The SARS-CoV2 pandemic has called into question the efficient management of resources by the authorities worldwide, causing an economic and health collapse. Studies in China, United States and Canada show that socioeconomic factors that influenced citizen behavior are related to the increased spread of viral diseases such as coronavirus. This study evaluates socioeconomic factors and their relationship with the spread of the new SARS-CoV2 in Ecuador. A multiple regression model was estimated by ordinary least squares at the cantonal level for different accumulate periods of time. The factors that were consistent during all periods of study were the urban sector and Guayaquil´s distance from the rest of the cantons. In addition, the characteristics of the sectors that had a positive relationship with the rate of contagion were those in which physical contact predominated, such as the construction, transport sector and those that did not have access to drinking water by pipes. From a social point of view, it is important to know the vulnerability characteristics of society for the authorities to make the best decisions regarding public policies that will be implemented for the efficient management of the health emergency.

Keywords: Leadership, Administration, Public Administration AbstractThe case shows the history of Ugo de Censi and the work that it carried out from its arrival in Chacas, a town located in the center of the Andes, Ancash region (Peru). This area, apart from being far from the capital of Peru, has been a place with low resources for many years, before the arrival of this inhabitant. Likewise, through the case, Peru will be known, one of the countries in Latin America with an emerging economy, based mainly on its traditional productive factors. During Ugo's stay in Chacas, which was to be his retirement as priest and parish priest, several events occurred. He recognized that this place had great shortcomings, of all kinds, so he decided to do something, forget about having a more pleasant life and help these residents through Operation Mato Grosso (OMG), through volunteers. This operation allowed several volunteers to support works that he was carrying out in this place (and others, in the future). Thanks to the making of his decisions, his efforts and the help of other people (OMG volunteers), he overcame the living conditions of the inhabitants, which the State could not cover, in terms of: health, education and training in values , access to water and electricity services, the possibility of having a job that generates added value. The work of the volunteers, who did not necessarily have to be believers but only had a desire to help, consisted of carrying out different tasks, such as: pulling the lamp, helping to dam a river, vaccinating children, building houses, designing furniture, stained glass windows, statues, mosaics, textiles, feeding, cooking (for about 700 people daily and that they had to distribute free of charge), teaching and training technicians, artisans, teachers, farmers, 1 etcetera. All this was done by the volunteers for free, without receiving any payment, for a period of three to six months; who obtained a very enriching and pleasant experience. What Ugo did in this place consisted of a complete transformation. An economy with zero development capacities, like Chacas, became a center of operations with openness and quality of world exports. Where there was no quality education, he placed it. Where there was no high-level production, but only the development of agricultural production source. He transformed it into a source of social, commercial and cultural development. In other words, it changed the traditional economy for an emerging economy, which is still alive today.

In the research, the price of public goods measured through the price of homes was estimated, because they do not have a market that can value them directly. The methodology of hedonic prices was used, with the information from the cadastre of a city of Ecuador, which highlights physical attributes, the neighborhood, and the inclusion of public services. The average value for drinking water was 27.66, the rainwater drainage of 19.25, of 1.26 the sanitary sewer, of 12.48 the public toilet, 2.34 for the garbage collection and of 19.35 that of the lighting.
