concepción. It is suggested that, although this can be considered as a culminating event in the mobilization cycle that began in 2006 in the country, it presents elements that make it qualitatively different from that process. (a) Protests took the form of a social outbreak and, although their demands converged with those expressed in previous mobilizations, they were not led by the organizations that participated in that process. This implied that the massiveness, the repertoires of protest, the diffusion, and the forms of convocation of the outbreak reached people who had not previously demonstrated in the street and who were not linked to parties or social organizations. (b) Secondly, it is proposed that the political senses generated from the protests allow us to understand, to a large extent, the electoral success of independents in the election of constituents, in October 2020.

The Universal Basic Income has been formulated as a free and universal salary standard that partially resolves the injustice due to labor exploitation and labor alienation caused by the means of production, whether these are managed by natural people or the State itself. It seems that the term “work” plays an important role in this political theory. Moreover, after studying the path from Aristotle to Marx, it conveys the impression that these are foundations by others, such as justice or injustice. Thus, the partial extension of the solution granted by UBI seems to be unclear given the alienation of societies where individuals alienate their own work, their product, and consequently, the whole of social life. When elucidating these problems from the Philosophy of Political Science we are allowed to better consider such limitations, flexibility and possibilities of implementation. Hence, UBI turns out to be an advance that can be essential to achieve greater justice and freedom.

In the context of the "turn to the right", neoliberal governments took office in some South American countries, including Argentina, Brazil, Ecuador, Uruguay, and the coup in Bolivia. The case of Argentina is paradigmatic: The markedly neoliberal profile of the government of Mauricio Macri (2015-2019) seemed to follow the dynamics of the shift to the right. However, despite the immense support of the mass media, the judiciary, important economic corporations, and multilateral organizations of credit, like the International Monetary Fund (IMF), the government lost the presidential elections of 2019. In this paper we analyze the political cycle erected between 2015 and 2019, concentrating on the dynamics of social mobilization, especially regarding its actors, demands, and repertoires The argument we propose is that the turn to the right was left unfinished due to a situation of “impossible tiebreaker” around neoliberalism. Social mobilization played a central role, not only in terms of street resistance but also because it became a space for political-party convergence, crystallized in the Frente de Todos. In methodological terms, we follow a mixed and multi-method strategy.

This article's main objective is to reflect on how and to what extent the pandemic affected and modified the forms of feminist activism in Chile? What impacts has the confinement had on the ways of organizing, the ability to convene and social pressure? What are the particularities of the Chilean case, given the pandemic ocurred in the midst of social revolt and the constituent process? What efforts have been made to stay active? Based on the results of the 8M 2021 Survey, the article reflects on the concretization of some key characteristics to understand and interpret contemporary Chilean feminisms, and through the results, it demonstrates the capacity for reinvention and feminist resistance to adapt to the context of pandemic-related confinement while continuing to activate as relevant political actors.

El 27 de abril de 2022, la medicina, la salud pública, la educación médica superior y la Revolución cubana sufrieron una gran pérdida, con la desaparición física del destacado profesor y salubrista DrC. Juan Vela Valdés, a la edad de 77 años.Por su tesis para obtener su Doctorado en Ciencias de la Salud titulada «Formación de médicos para los servicios de salud en Cuba: 1959-2014», una investigación histórica de corte cualitativo donde se empleó el método histórico-lógico, el Dr. Vela recibió en 2016 el Premio Nacional Academia que concede anualmente la Academia de Ciencias de Cuba a los resultados más relevantes de la investigación científica cubana durante el año.Durante su vida recibió múltiples reconocimientos, distinciones y medallas. Pero todos estos altos galardones obtenidos, no m enguaron en nada su modestia, su amor a la profesión, sus condiciones humanas y su amor a la Patria.Por último el pasado, 12 de mayo del 2022 en acto solemne en el Aula Magna de la Universidad de La Habana, le fue otorgado el título post-mortem de Doctor Honoris Causa de la Educación Superior Cubana

Introduction: The administration, direction, government or management arises from the first moment in which the human being had to carry out actions that exceed their physical, intellectual capacity or both. Historically, the public administration has been a bad example of an efficient institution, not it could be said that attempts to organize their work with the idea of doing things well have been lacking.Objective: To describe the theoretical and methodological foundations, trends and transformations of public administration and its specific development in the field of public health.Development: A review of the scientific-technical literature was carried out, which included: specialized articles; reports, programs and guides of scientific societies; summaries of scientific congresses and study commissions; government and state documents; specialized university sites including study programs; thesis; courses and webinars.Conclusions: The public administration is the one that creates strategic, tactical and operational conditions so that the successive functions of organization, direction and control are conceived in a rational way and constitute among all the harmonic way in which the events are supposed to occur.

En estas páginas selecciono pinceladas de sucesos -tal como los recuerdo- que me conmovieron y que quedaron impresos en mi memoria para toda la vida actuando como médico rural, así como confesiones –algunas íntimas e inéditas-, luego de tantos años, como modesto homenaje a todos de los que tanto aprendí entonces, para luego haber podido ejercer lo más decentemente posible la hermosa profesión médica.
