Resumen
Although urban legislation is fundamental to improve the living conditions of Peruvian cities, in the case of Metropolitan Lima the regulatory framework for urban planning is, to say the least, chaotic and ineffective. For this reason, in this paper we describe and analyze the regulatory framework of urban development at the metropolitan level with the objective that the legibility of the regulations helps to improve the design of public policies and guidelines for the planning of the city. Through cabinet analysis, workshops and unstructured interviews, we studied the history, actors and instruments of the urban planning regulatory framework of Metropolitan Lima. We conclude that this legal framework currently faces critical challenges such as administrative fragmentation and lack of vision of the city, institutional weakness and the lack of systematicity in the regulations.

Resumen
COVID-19 has changed the way we live and with it, the ways, conditions, and sanitary measures at work. In addition to these notable changes, this pandemic has created great uncertainty among the whole society and diverse questionings about its management in the workplace. Precisely, COVID-19 has caused an impact on the labour relationships, both in the modification of work systems, and the appearance of new legal conflicts involving labour aspects, mainly due to the spread of coronavirus in the workplace or on the occasion of the labours carried out by workers. The main conflicts are related to the matters of compensation for damages, challenge of dismissals, payment of social benefits, questioning of measures to suspend the working relationships between employers and employees, among others.

Introduction: Research training is fundamental in residency because it stimulates critical thinking and elevates the quality of attention. However, research training for professionals in training is scarce and does not allow them to perform successfully in research work.Objective: To describe the level of knowledge about research methodology, statistics and epidemiology in resident physicians and resident nurses of a pediatric hospital.Method: Observational, descriptive and transversal study. All resident physicians and registered pediatric nurses of the Pediatric Hospital Dr. Avelino Castelán, cycle June-December 2017, were invited to participate. A questionnaire was distributed to them. The data was loaded and processed statistically.Results: Of the 26 participants; 18 were resident doctors and 8 resident nurses. Of which 21 were women and 5 men, age range 25-35 years. In relation to scientific habits 11 (42.3%) carried out some course in statistics, research methodology or epidemiology. The median of publications read was 1 per week. The number of participants with publications was 8 (30.7%). The median of correct answers was 3.5. Only 6 (23%) approved. In relation to research methodology and epidemiology both doctors (42.1%) and nurses (42.5%) had similar scores. In relation to statistics, physicians (38.8%) had a higher score than nurses (27.5%).Conclusions: The low level of knowledge about the methodology of research, statistics and epidemiology in the population studied was worrisome. The professionals in training would not be able to use them in their daily clinical practice. This would affect decision-making that should be based on the best available scientific evidence and the use of critical judgment, which would have an impact on the quality of care. This leads us to reinforce knowledge in this population through academic strategies.

Introduction: Residents play roles as doctors, students and teachers. Emergency Medicine Residents (EMR) face several unique factors that make it difficult to function as teacher.Objective: To evaluate educational needs of EMR during their performance as teacher and to identify characteristics of educational interventions they need.Method: It is a cross-sectional non-experimental descriptive study conducted through a survey developed from available literature. Survey was applied voluntarily and anonymously to all EMR of Faculty of Medicine of the National Autonomous University of Mexico (UNAM) and to a sample of their teachers.Results: 125 residents and 8 teachers responded survey. EMR spent 37.24 ± 23.08% of their time in teaching activities. EMR estimated their teaching competence in 6.9 ± 1.6 on a scale of 1 to 10, where 1 is not competent and 10 is fully competent. 89.4% of residents considered that it is important to acquire teaching skills during residency. Their teaching strategies preferred are: discussion of clinical cases, on site learning and bedside teaching. Emergency Department overcrowding and lack of time are important teaching barrier faced by EMR.Conclusion: EMR identify the need to receive formal training in medical education. Teaching barrier faced by EMR are similar to those of their peers of other medical specialties. All Emergency Medicine programs should incorporate formal strategies that facilitate teaching skill acquisition in their residents. Teaching activities in emergency department should be short-term, student-centered and clinical focused to guarantee the greatest possible benefit to emergency medicine residents and their trainees.

Resumen
The results provided by the Research on Medical Education, analyzed using a bioethical approach based on human rights, have showed that the rights to quality medical education, worthy jobs for resident doctors, and healthcare for patients, are questioned under the current educational system. These failures have generated a situation of systemic violence structured as: subjective, or the violence directly exerted against doctors; objective or the violence that is implicit in the relationships of domination that have characterized the medical education system; and the symbolic violence that has made exploitative relationships in the Mexican health education system seem normal. All of the aforementioned have produced deficiencies in the health care of patients.
