Resumen
The media take a fundamental role in the construction of the citizen’s particular vision on the political reality. These informative enterprises present the information in a specific way in order to transmit their own interpretation of the events. On this premise, this work analyzes the frames used by 18 Latin-American media enterprises to inform bout the 2016 USA Presidential Campaign. It starts with the hypothesis that these media, following tendencies found in the results of past investigations, will use mostly strategic frames to inform or present the American political process, and that this tendency will remain regardless the differences between the media enterprises or the countries analyzed. Additionally, specific frames were design to detect which particularities of the American political system were considered to frame the political information.

Since the economic crisis of 2008, the public administration has shown increasing interest in establishing relations of trust with its citizens. Consequently, the concept of Citizen Engagement has become a recurrent object of study for academics who have extolled the virtues of public participation and collective deliberation as a fundamental component of a responsible democracy (Carpini et al., 2004; Dahlgren, 2005; Carpini, 2009). However, investigations devoted to the definition of Citizen Engagement are rare, and only a few studies have tried to explain its components and how it can be activated. This article has three objectives, which are as follows: 1) to identify specific attitudes and behaviours that indicate engagement; 2) to explore and identify the factors of citizen engagement; and 3) to develop a set of suggestions to improve its management. In order to achieve the stated aims, a theoretical study of the concept has been carried out, followed by a factor analysis. Data has been obtained from European surveys of 2013 and refer to 27 countries on the continent. Finally, the article provides suggestions to institutions in order for them to establish relationships with their audiences.

The current media ecosystem is reconfiguring the place of traditional media, particularly in the way the news is consumed by the audience. The objective of this research, of a qualitative and exploratory nature and carried out through in-depth interviews, is to describe the informative routines of a group of young people who attend the university in the Autonomous City of Buenos Aires and the Gran Buenos Aires Agglomerate, Argentina. The results indicate that traditional media occupy a peripheral niche in news consumption, that they are consumed collectively and that the smartphone is imposed as a hegemonic device for individual use. These findings allow us to understand the evolution of audiences and the adaptation of traditional media in their ways of informing.

This article assesses how schools manage their communication with students' families. Schools face a challenge that combines the massive use of digital communication by families, considerable socioeconomic variance in their educational contexts, and a diversity of organizational policies and leadership styles. Based on a case study of a network of twelve private schools in Montevideo, we conducted semi-structured interviews with principals and teachers. Our findings indicate that, despite the massification of digital devices, principals and teachers continue to express preferences for traditional non-digital channels of communication, for the majority of school-related topics. Even without an explicit rejection of digital technologies, respondents manifest diverse barriers that prevent their implementation. Recommendations are provided for rethinking communication based on organizational strategies.

In this article, trajectories of two fictional characters are reconstructed from their beginnings to their arrival at cinema: Avivato and El Gordo Villanueva. Both had their origins in magazines, but their allure for audiences was such, that they were brought to broadcasting and to the big screen. Although they are not the unique graphic characters that crossed this passage, interest in them lies in that they feature a characteristic type: the chanta. The two of them share certain idiosyncrasy and mode of behavior representative of an urban popular classes fraction in Argentina. Reading of these cases is conducted from cultural history and allows to observe how projection of a fictional character was articulated in its transmedial configuration. Finally, textual and situated analysis of both films unfolds some continuities and transformations produced between 1949 and 1964 within the Argentine cultural industry.

In the decade of 1940 different Latin American countries developed national film industries whose activities implied a constant tension between nationalistic intentions and cosmopolitan productions. Chilefilms is a noteworthy case of study due to its history and some of the movies it produced, mainly two film directed by Argentine filmmakers: La casa está vacía, by Carlos Schlieper, and La dama de la muerte, by Carlos Hugo Christensen. Taking these productions as a starting point, this article looks into historiography’s traditional concepts in order to propose alternative approaches that will enrichen Latin American classical cinema studies. Therefore, their divergences with classical cinema are considered through their time-space construction and their narrative lines, focusing on their detour from generic and authorial traditions.

Resumen
This article reflects on the changes in the ways of representation in Latin American photography during the 1990s. In this period, it is possible to observe a rupture with the documentary photography of direct registration, a kind of aesthetics that had been established as a feature of the regional photography in the preceding decades. The above-mentioned transformation can be observed from the rise of photographic works characterized by the authors' intervention (either on the level of representation and/or the level of the represented), causing a dimension of temporality typical of contemporary art and the Latin Americanist thought: to deconstruct the images that shaped our imaginaries and the Latin American identity in the present. In this sense, the documents and minutes from the Latin American Colloquiums of Photography, which took place between 1978 and 1996, are inquired. During these colloquiums, photographic practices tried to be defined and categorized.

El objetivo del presente artículo es dar cuenta del proceso de construcción del sistema ferroviario de pasajeros de la Región Metropolitana de Buenos Aires (RMBA) como problema público en el período 2002-2015. Dicho análisis se aborda al estudiar la evolución que tuvieron los conflictos desarrollados en el interior del sistema y las controversias en torno a su problematización social en la arena pública, a partir del tratamiento dado a la temática en la prensa. Se implementa una estrategia metodológica cuantitativa y cualitativa que combina el uso de fuentes primarias y secundarias. Se sostiene que las perturbaciones del sistema (conflictos y accidentes) coadyuvaron progresivamente a madurar los debates en torno a la definición del problema ferroviario, hasta consolidarlo asociado a la cuestión de la corrupción.
